체육교습업 전면 시행에 따른 현장적용의 문제점과 개선방안에 관한 연구 : 어린이 통학버스를 중심으로 (A Study on Problems and Improvements of On-site Application due to the Full Implementation of Physical Education Teaching Business : focusing on School Bus for Children)

초록

본 연구는 체육교습업 전면시행에 따른 실제 현장 운영자들의 고충과 문제점을 분석하고 올바른 체육교습업의정착에 개선사항을 제시하는 데 목적이 있다. 이를 위해 체육교습업 운영자 5인을 심층면담 하였고 보좌관 1인에게조언을 구하였다. 면담자료를 전사 범주화 하였으며, 질적연구방법인 사례연구를 통하여 다음과 같은 결과를얻었다. 첫째, 어린이 통학버스 차량변경의 문제점 중 1) 차량변경에 관한 정보부족 2) 차량변경의 금전적 어려움, 둘째, 어린이 통학버스 동승자 관련 문제점 중 1) 동승자 고용의 필요성 부족 2) 동승자 고용형태 불안과 인건비부담, 셋째, 어린이 통학버스 특별보호에 관한 문제점 중 1) 특별보호법 홍보부족 2) 특별보호법 취지와 다른 인식차이로 나타났다. 문제점의 개선사항은 다음과 같다. 첫째, 1) 변경방법 및 공식 업체의 구체적 가이드라인 제시 2) 변경 시 공백이 생기는 대차 차량 지원 또는 비용지원 과 신차 구입 또는 변경 시에 금전적 지원, 둘째, 1) 운전자의하차로 동승자 역할 충분과 차량별 세분화 필요 2) 지자체 지원금 또는 고용지원금 과 노인취업센터 활용, 셋째, 1) TV 또는 SNS를 통한 적극적 홍보 필요 2) 강력한 규제와 집중단속 및 승하차 시에 보호받는 안전한 장소 필요로나타났다.

영어초록

The purpose of this study was to analyze the difficulties and problems of operators in the actual field following the full implementation of the physical education teaching industry and to propose improvements to the establishment of the correct physical education teaching business. To this end, 5 operators of the physical education teaching industry were interviewed in depth and asked for advice from 1 advisor, the interview materials were categorized into transcription, and the following results were obtained through the case study, which was a qualitative research method. First, among the problems of changing the vehicle of the children's commuter bus, 1) the lack of information about the vehicle change, 2) the financial difficulties of the vehicle change, Second, among the problems related to children's commuter bus passengers, 1) the lack of necessity for the employment of passengers, 2) the insecurity of the form of employment of passengers and the burden of labor costs, and thirdly, among the problems related to the special protection of children's commuter buses, 1) the lack of publicity of the Special Protection Act, 2) the difference in perception from the purpose of the Special Protection Act. The improvements to the problem are as follows: First, 1) Present the method of change and the specific guidelines of the official company, 2) Assistance or cost assistance for the bogie vehicle that creates a gap in the event of the change and financial assistance in the purchase or change of a new car, secondly, 1) Sufficient passenger role in the driver's disembarkation and the need for vehicle-specific segmentation, 2) Utilization of local government subsidies or employment subsidies and senior employment centers, Third, 1) the need for active publicity via TV or SNS and strong regulation and intensive enforcement, 2) the need for a safe place to get on and off has emerged.
