The Conflicting Views of the Opposing Sides: Movement Frames and Counter Frames in Gunpo Anti-Incinerator Movement

This study attempts to investigate the dynamic relationship between opposing sides through movement frames and counter-movement frames. The Gunpo anti-incinerator case was the iconic social movement in Korea that had attracted controversy between activists and the larger culture. The current case study analyzes the Gunpo case to find how the two opposing sides justify their reasoning and which strategies each side adopted. This study defines actions taken by social movement groups as movement frames and actions enacted by government as counter movement frames. Various sources of data were utilized such as newspaper articles, interviews, and governmental documents in order to support their argument.
The current study found different tactics used to respond to opposing side from the Gunpo case. For example, the social movement groups attempted to respond to the counter group in ways intended to ward off, contain, limit, or reverse them. In responding to the claims, the government responded to the movement frames of the movement group in ways intended for blaming, shirking, refuting, diverting, and appeasing. The study suggests that future research studies need to analyze cases as a dynamic interaction not only including the interaction between the opposing sides, but also including any people or group who pays attention to the dynamic interaction such as the general public or other grassroots organizations.
