대한제국기 충주 영일 정씨가의 토지소유와 지주경영 (Landownership and Landowner Management of the Yeong il Jeongs of Chungju during the Korean Empire Period)

초록

이글은 『忠州郡量案』을 근거로 충주에서 세거한 정호 형제의 후손에 관한 토지소유와 지주경영을 분석한 것이다. 여기에서 분석 대상인 된 사람은 영일 정씨 가운데 20결 이상을 소유한 대지주로, 정해륜․정세원․정규원․정필원의 토지에 대해 분석하였다. 정해륜은 정호의 직계 孫으로 정세원의 父親이 된다. 정규원와 정필원은 정호의 막내 동생 정영의 후손이며, 6촌간 이다. 이들은 모두 관직에 진출한 관료지주들로서, 관직활동을 하면서 많은 토지를 집적하였다.
정씨가의 대지주들은 관직에 진출하여 관직이라는 권력을 통하여 남한강 줄기의 토지를 집적하고, 남한강 유통망을 이용하여 지주경영을 하였다. 이 지역은 남한강 유통망을 이용하여 서울로 쉽게 진출할 수 있어 지대를 상품화 하는 데에 매우 유리한 곳이다.
정씨가의 대지주들은 9～13개 面에 걸쳐 토지를 소유하고 있었다. 이들은 面 단위를 넘어 토지를 경영한 것이다. 여러 面에 분포되어 있던 토지는 대체로 2․3개의 面에 집중해 있었는데, 그 가운데 세거지인 금천면에 많은 토지가 있었다. 토지는 금천면을 비롯하여 충주읍에 해당하는 북변면과 남변면 그리고 가흥면․살미면․복성면 등에 있었다. 즉 많은 토지들이 남한강을 줄기에 위치해 있었는데, 농경에 유리한 지역과 지주경영에 편리한 곳에 위치해 있었다.
이들은 밭보다는 논을 더 많이 소유하고 있었으며, 소유한 토지의 비옥도는 비교적 높은 편이었다. 3등급 토지를 가장 많이 소유하고 있었는데, 3등급 비율이 모두 43% 이상이었으며 정해륜과 정필원은 50%를 넘는다.
이들은 대부분의 토지를 대여하는 병작지주들로 작인들이 100명 이상이 되었다. 이들을 분석해 보니, 25부 미만을 차경하는 작인이 가장 많았다. 이들은 차경지가 많지 않았는데, 소유지까지 적은 경우가 많았다. 반면, 1결 이상을 소유한 부농들도 있었는데, 이들 가운데에는 소유지가 1결 이상이면서 차경지도 1결 이상인 사람들이 많았다. 이들은로 상품화폐경제와 유통경제를 이용하여 상품작물을 재배를 위해 차경지의 확대를 추구한 경영형 부농들이다.
정씨가의 대지주들은 대체로 토지가 있는 작인들이 많았다. 작인들의 자소작 비율을 계산해 보니 모두 60%가 넘었다. 무전민을 제외한 작인들의 소유지를 분석한 결과, 충주군 전체 보다 빈농 비율은 낮고 부농 비율이 높았다. 정세원의 경우는 빈농 비율보다 부농이 더 높았는데, 빈농이 30.6%이고 부농이 31.2%였다. 당시 지주층들이 생산의 안전성을 위해 토지 소유가 있는 작인을 선호하였는데, 이러한 경향이 정씨가의 지주경영에서도 확인되고 있다.

영어초록

This paper aims to analyze the landownership and landowner management of descendants of Ho Jeong’s brothers residing in Chungju, based on the land survey records of Chungju (忠州郡量案). As research subjects, this study selected 4 great landowners possessing over 20 gyeols out of all the Jeongs of Yeongil, Hae-ryoon Jeong, Se-won Jeong, Gyu-won Jeong and Pil-won Jeong. As a direct descendant of Ho Jeong, Hae-ryoon Jeong was Se-won Jeong’s father, and Gyu-won Jeong and Pil-won Jeong were descendants of Ho Jeong’s youngest brother, Yeong Jeong. so they were second cousins to each other. As bureaucratic landowners having entered in government service, all of them accumulated lots of land while being in governmental positions.
Such great landowners from the Jeongs accumulated lots of land along the southern course of Han River by using their authorities as governmental officials and carried out landowner management by using the distribution network along the southern course of Han River. Especially, this area was quite advantageous to commercialize the land because it was easy to access to Seoul by using the distribution network along the southern course of Han River.
Those great landowners from the Jeongs possessed land all over 9 to 13 myeons (an administrative district), which shows that they managed land beyond the unit of myeon (面). Their land was concentrated in 2 to 3 myeons, out of which Geumcheon Myeon had most of their land as the clan village of the Jeongs. In addition to Geumcheon Myeon, their land was dotted in Bukbyeon Myeon including Chungju Eup (town), Nambyeon Myeon, Gaheung Myeon, Salmi Myeon and Boskeong Myeon and so on. That is, most of their land was located along the souther course of Han River, which was advantageous for farming and convenient for landowner management.
They possessed more paddy fields than dry fields, and the fertility of their land was relatively high. Over 43% of their land belonged to the third land class, and over 50% of Hae-ryoon Jeong and Pil-won Jeong’s land was in the third land class.
Most of them were byeonjak (sharecropping on a fifty-fifty basis) landowners, and the number of sharecroppers was more than 100. As a result of analyzing them, it was found that the majority of sharecroppers borrowed below 25 boos (100 boos were 1 gyeol), and in many cases, they even included their own land when registering the sharecropping land. Some of them were rich farmers possessing over 1 gyeol, out of whom many possessed their own land over 1 gyeol and sharecropping land over 1 gyeol as well. They were all management-type rich farmers who pursued the expansion of sharecropping land to cultivate more commercialized crops through the commodity money economy and distribution economy in those days.
Interestingly, out of all the tenants borrowing land from those great landowners of the Jeongs, many possessed their own land. As a result of calculating the rate of their own farming, it was found to be over 60%. Besides, as a result of analyzing all the land possessed by the tenants, except those who did not possess private land, this study found out that the rate of poor farmers was lower than that of Chungju-gun, and the rate of rich farmers was higher than that of Chungju-gun on the average. In the case of Se-won Jeong, the rate of rich farmers was higher than that of poor farmers, 31.2% to 30.6%. In those days, the class of landowners preferred tenants who possessed their own land to secure the productivity of land, and such a tendency was also found in the entire landowner management of the Jeongs.
