산업 특화도와 혁신 생태계 구축이 기업의 혁신성과에 미치는 영향: 충북지역 제조업을 중심으로 (The Effects of Industrial Specialization and Innovation Ecosystem on the Innovation Performance in the Firms: The Case of the Manufacturing Industry in Chungbuk Province)

초록

본 연구는 충북 제조업을 바탕으로 기업의 혁신성과에 영향을 미치는 내·외부 요인들의 특성을 분석하였고그에 따른 기업경영에 관한 실무적 시사점과 지역 산업 및 경제에 관한 정책적 시사점을 제시하였다. 첫째, 산업 특화도 및 경쟁력을 나타내는 입지계수는 기업의 혁신성과에 긍정적인 영향을 주며 기업의 혁신전략과특허출원도 긍정적인 영향을 주는 것으로 나타났다. 둘째, 지역 산업의 혁신 생태계는 대학-기업-지자체(정부) 협력을 통해 구축되며 특히, 대학과 기업 간의 산학협력 활동은 기업 혁신성과에 긍정적인 영향을 주는 것으로나타났다. 또한, 기업 혁신성과는 대학으로부터 이전된 지식 및 기술 정보와 밀접한 관계가 있지만, 산학공동연구는 통계적으로 유의하지 않는 것으로 나타났다. 셋째, 정부의 금융적 지원은 기업의 혁신성과에 부정적인영향을 주는 반면 정부의 기술지원(비금융적)은 긍정적인 영향을 주는 것으로 분석되었다. 넷째, 본 연구는정부규제를 경제적, 사회적 및 행정적 규제로 구분하여 분석을 시행하였다. 그 결과 정부의 경제적 및 행정적규제는 기업의 혁신성과에 부정적인 영향을 주지만 산업안전, 환경규제, 소비자 안전, 근로기준 등과 같은 사회적 규제는 기업의 혁신성과에 긍정적인 영향을 주는 것으로 나타났다. 본 연구는 다음과 같은 시사점을 제시하였다. 기업은 개방형 혁신과 같은 경영전략을 통해 급변하는 산업과 시장환경에 대응해야 하며 지역 거점 대학과 협력 활동을 통해 혁신 생태계를 구축하는 방안을 추진해야 한다. 또한, 정부와 지자체는 혁신지원정책과규제정책을 효과적으로 사용해야 하며 특히, 신산업 및 신기술에 대한 규제완화는 기업의 혁신성과 개선뿐만아니라 지역 산업 활성화 및 지역경제발전을 도모하는데 중추적인 역할을 한다고 할 수 있다

영어초록

This paper is to explore the effects of internal and external factors on the innovation performance of manufacturing industry-related firms in Chungbuk Province and to suggest not only business implications for innovation strategies but also policy implications for the regional industry and economy. First, the main findings show that the index of location quotients, which is one of the indicators of industrial specialization in the region, has a positive relationship with firms' innovation performance. Moreover, a firm's innovation strategies and patent applications also play a significant role in innovation performance. Second, the innovation ecosystem of the regional industry consists of university-industry-government collaborations, so in that system, collaborations between universities and industries have a positive impact on the firm's innovation performance. However, while the firm's innovation performance has a significantly close relationship with technology transfer (information share) activities from universities, the empirical results show that direct co-research activities have a low statistical significance. Third, the government's financial support has a negative impact on the firm's innovation performance, whereas technology support (non-financial) has a positive relationship with innovation performance. Fourth, in this paper, we classify the government regulations as three parts: economic regulation, social regulation, and administrative regulation. So, the results indicate that the economic and administrative regulations have a negative relationship with the firm's innovation performance, whereas social regulations, such as industrial safety, environmental regulation, customer safety and sanitation, labor conditions and environments, and so on, have a positive relationship with the innovation performance. Moreover, this paper provides some meaningful implications. First, a firm should actively and dynamically respond against the rapidly changing industry and market conditions through adopting new business strategies such as the open innovation mechanism. At the same time, firms should collaborate dynamically with local universities in order to create a vigorous and specialized innovation ecosystem in the region. Second, the local government should provide effective innovation policies for fostering new industries and technologies through efficient support and regulation strategies.
