일제시기 王子製紙 朝鮮工場의 운영과 신의주 제지업의 ‘성장’ (Operation of Co., Ltd.’s Joseon Plant and the ‘Growth’ of the Paper Manufacturing Industry in Shinuiju during the Japanese Colonial Period)

본 연구는 일본의 대표적인 제지기업이었던 王子製紙가 조선에 진출하는 과정과 기업의 성장이 식민도시의 성장을 견인하는 과정과 의미에 대해 분석하였다. 왕자제지는 1917년 신의주에 朝鮮製紙株式會社(이하 조선제지)를 설립하면서 조선에 진출했다. 압록강의 풍부한 산림자원과 저렴한 노동력을 바탕으로 조선제지를 설립했지만, 조선인 자본의 참여가 이루어지지 않은 일본인 자본 중심의 회사였다. 이후 전후 불황으로 왕자제지가 조선제지를 합병했지만 결국 경영악화로 휴업했다. 1925년 왕자제지 조선공장으로 생산을 재개했고, 신의주의 인프라와 조선총독부의 국유림 불하로 제지를 안정적으로 생산하면서 신의주 경제를 좌우했다. 왕자제지의 제지 생산은 일본의 제지 수요에 부응하면서 왕자제지의 기업이윤과 일본제국주의 성장을 뒷받침했다.
왕자제지 조선공장의 성장은 신의주의 발전과 실업 구제에도 ‘기여’했다. 왕자제지 공장이 들어선 신의주의 인프라 확장에 영향을 미쳤고, 국유림 年期賣却이 이루지는 각 사업구에도 산림사업소가 들어서면서 호황을 맞았다. 신의주의 유일한 제지공장으로 전체 생산액의 20%를 차지할 만큼 조선공장의 비중이 컸다. 그러나 왕자제지의 성장은 조선의 개발과 성장을 담보로 선순환, 투자되는 것이 아니라 일본 내 수요가 최우선으로 고려되어 생산 재편되는 구조였고, 경영합리화의 일환으로 강조했던 임금절약은 신의주로 몰려드는 조선인과 중국인 노동자들로 가능했다. 왕자제지 조선공장의 노동자들은 실업에서는 구제되었지만, 저임금과 하루 12시간 노동으로 생활고에 허덕였다. 결국 하루가 다르게 치솟는 물가에 견디지 못해 파업을 단행했지만 그들의 요구는 받아들여지지 않았다. 신흥 상공업 도시, 약진의 도시 신의주의 경제를 좌우했던 왕자제지의 ‘성장’에서 저임금 노동자는 철저하게 배제되었다.

영어초록

This study examined how Oji Paper Co., Ltd., Japan's representative paper company, entered Korea. It analyzed the process and meaning of Oji Paper Co., Ltd.’s growth leading to the growth of the colonial city. Oji Paper Co., Ltd. entered Korea by establishing Joseon Paper Co., Ltd. in Sinuiju in 1917. The company established Joseon Paper Co., Ltd. based on Amnokgang River's abundant forest resources and cheap labor. However, Joseon Paper Co., Ltd. mainly involved Japanese capital with no capital participation from Korean people. Later, Oji Paper Co., Ltd. merged with Joseon Paper Co., Ltd. due to the post-war recession but eventually closed its business due to poor management. Oji Paper Co., Ltd. resumed production at its Joseon Plant in 1925. It started to control the economy in Sinuiju as it steadily produced paper thanks to Sinuiju's infrastructure and the Japanese Government-General of Korea's grant of state forests. Oji Paper Co., Ltd.'s paper production served the paper demand in Japan Oji Paper Co., Ltd.'s paper production supported the company’s corporate profits and the growth of Japanese imperialism while serving the paper demand in Japan.
The growth of Oji Paper Co., Ltd.'s Joseon Plant also ‘contributed' to the development and unemployment relief in Sinuiju. The growth of Oji Paper Co., Ltd. influenced the infrastructure expansion of Sinuiju, where the company’s plant was located. Sinuiju boomed as forestry business places were established in each business district that implemented the annual division sales of state forests. Also, as the only paper plant in Sinuiju's economy, Oji Paper Co., Ltd.'s Joseon Plant accounted for 20% of the production output. However, the growth of Oji Paper Co., Ltd. did not lead to a virtuous cycle and investment in Korea. The operational structure of Oji Paper Co., Ltd. was characterized by production and reorganization that considered domestic demand in Japan as a top priority with the development and growth of colonial Joseon. Wage saving was emphasized as part of business rationalization. It was made possible by Korean and Chinese workers flocking to Sinuiju. Workers at the Oji Paper Co., Ltd.'s Joseon Plant were saved from unemployment but suffered from hardships of life due to receiving low wages and working 12 hours a day. In the end, they went on strike because they could not stand the prices soaring by the day. However, their demand for a wage increase was not accepted. Low-wage workers were thoroughly excluded from the ‘growth’ of Oji Paper Co., Ltd., which dominated the economy of Sinuiju, a city of rapid progress and an emerging commercial and industrial city.
