1875년 운요함(雲揚艦)의 조선 연안정탐 활동과 신문보도 (The Warship Unyokan’s Reconnaissance Activities around the Coast of Joseon and the Newspaper Reports in 1875)

초록

이 글에서는 1876년 2월 ‘조일수호조규’가 체결되는 하나의 계기였던 운요함의 조선 파견과 관련된 활동을 기존 자료와 새로 발굴한 자료를 교차 검토하였다. 운요함은 나가사키 주재 영국 상인 토마스 글로버가 스코틀랜드 애버딘에 주문하여 1870년 건조된 군함으로, 1871년부터 메이지 정부에서 사용하였다. 운요함은 조선의 해로를 파악한다는 목적으로 조선 연안에 두 차례에 걸쳐 파견되었고, 각지에서 측량 활동을 전개하였다. 여기서는 운요함이 조선에 파견되었을 때 생산된 기록, 신문기사, 운요함 사건이 발생한 지 얼마 지나지 않아 간행된 출판물 등의 기록을 폭넓게 검토하였다. 이로써 운요함의 조선 연안 정탐 활동, 승조 인원들이 조선에 대하여 가지고 있던 부정적 인식과 나가사키 복귀 후의 정보유통 양상을 살펴보았다. 1차 도항 때 함경도 원산 지역까지 다녀온 운요함장 이노우에 요시카는 조선 지방관이 문정을 나온다는 것을 경험하였다. 영일현감과 나눈 대화는 일본 신문에도 관련 내용이 상세히 보도되었다. 2차 도항 때 강화도의 조선 병력을 도발한 행위는 1차 도항 당시의 경험에 근거하여 충분히 조선군을 상대할 만하다고 판단을 내린 결과였다. 3일에 걸쳐 강화도와 영종도 일대에서 일본군이 벌인 전투 과정은 당시 중앙 일간지에 상세히 소개되었다. 신문기사와 출판물에 실린 내용을 검토하는 작업을 통해 당대에도 이미 은폐 이전의 많은 정보가 일본 국내와 상하이 지역 등에서 정보교환이 활발하게 이루어지고 있었다는 사실을 규명하였다. 운요함이 나가사키에 귀항할 때마다 관련자로부터 조선 내 활동과 관련된 정보가 흘러나와 대중에게 공개되었다. 관련 기사는 나가사키 지역 영자신문의 번역을 통해 동아시아 내 다른 국가로도 신속하게 전달되었다. 운요함장이 강화도 지역에서 벌인 전투를 하루로 조작하던 시점에 이미 ‘3일 전투’ 사실이 상세히 보도되고 있었다는 사실은 당대 생산된 자료에 대하여 좀 더 면밀한 검토와 추적이 필요함을 잘 보여준다.

영어초록

In this article, the activities related to the dispatch of the warship Unyokan(雲揚艦) to Joseon, which was one of the opportunities for the signing of the ‘The Joseon-Japan treaty of Amity’ in February 1876, were cross-examined with well-known and newly discovered documents. The Unyokan was a warship ordered by Thomas B.
Glover, a British merchant in Nagasaki, from Aberdeen, Scotland, and bulit in 1870, used by the Meiji government since 1871. The Unyokan was dispatched to the coast of Joseon twice to grasp the sea route of Joseon, and survey activities were conducted in various places. Here, records of journals, newspaper articles, and books published shortly after the Unyokan incident were widely reviewed when the Unyokan was dispatched to Joseon. As a result, we examined the ship’s activities to spy on the coast of Joseon, the negative perceptions of the crew members of the ship and information circulation patterns after returning to Nagasaki. Inoue Yoshika, the captain of the Unyokan, who visited Wonsan, Hamgyeong province during the first voyage, experienced that the Joseon local government official’s coming out to check the purpose of Inoue’s visit. The conversation with the governor of Yeongil(迎日縣監) was also reported in detail in Japanese newspapers. The act of provoking the Joseon troops of Ganghwa Island during the second voyage was the result of judgement that it was sufficient to deal with the Joseon army based on the experience at the time of the first voyage. The Japanese military’s battle process in Ganghwa Island and Yeongjong Island for over three days was introduced in detail in the Japanese central daily newspaper at the time. Review of the contents of newspaper articles and publications indicates that a lot of information before the concealment was already actively exchanged in Japan and Shanghai. Whenever the Unyokan returned to Nagasaki, information related to activities in Joseon was released to the public from those involved. Related articles were quickly delivered to other countries in East Asia through the translation of English newspaper in Nagasaki. The fact that the “three-day battle” was already reported in detail at the time when captain of the Unyokan was manipulating the battle in Ganghwa Island into a day shows the necessity of more careful review and tracking of the data produced at that time.
