조선시대 서해안 해방전략(海防戰略)과 충청도 태안의 전략적 위상 변화 (Changes in the Maritime Defense Strategy of the Western Coast of Joseon and in the Strategic Position of Taean, Chungcheong Province)

초록

이 글은 조선시대 서해안 방어전략의 추이를 조망하고, 그 흐름 속에서 충청도 태안의 전략적 위상이 어떻게 변화해 갔는지 규명하기 위해 작성되었다. 태안 반도는 서해의 연안항로와 맞닿아 있어, 오래 전부터 해양위협 방비와 세곡 운송의 핵심 거점 지역으로 주목받아 왔다. 더욱이 수로로 강화도까지 한나절, 수도까지는 하루 거리에 위치하여, 유사시를 대비한 배후기지로도 각광 받았다. 무엇보다 태안은 조선 전‧후기 서해안 방어전략의 방향성을 엿볼 수 있는 창구라는 점에서 중요하다. 조선은 한정된 인적‧물적 자원을 활용하여, 서해안의 해양위협원에 효과적으로 대응할 수 있는 전략을 끊임없이 강구하였다. 조선전기에는 왜구의 침공을 서해 근해에서 속도가 빠른 중‧소형 군선을 활용해 공세적으로 차단하고자 하였다. 조선후기에는 도서 및 연해 지역의 鎭堡를 중심으로 황당선, 이양선의 동태를 초계하는 동시에, 상륙하는 적을 연해안에서 내륙의 기병‧포군, 요충 권역의 기각지세를 활용하여 요격하는 것을 기본 원칙으로 삼았다. 이러한 해방전략의 변화에 발맞춰, 조선후기에 태안의 전략적 위상이 제고되었다. 조선전기에는 군선‧수군 중심의 해방전략에 따라 비교적 안흥‧소근 등 수군진의 군사적 역할이 두드러졌다면, 조선후기에는 해방전략이 요망‧육군 중심으로 재편됨에 따라 병마진(육군진)인 태안의 군사 기능이 부각되었던 것이다. 종래 진관체제에서 종3품 巨鎭(조선 초기) 내지 종4품 諸鎭(『경국대전』 반포 이후)의 위상을 지닌 태안에, 종2품 아문인 水軍防禦營을 설치하고 獨鎭化하여 인근 육‧수군 병력을 통합 지휘하게 한 것은 다름아닌 이상의 해방전략 재편에 따른 조처였다. 특히 치폐를 거듭하던 태안방어영이 병인양요(1866), 즉 프랑스군이 조선의 땅에 상륙하여 가공할 만한 위력을 보여주었던 사건 이후에는 굳건히 존속하였는데, 이 사실은 태안방어영이 충청 서해안 방어의 구심점으로 거듭나게 되었음을 말해준다.

영어초록

This study is to examine how the defense strategy of the Western Coast of Joseon developed and how the strategic position of Taean, Chungcheong Province had been changed in the process. Adjacent to coastwise route, Taean Peninsula had attracted attention as the core strategic point of defending against maritime threats and transporting tax grains. In addition, it was half a day distance from Ganghwa Island and one day distance from the capital by water, thus it was spotlighted as the rear base in case of emergency. Above all, Taean has the significance as the window through which we can peek the direction of the maritime defense strategy on the Western Coast of Joseon from its earlier stage to later. The Joseon government, utilizing limited human and material resources, sought for effective strategies against the source of menace in the Western Coast. Earlier in the dynasty, the main strategy was to cut off the invasion of Wokou (Japanese pirates) offensively by using middle and small sized ships with higher speed on the coastal waters of the Yellow Sea. In the later dynasty, the main principle was to observe the movements of Hwangdangseon (absurd-looking ships) and Yiyangseon (Strangely shaped ships) from the coastal and insular bases, and to intercept the landing enemies with the cavalry and musketeers from the mainland in joint operations on the local strategic points. Along with this change in the maritime defense strategy, the strategic position of Taean was enhanced. Earlier in the dynasty, the role of the naval bases such as Anheung and Sogeun was prominent in the navy-centered strategy. On the contrary, later in the dynasty, the militaristic role of Taean as the land army base was magnified, as the strategy was reorganized with observation and the land armies. In the system of traditional Garrison-Command structure, Taean was classified as the Lesser 3rd Rank Geojin (Grand Base) in the beginning of the dynasty and Lesser 4th Rank Jejin (Various Base) after the proclamation of the Grand Code. However, as the maritime defense strategy was reorganized, the Naval Defense Regiment of the Lesser 2nd Rank was installed in Taean as the solitary base which commanded nearby land army and navy. Especially after repeated installation and abolition, the Defense Regiment of Taean stood firm after the French Invasion in 1866, which shows that the Defense Regiment of Taean had the pivotal role in defending the western coast of Chungcheong Province.
