공간주권 측면에서 시민유산문화마을 인증지표 제안: 안동시를 중심으로 (A Proposal of Certification Indicators for Civil Heritage Cultural Village in Terms of Territoriality: Focusing on Andong City)

초록

'시민유산문화마을' 은 경상북도 안동시가 문화도시를 추진하면서 준비한 특성화 사업 중 하나로 안동시에서는 ‘시민유산문화마을’ 인증을 통해 문화도시 사업 이후까지를 고려 마을 공동체 지원 사업의 지속성을 높이고 한다. 이에 본 연구는 마을 주민의 마을 공간화 측면에서 사업에 대한 주도적 참여와 그들의 요구가 반영된 지표 개발을 위하여 공간주권적 측면에서 ‘시민유산문화마을’의 인증지표를 제안하는데 목적이 있다. 이를 위하여 우선 공간주권개념을 명확히하고 공간주권의 실천 수단으로서 로컬리티 개념과의 연계를 통해 인증지표의 제안기준을 마련하였다. 다음으로 제안기준을 기초로 국내⋅외 사례조사를 통해 ‘시민유산문화마을’ 인증지표를 도출하였다. 도출된 인증지표의 적용 가능성을 검토하기 위하여 실제 3곳의 마을을 대상으로 지표를 적용하였다. 최종 인증지표는 공통지표 20개, 자율지표 25개로 공간주권 개념에 따른 '시민유산문화마을' 인증지표 체계의 제안 기준이었던 주체성, 장소성, 혁신성, 지역성의 4개 항목별로 공통지표를 구분하면 '주체성' 관련 지표가 6개, '장소성' 관련 지표가 2개, '혁신성' 관련 지표가 7개, '지역성' 관련 지표가 5개이다. 자율지표의 경우는 '주체성' 관련 지표가 6개, '장소성' 관련 지표가 7개, '혁신성' 관련 지표가 7개, '지역성' 관련 지표가 5개이다. 공통지표의 하위지표 구성은 주체성의 경우 '시민유산문화마을' 추진을 위한 공동체 및 조직기반과 네트워크 확보, 장소성은 지역이 가진 유무형의 기반 확보, 혁신성은 고유의 매력을 높이기 위한 비전 및 기존사업추진 역량과 성과, 지역성은 주민의 문화향유 확대 및 보장, 마을 브랜드 창출 및 지속가능한 발전과 연관되었다.

영어초록

The purpose of this study is to propose the certification index of the ‘Citizen Heritage Cultural Village’ in terms of ‘territoriality’ for the development of certification indicators that reflect the needs of villagers' leading participation in the project in terms of village spatialization. To this end, first, the concept of ‘territoriality’ was clarified and the standard for suggestion of certification indicators was prepared by linking it with the concept of ‘locality’ as a means of practicing territoriality. Next, based on the proposal criteria, the ‘Citizen Heritage Cultural Village’ certification indicators were derived through domestic and international case studies. In order to examine the applicability of the derived certification indicators, the indicators were applied to three villages. The final certification indicators is 20 common indicators and 25 autonomous indicators, and if the common indicators are classified by four categories: subjectivity, location, innovation, and locality, which were the criteria for the proposed certification indicator system of “citizen heritage culture villages” according to the concept of spatial sovereignty, there are six indicators related to “subjectivity,” two indicators related to “locality,” seven indicators related to “innovation,” and five indicators related to “regionality.” In the case of autonomous indicators, there are six indicators related to “subjectivity,” seven indicators related to “locality,” seven indicators related to “innovation,”and five related to “regionality.” The composition of the sub-indicators of the certification indicators were related to securing the community and organizational foundation and network for the promo tion of civil heritage cultural villages in the case of “subjectivity”, securing the tangible and intangible foundation of the region in the case of “locality“, “innovation“ in the vision and existing business promotion capabilities and performance to enhance its unique charm, and ”regionality” in terms of expanding and guaranteeing residents' cultural enjoyment, creating village brands and sustainable development.
