잠수기어업의 발달과정과 작업방식 (Development Process and Working Method of Diving Apparatus Fishery)

초록

잠수기어업은 일제강점기 이전부터 일본어업자들에 의해 도입된 근대적 형태의 어업 중 하나이다. 일본어업자들은 잠수기어업을 통해 침략적 어업을 자행하면서 우리나라 연안 각지로어업 반경을 확대해 나갔다. 또한 이 시기에 일본은 법규와 조직을 강화하여 본격적으로 우리나라 연안을 장악하기 시작했다. 즉, 일본어업자들이 일제강점기 우리나라에 도입한 새로운 어구․어법은 어장을 장악함과 동시에, 식민지화하는 수단이었다. 결과적으로 우리나라 어업은일본에 의해 강제적인 문화변용이 일어났다고 할 수 있다. 이러한 어구․어법은 해방 후‘귀속재산’으로 남아 지역어민들에 의해 어업활동이 유지되거나 재개되었다. 특히 경상도 지역 잠수기어업은 이 지역의 주요 어업으로 성장하게 되었고, 거제도에서는 지역 경제의 중요한 산업으로 자리 잡고 있다.
잠수기어업은 1960년대에 들어서면서 어선․어구의 발달과 변화를 가져오게 된다. 이에따라 선원들의 역할은 크게 줄어들게 되었고, 선원 감소의 결과를 가져오게 되었다. 또한 잠수부의 능력과 역할이 한층 중요해졌다. 선장에 의해 어업 성공이 결정되는 다른 어업과 달리잠수기어업은 잠수부의 역할에 따라 어업 성공이 결정되게 된다. 결과적으로 잠수부의 능력에따라 전체 수익이 좌우되면서 수익분배에도 변화가 일어난다.
본 논문은 잠수기어업의 도입배경을 살펴보고, 어선․어구의 발달에 따른 작업방식의 변화양상을 파악하고자 한다. 이를 통해 잠수기어업이 가지고 있는 역사․문화적 의미를 통시적으로 고찰하고자 한다.

영어초록

Diving Apparatus Fishery is one of the modern type fishery introduced by Japanese fishermen before the period of Japanese colonial rule. Japanese fishermen expanded their fishing radius to each separate coast of Korea committing aggressive fishing with Diving Apparatus Fishery. Also, Japanese started to dominate the coast of our country in earnest by strengthening the regulations and organization at this time. That is, new fishing gear and fishing method Japanese fishermen introduced to Korea at the period of Japanese colonial rule was a means to dominate the fishery and colonialize at the same time. Consequently, it is able to say that compulsory culture transformation in the fishery of Korea was executed by Japan. These fishing gear and fishing method maintained and resumed the fishery activity by regional fishermen remaining as ‘devolving property’ after the liberation. Especially, the Diving Apparatus Fishery at the region of Gyeongsang-do was grown as major fishery of this region and it settled down as major industry of regional economy in Geojedo Island.
Diving Apparatus Fishery brought the development and change of fishing boat and fishing gear entering 1960s. Accordingly, the role of sailor largely reduced and resulted the reduction of sailor. Also, the ability and role of diver became more important. The success of fishery is determined by the role of diver in the Diving Apparatus Fishery different with other fisheries determined the success of fishery by the captain. Consequently, there is a change in the distribution of profit because total profit is under the control of diver’s ability.
The introduction background of the Diving Apparatus Fishery is investigated and the aspect of work method change according to the development of fishing boat and fishing gear is understood in this study. Based on this, historical and cultural meaning of the Diving Apparatus Fishery is considered diachronously.
