초록

20세기 초반에 러일 전쟁의 국제관계사는 제1차 세계 대전의 기원 문제의 중요성을 고려하여 면밀한 조사 대상이 되어 왔다. 국제관계사에서 '외교 혁명'이라 명명하고 있는 이 시기에 대한 의미있는 분석을 위해서는 러일 전쟁 전후 영국의 외교정책을 인식하는 것이 필수적이라고 생각된다.
본 논문은 러일전쟁기(1904-5) 영국의 앙탕트 외교정책을 검토한 것이다. 이를 위해 특히 1902년의 영일 동맹, 1904년의 영불 협상 1905년의 제2회 영일동맹의 국제 관계에 초점을 맞추었다. 이 기간에 수상 밸푸어 휘하의 영국 정부는 러일전쟁 직전부터 포츠머스 평화회의까지 ‘엄정 중립'을 선언했다. 이와 같은 극동의 국제정세하에서 일본은 간접적인 방법으로 영국으로부터 다양한 비공식 도움을 받았다. 거기에는 러시아 함대의 움직임을 확인하기 위한 영국 해군의 지원, 일본의 전쟁 비용에 대한 금융지원, 일본을 위한 다양한 외교적 지원 활동 등이 있었다.
1902년과 1905년 사이에 영국의 외교정책은 다각적이었는데, 러시아, 프랑스, 독일과 일본은 영국의 앙탕트 정책의 주요 관심 대상국이었다. 전 세계에 걸친 전통적인 영러 대립은 영국의 외교 정책과 특히, 영일 관계, 영불 관계, 그리고 이 시기 영독 관계에 영향을 주었다. 여기에서 페르시아, 아프가니스탄, 티베트, 극동의 사태는 상호 연계되고 있었다. 제2장 에서는 1902년 영일동맹과 러일 전쟁 발발 간의 상호관계를 다루었다, 그리고 제3장에서는 1905년의 제2회 일영 동맹과 포츠머스 강화회의 간의 상호 관계에 초점을 맞추었다. 나아가 이를 1907년의 영러 협상과 상호 연계해 보았다.

영어초록

The international history of the Russo-Japanese war in the early 20th century has been the subject of considerable scrutiny on account of the importance of the question of the origins of the Great War. In order to propose a meaningful analysis of a period which is described as “diplomatic revolution” by international historians, it seems essential to be fully aware of british foreign policy before and after the Russo-Japanese war.
In this article, I was to reexamine the British Foreign Policy of Entente during the the Russo-Japanese War(1904-5). For the purpose of these aims, I especially focused on the International Relations of the Anglo-Japanese alliance of 1902, the the Entente Codiale(Anglo-French Entente) of 1904 and the 2nd Anglo-Japanese alliance of 1905. In this period, the British government under the Prime Minister Arthur J. Balfour declared a "strict neutrality" from the eve of the Russo Japanese war to the end of the Portsmouth peace conference. Under these international situation in the Far East, Japan was received diverse unofficial assistance from Britain in indirect manners. They included British naval support to check Russian fleet movements, financial arrangements to help financing Japan's war expenditure, and various diplomatic support activities on behalf of Japan in the world.
British foreign policy was in multiple between 1902 and 1905, when Russia, France, Germany and Japan was the major concern for British entente policy. Traditional Anglo-Russian confrontation over the world affected British foreign policy and particularly Anglo-Japanese relations, anglo-french relations and Anglo-german relations at this juncture. Here, the developments in the Persian Gulf, Afghanistan, Tibet and the Far East are interrelated with each others. Second chapter is related with Interrelations between the Anglo-Japanese alliance of 1902 and the outbreaking of the Russo-Japanese War, and Third chapter is devoted to Interrelations between the 2nd Anglo-Japanese alliance of 1905 and the Portsmouth peace conference. And finally I was to connect them with the Anglo-Russian Entente of 1907
