아베담화의 역사인식과 공동 역사교과서 (Statement by Prime Minister Shinzo Abe on historical awareness and joint history textbook)

초록

2015년 8월 14일 내각총리대신 아베신조(安倍晋三)는 전후70년담화(戦後70年談話)에서 일본의 ‘적극적평화주의(積極的平和主義)’를 주장했는데 일본의 식민지 지배와 침략 행위를 구체적으로 명확하게 언급하지 않으면서 모두 일반론으로 언급했을 따름이었다. 또한 아베는 다음 세대가 사죄를 계속하는 숙명을 짊어지지 말아야 한다며 ‘사죄 외교’의 중단을 표명했다. 무엇보다도 아베는 한국 침략전쟁인 러일전쟁을 아시아와 아프리카에 용기를 준 전쟁이었다고 미화했다. 이러한 아베총리의 집권시절 일본은 초중고 학습지도 요령과 해설을 개악하여 독도가 일본 영토라는 영토교육을 완성했다. 그 결과 일본의 초중고 학생들은 이웃국가에 대한 이해보다는 한국이 불법국가라는 이미지를 형성하는 교육을 배우게 되었다. 이것은 한일 양국의 미래지향적인 새로운 관계에 역행하는 결과를 초래할 것이다.
21세기 한중일러 4국은 댜오이댜오, 대만, 남쿠릴, 교과서 등의 영토와 역사가 복합되어 외교적 군사적으로 대립하고 있다. 역사문제는 문제 해결 보다는 국민 감정의 악화를 동반하고 있다. 한국은 민족분단 상태이므로 주변 정세를 안정되게 관리하는 일이 필수적이다. 한국은 평화적인 역사문제의 관리를 통해서 더 높은 국제적 지위와 영향력을 유지할 수 있으며 동북아의 평화를 유지시킬 수 있다. 따라서 한국은 한일, 한중, 한미, 한러 공동역사위원회를 만들어서 한국을 둘러싼 긴장을 완화하고 미래세대의 평화를 조성하기 위한 역사화해를 적극적으로 실행할 필요가 있다.
향후 한국과 일본은 공동 역사교과서 권고안을 준비해야 하는데 그 중 역사교육의 단계를 고려하면 고등학교 역사교과서에 대한 근현대 대외관계사에 초점을 맞춘 권고안 마련에 집중해야 한다. 그것은 다양한 분야의 논의도 중요하지만 현실적이자 미래적인 측면에서 가장 필요한 시기와 분야에 초점을 맞추자는 것이다. 여기에는 독일과 프랑스, 독일과 폴란드의 역사교과서가 모범적인 사례가 될 수 있다. 특히 민족문제에 대해서 독일과 폴란드의 권고안이 중요하다. 또한 연구논문 중심의 공동연구는 성과의 전파에 한계를 갖고 있는데 순회강연과 역사교사 연수 등의 방안을 연결시키는 지혜가 필요하다.

영어초록

On August 14, 2015, Prime Minister Shinzo Abe argued for Japan's 'active pacifism' in his 70 Years of Post-War Address, in response to Japan's colonial rule and acts of aggression. It was all just mentioned in general terms without specifically mentioning it clearly. In addition, Abe expressed an end to ‘apology diplomacy’, saying that the next generation should not bear the fate of continuing to apologize. Above all, Abe glorified the Russo-Japanese War, the war of aggression against Korea, as a war that gave courage to Asia and Africa. During Prime Minister Abe's reign, Japan modified elementary, middle, and high school study guidance guidelines and explanations to complete territorial education that Dokdo is Japanese territory. As a result, Japanese elementary, middle, and high school students learned education that formed the image of Korea as an illegal country rather than understanding neighboring countries. This will lead to results that run counter to the new future-oriented relationship between Korea and Japan.
In the 21st century, the four countries of Korea, China, Japan, and Russia are in diplomatic and military conflict due to the complex territories and histories of Diao(钓鱼岛, せんかく), Taiwan, Southern Kuril, and textbooks. Historical issues are accompanied by a worsening of public sentiment rather than a solution to the problem. Since Korea is in a state of ethnic division, it is essential to manage the surrounding situation stably. Through peaceful management of historical issues, Korea can maintain a higher international status and influence and maintain peace in Northeast Asia. Therefore, Korea needs to create a joint historical committee between Korea-Japan, Korea-China, Korea-US, and Korea-Russia to actively implement historical reconciliation to alleviate tensions surrounding Korea and create peace for future generations.
In the future, Korea and Japan should prepare joint history textbook recommendations, and considering the stage of history education, they should focus on preparing recommendations that focus on the history of modern and contemporary external relations for high school history textbooks. This means that although discussions in various fields are important, we should focus on the times and areas that are most needed from a realistic and future perspective. Here, history textbooks from Germany, France, Germany, and Poland can serve as exemplary examples. In particular, the recommendations of Germany and Poland on national issues are important. In addition, joint research centered on research papers has limitations in disseminating results, and wisdom is needed to link measures such as lecture tours and history teacher training.
