언택트 시대와 고교학점제를 고려한 자유발행 한문 교과서 개발 방안 (Self-issuance Plan of Chinese Textbooks Considering the Untact Era and High School Credit System)

초록

2025년 전면 도입을 전제로 교육부(2021)의 ‘포용과 성장의 고교 교육 구현 고교학점제 종합 추진계획’이 발표되었다. 고교학점제가 시행되면 2017년 이후처럼 한문 교원 수가 줄고 한문 과목의 위상이 더 위축될 가능성이 커 보인다. 위축 요인으로는 미래 사회와 인공지능 등 첨단 기술 사회에 적용하기 어려운 학습 내용, 한자 활용의 필요성을 인식하지 못하는 세대의 증가, 정보와 교양 관련 과목 확대 수요로 인한 한문 수요 감소, 한문 과목의 진로 연계 범위가 인문학에 치중, 수능에서 절대평가로 전환 후 탐구 과목 대체 불가 상황, 집중 이수 확대 등을 들 수 있다.
고교학점제의 핵심은 진로에 따른 학생의 과목 선택이다. 학생의 다양한 과목 선택을 위해 한문 과목을 비롯한 생활․교양(군)의 과목들이 대거 집중 이수제의 형태로 편성 운영될 가능성이 크다. 이 과정에서 한문 과목의 위상 위축은 물론, 교원 인원 감축, 수업 시수 감축 등의 어려움이 예상된다. 또한, 2022 개정 교육과정에서 학교 자치와 지역 연계 교육에 관한 부분이 강조될 것이 예상되기 때문에 학교 현장에서의 한문 과목 관련 변화의 물결이 마치 기존에 없던 문물이 쏟아져 들어오던 갑오개혁 시기에 비견될 정도이다.
이 때문에 한문 과목도 이제 인성과 가치관 교육 등을 중시하는 명분에서 교육의 당위성을 위한 더 폭넓은 다양한 근거와 실제 운영사례가 절실한 상황이다. 이를 위해서는 과목명에서부터 교육과정, 수업 방법 개선 등 다양한 해결책의 모색이 필요하다.
또한 고교학점제가 도입되면 교육부 고시 과목만으로 학습 수요자의 다양한 요구를 해소할 수 없다. 그 때문에 학교의 필요에 따른 교육과정이 구성되며, 학교마다의 교육과정의 특색으로 고시 외 과목(또는 학교장 자율 과목) 신설이 확대된다. 한문 과목의 경우, 현재 교육부에서 고시한 ‘한문Ⅰ’과 ‘한문Ⅱ’. 2개의 과목만으로는 학교의 특색 있는 운영과 학생의 선택을 받기에 한계가 있다.
시대가 급변하고 세대가 달라지고 있다. 그러므로 이제 학교별, 교사별, 학생별 맞춤형 한문 교과 신설을 고민해야 할 시기이다. 이는 비단 한문 과목만의 문제는 아니다. 이제 한문 과목의 위축과 위상 저하에 대한 교사들의 개별적인 염려보다 한문 관련 교육인들의 네트워크를 활성화하여 실제적인 대안 실행이 필요한 시점이다. 이를 위해 본 논고에서는 2017～2020년도의 한문 교원 증감 추세를 근거로 한문 과목의 위상과 향후 고교학점제 도입 이후 한문 교과의 입지가 어떻게 변화할 것인지를 살폈다. 더불어 교과 위상의 위축과 교원과 시수 감축을 어떻게 해결할 것인지에 관한 현장 사례 제시를 통해 그 대안을 모색하고자 하였다.

영어초록

Under the premise of full introduction in 2025, the Ministry of Education (2021) announced a comprehensive plan to implement a high school credit system for inclusive and growth. The implementation of the high school credit system is likely to reduce the number of Chinese- language teachers and further dampen the status of Chinese-language subjects as it did after 2017. Factors of contraction include learning that is difficult to apply to high-tech societies such as future societies and artificial intelligence, increasing generations that do not recognize the need to use Chinese characters, decreasing demand for information and liberal arts.
The core of the high school credit system is students' choice of subjects based on their career path. In order to select students' various subjects, there is a high possibility that a large number of subjects, including Chinese literature, will be organized and operated in the form of intensive completion. In the process, difficulties such as reducing the number of teachers and reducing the number of classes are expected as well as shrinking the status of Chinese literature subjects. In addition, as the 2022 revised curriculum is expected to emphasize school autonomy and regional-linked education, the wave of changes in Chinese literature subjects at the school site is comparable to the period of Gabo Reform, when unprecedented culture poured in.
For this reason, Chinese literature subjects are now in desperate need of a wider variety of grounds and actual operational cases for the legitimacy of education in the cause of emphasizing personality and values education. To this end, it is necessary to find various solutions, from the name of the subject to the improvement of the curriculum and the method of teaching.
In addition, if the high school credit system is introduced, the education ministry's announcement alone will not satisfy various needs of learning consumers. As a result, curricula are organized according to the needs of the school, and the establishment of new subjects (or autonomous subjects for school principals) other than the public notice will be expanded due to the characteristics of each school's curriculum. In the case of Chinese literature subjects, 'Chinese characters I' and 'Chinese characters II' announced by the Ministry of Education. Two subjects alone have limitations on the distinctive operation of the school and the choice of students.
Times are changing rapidly and generations are changing. Therefore, it is time to consider establishing a new Chinese language curriculum tailored to each school, teacher, and student. This is not just a Chinese subject. It is time to activate a network of Chinese-related educators rather than teachers' individual concerns about the shrinking and declining status of Chinese literature subjects to implement practical alternatives. To this end, this thesis examined the status of Chinese literature subjects based on the trend of increasing and decreasing Chinese language teachers in 2017-2020 and how the position of Chinese language textbooks will change after the introduction of the high school credit system. In addition, the government sought to explore alternatives by presenting on-site examples of how to solve the problem of reducing the number of teachers and students.
