언어에 대한 시선과 로컬어 육성 전략― 제주어와 브르타뉴어를 중심으로 (Views on Language and Promotional Strategies for Local Language ― With a Focus on Jeju Language and Breton Language)

초록

국민통합이나 신자유주의적 세계화가 강조되던 시기, 언어는 ‘통일성을 위한 또는 욕망 실현을 위한’이라는 기준에 따라 위계화되고 그 과정에서 소수어인 로컬어는 소멸되어 왔다. 한편 세계화에 따른 일방적 단일화의 위험성을 경고하는 생태주의적 사고의 확산은, 언어의 공생 및 다양성 추구, 소수어, 로컬어에 대한 가치 인식등 언어에 대한 인식 전환을 가져왔다. 그런데 이러한 언어환경 변화에 따른 로컬어에 대한 인식 변화의 기저에는, 언어를 인간이 가진 고유한 권리로 보는 관점과 ‘통일성을 위한 혹은 욕망 실현을 위한’과 같은 특정 목적을 위한 수단으로 보는 관점, 즉시선의 차이가 존재한다.
제주도는 국내에서 처음 로컬어 육성 조례를 제정하는 등 민·관의 다층적 차원에서 로컬어 보전 노력을 기울이고 있다. 제주도의 로컬어 보전 활동에서는, 언어를 권리로서 인식하는 태도와 수단 특히 자본으로서 인식하는 태도가 복합적으로 드러난다. 현재 프랑스 공식언어로서의 위상을 확보하고 있는 브르타뉴어의 육성 과정 역시, 언어를 권리로서 인식함과 동시에 자본으로 인식하고 있다는 점에서는 제주어의경우와 다르지 않다. 그러나 제주어와 달리 브르타뉴어의 경우는, 언어를 정치적 자산으로 인식하는 태도가 강하게 드러난다. 이러한 인식이 브르타뉴어의 위상을 높이는 데 기여한 것은 사실이지만, 언어사용자들을 정치질서에 따르는 수동적 사용자로 전락시킨다는 점에서 문제가 있다. 따라서 로컬어의 육성 전략은 권리로서의 언어에대한 인식을 확산시키고 이것이 보전될 수 있는 언어환경의 조성은 물론, 자본으로의 언어적 가치나 언어가 가진 정치성도 일정 부분 수용하되 그것이 로컬어의 토대를 부식시키지는 않는 방향으로 전개되어야 할 것이다.

영어초록

At the time when national integration and neoliberal globalization wasemphasized, language was hierarchicalized according to the so-calledstandard for 'unity or realization of desire,' and, in the process, locallanguage, which is the language of the minority, have perished.
Meanwhile, the spread of ecological thinking warning about the dangersof unilateral unification in accordance to globalization, brought aboutperceptional change of language such as the pursuit for symbiosis anddiversity of language and recognition of the value of minority languageand local language. However, underlying such perceptional change inaccordance to the changes in the language environment, two differentviews exist, one that views language as human being's inherent right andanother that views it as a mean for specific purpose such as the 'unity orrealization of desire.'Jeju Island, for the first time in Korea, legislated a local languagepromotion ordinance and making efforts at both private andgovernmental multi-layered level to preserve the local language. In thelocal language preservation activities in Jeju Island, the attitude thatperceives language as a right and the attitude that perceives language as a means, or in particular, as a capital complexly revealed. The process ofpromoting Breton language, which is currently securing the status as theofficial language of France, is not different from the case of Jejulanguage in that language is simultaneously perceived as a right and as acapital. However, unlike Jeju language, Breton language reveals a strongattitude towards perceiving language as political asset. It is true that suchperception contributed to raising the status of Breton language, but theproblem in this case is that such attitude degraded the language users topassive users following the political order. Therefore, promotionalstrategies for local language should spread the perception of language asa right, create a language environment where such perception can bepreserved. And while partially accepting the value of language as acapital or for its political quality, promotional strategies for locallanguage should be developed in ways that do not corrode the foundationof the local language.
