高句麗의 漢江流域 領有와 支配 (The Possession and Control of the Han River Region by Koguryo)

초록

475년부터 551년까지 한강유역은 고구려 영토였다고 보는 것이 학계의 通說이다. 이에 대해 한성 공함 이후에도 백제가 계속 한강유역을 보유했다고 보거나, 동성왕이나 무령왕대에 백제가 일시 회복했다고 보는 異說이 나왔다. 그런데 최근 홍련봉 제2보루에서 이른바 ‘庚子銘’ 토기편들이 나왔고, 한강이남 지역에서 고구려계 석실분이 다수 확인됨에 따라 이 異說에 대한 반론이 제기되었다.
그러나 토기에 새겨진 ‘庚’字가 다른 글자일 가능성이 있으므로 ‘庚子銘’ 토기편들이 반드시 520년 당시 한강유역이 고구려 영토였다고 보아야할 절대적인 기준자료라고 볼 수는 없다. 하지만 한강이남 지역에서 고구려계 석실분들이 확인됨에 따라 고구려가 한강유역을 지배한 적이 없었다고 보는 說도 존립근거를 잃게 되었다. 여기서 주목되는 것이 백제의 일시회복설이지만, 이는 무령왕대에 해당하는 백제 유적이 발견되지 않고 있다는 점에서 비판을 받고 있다. 그러나 고고학 발굴이 전면적으로 이루어지 않은 상태이므로 단정할 수는 없다. 한강유역을 둘러싸고 려제 양국이 각축전을 벌이는 상태였기 때문에 무령왕 이후 두 나라 모두 유적을 남길 수 있을 정도로 안정적인 지배를 못했을 수도 있다.
한편 『삼국사기』 지리지에 의하면 한강유역은 한산주로 편제되어 있었다. 한산주에 속한 군현의 숫자는 우수주와 하슬라주에 비해 두 배 이상 차이가 난다. 이는 통일기 신라에서 차지한 고구려 영역 가운데 한강유역과 황해도 일대를 모두 합한 것으로, 고구려 당대에는 황해도 일대가 별도의 행정구획으로 묶였을 것이다. 한산주에서 국원성이 가장 먼저 나오는 것으로 보아 한성 공략 직후 남한강유역을 포함한 한강유역을 하나의 광역으로 묶었고, 국원성 아래 郡級, 縣級 행정단위를 영속시켰던 것으로 보인다. 『삼국사기』 高句麗志에는 이때의 상황이 반영되어 있다.
그런데 지역지배가 안정되어 가면서 점차 한강 하류지역의 중요성이 부각되었고, 백제와 각축전을 벌이는 과정에서 한강 이북 지역의 비중도 높아졌다. 이에 따라 국원성, 한성, 평양=북한산군을 중심으로 하는 세 개 권역으로 지역을 편제해 경영의 효율화를 도모했다. 지역민에 대한 지배방식도 시기와 상황에 따라 차이가 있었다. 점령 초기에는 군사적인 면이 강했으나, 안정기에는 일반적인 영역지배가 이루어졌다. 각급 행정단위 모두에 지방관이 파견되었는지, 아니면 거점 성을 제외한 대다수 지역을 재지 유력자를 통해 통치했는지 여부는 확실치 않다. 그러나 어느 쪽이든 지역의 호구를 정확히 파악하고, 그들로부터 조세수취와 노동력 동원을 할 수 있었으므로 영역지배가 본격적으로 실시되었다고 할 수 있다.

영어초록

It has been commonly accepted theory that the Han river region was possessed by Koguryo from 475 A.D. to 551 A.D. Divergent theories, which are different from commonly acknowledged one, emerged such as Baekje still retained the Han river region after the Hanseong has falled, or Baekje temporarily recovered the region during the reign of King Dongseong or King Muryong. Nevertheless, a refutation to those divergent theories was recently presented as the fragmentary pottery containing the inscription of ‘gyeongja 庚子’ was excavated from the fortress no. 2 at Hongryeon peak, and a number of Koguryo style stone chamber tombs were discovered in the south of the Han river.
However, the fragmentary pottery with the inscription of ‘gyeongja’ cannot be considered as the absolute criterion to judge that in 520, the Han river region was certainly possessed by Koguryo because there is a possibility that the letters inscribed in the pottery may be read as a different letter. Non the less, the theory that Koguryo never governed the Han river region lost subsistence ground as well since Koguryo style stone chamber tombs were found in the south of the Han river. What is noteworthy here is the theory believing Baekje's temporary recovery of the region. This view is again criticized in that no Baekje remains corresponding to the reign of King Muryong has been discovered. It is yet too early to conclude because archaeological excavation has not been carried out completely. It is possible that since Koguryo and Baekje were competing each other on the Han river region, after King Muryong, two countries could not have stably controlled the region to the extent that they constructed and left relics there.
In the meantime, according to the geography section in History of the Three Kingdoms(三國史記), the Han river region is classified into Hansanju(漢山州). The number of the counties and prefectures belonging to Hansanju is more than as much again as that of Usuhu(牛首州) and Hasulraju(何瑟羅州). This number is the one combining the Han river region and Hwanghae province in Koguryo territory during the United Silla period. In Koguryo period, Hwanghae province region must have been bound to separate administrative division.
Judging from the fact that in Hansanju, Gukwonseong appeared first, it seems that right after the occupation of Hanseong, the Han river region including the South Han river region was bound to one broad area(廣域), and the counties and prefectures leveled administrative units belonged under Gukwonseong. These circumstance is reflected in the Koguryo section of History of the Three Kingdoms.
Yet, the importance of the downstream region of the Han river gradually increased as area control became stable, and so did the north of the Han River in the process of warfares with Baekje. Therefore, for the purpose of efficient controling, Koguryo classified the areas into three divisions centering Guk won seong, Hanseong, Pyongyang=Pukhansangun. There was a difference in the controling methods of a local resident according to the time and condition. The controling system in the beginning of the domination was more militarily while in the stable period, area control was formed in more general way. It is not certain whether a local official was dispatched to all of each level of administrative unit, or whether most of the regions except for stronghold fortresses were ruled by influential personage in the area. Nonetheless, in any way, it is certain that area control was operated in full-scale since it was possible to take a census of a region and to collect taxes and mobilize labor from residents.
