이 논문은 1995년 개관한 최초의 예술영화전용관 ‘동숭씨네마텍’에 대한 역사적 분석을 통해 한국 영화문화의 장에서 ‘예술영화’의 이념을 재구성하고, 당대예술영화, 단편영화라는 구성물의 의미와 한계를 2000년대 이후 독립예술영화문화에 끼친 영향력과 관련해서 조명한다. 예술영화는 텍스트적 특징의 질문들로 환원될 수 없다고 보는 스티브 닐의 ‘제도로서의 예술영화’는 예술영화가 유럽에서 미국의 지배적인 영화산업에 대항하는 동시에, 각 국가의 영화산업과 영화문화를 배양하는데 어떤 역할을 했는가를 고찰한다. 닐은 할리우드와의 차별화 전략이자 대안으로서 제시된 예술영화담론에서 중요한 것은 미학적, 스타일적 특징들만이 아니라, 관련 국가에 특정한 고급 예술과 문화적 전통으로 눈을 돌리는것임을 주장하면서, 예술영화가 제작, 유통, 배급, 상영되는 ‘제도로서의 예술영화’를 체계적으로 분석할 것을 강조한다. 이러한 시각은 1980년대 후반 이후 외화 수입 자유화와 비디오테크들의 관객운동으로 예술영화 잠재 관객층이 형성되는가 하면, 대기업 참여와 장르 영화 부상 등으로 영화산업의 패러다임이 전환되고 정책적, 제도적 변화와 함께 현재 한국영화계의 시스템이 시작된 1990년대 한국영화의 역동성 속에서 탄생한 예술영화 붐을 이해하는데 유효한 접근방식이다.
본 연구는 한국 예술영화의 짧은 전성기에 탄생한 예술영화전용관으로, 오늘날예술영화지원정책의 근간이 되기도 한 동숭씨네마텍을 제도(정책)와의 협상이라는 관점에서 탐구한다. 구체적으로는 전용관 승인 조건과 관련된 상영프로그램들을 통해 한국영화사에서 ‘예술영화’와 ‘단편영화’라는 이념적 구성물을 재구성하고, 공공 시네마테크의 부재 속에 시네마테크의 기능을 대리보충하고자 했던 관객문화 운동의 의미를 분석한다.

영어초록

This paper reconstructs the idea of ‘art cinema (yesul yŏnghwa)’ in Korean film culture through a historical analysis of Dongsoong Cinematheque, the first art-cinema-dedicated theater (yesul yŏnghwa chŏnyonggwan) which opened in 1995. In so doing, it also examines the implications and limitations of art cinema and short film as institutional and cultural constructs in relation to their influence on the independent and arthouse film culture since the 2000s. Suggesting that art cinema is not reducible to questions of textual features, Steve Neale’s concept of the ‘art cinema as institution’ investigates the roles that art cinema has played in Europe in countering the dominant American film industry and in cultivating each of its national film industries and film cultures. What matters in the discourse of art cinema as a strategy of differentiation and an alternative to Hollywood, according to Neale, is not only its aesthetic and stylistic features but also the specificities of a particular national cinema, its cultural traditions, and its high art in each nation-state. He eventually calls for a systematic analysis of ‘art cinema as institution’ in which art films are produced, circulated, distributed, and screened. Neale’s concept is a valid approach to understanding the dynamics and layers of Korean cinema in the 1990s, when the paradigm shifts in the film industry, including the participation of conglomerates and the rise of genre cinema, initiated the current system of Korean cinema along with its policy and institutional changes. This paper explores Dongsoong Cinematheque, an art-cinema-dedicated theater which was born during the brief heyday of Korean art cinema and which formed the basis of today’s art cinema support policy, from the perspective of its negotiation with institutions and policies. In particular, it reconstructs the ideas of ‘art cinema’ and ‘short film (tanp’yŏn yŏnghwa)’ in Korean film history by revisiting the theater’s screening programs that are supposed to have been planned in response to the government’s approvals and disapprovals of the art-cinema-dedicated theater, and by investigating various cultural activities that sought to supplement the functions of cinematheques amid their absence in the public sphere.
