북한의 식생활 전통 인식과 보호정책 (The Evaluation and Protection Policy for North Korea's Dietary Culture)

초록

이 연구는 남북의 식생활 문화 전통 인식과 보호 정책을 비교하여 통일 과정에서 발생할 수 있는 충돌을 예측하고 통합의 방향을 제시하는 데 목적이 있다. 남북의 식생활 문화는 반만년의 역사 속에서 형성된 감출 수 없는 공통의 문화 자산으로 인식되었다.
북한에서도 민족문화의 전통을 보존하려는 노력은 이어졌다. 김정은 체제가 시작된 2012년 이후 비물질유산을 발굴하였는데, 비물질유산 중에서 식생활 문화가 다수 포함되어 있다. 북한이 국가비물질문화유산으로 지정한 음식문화는 크게 네 가지이다. 첫째, 전국적인 분포를 가진 일상음식이다. 둘째, 명절과 관련한 절기음식이다. 셋째, 전통주 유산이다. 넷째, 지역 음식이다. 북한은 식생활 문화를 발굴하기 위해 각종 요리경연대회를 개최하여 식생활 문화 진흥을 꾀하고 있다.
남과 북에서 진행하고 있는 전통식생활 문화유산에 대한 가치 평가와 산업화 정책은 상당히 비슷한 점이 있다. 남북의 식생활 문화에 대한 긍정적인 평가, 적극적인 발굴과 국가 차원의 보호는 정책적인 유사점이 있다.
그러나 남북이 계승하고 보존하고자 하는 구체적인 대상에서는 차이가 있다. 전통문화 발굴의 목적과 지향, 가치 평가 기준에서는 체제의 차이가 반영되었기 때문이다. 이러한 차이는 생활문화의 충돌을 예견케 한다. 남북 교류 과정에서 식생활문화를 비롯한 생활 문화에 대한 적극적인 정보 교류, 공동조사, 학술교류와 소통을 위한 인적·물적 인프라 구축이 필요하다.

영어초록

The purpose of this study is to predict conflicts that may occur in the unification process and propose directions for integration by comparing perceptions of the dietary culture tradition and the two Koreas' respective protection policies. The dietary culture of the two Koreas has been recognized as an indescribable common cultural asset formed over the course of a half million years of history.
Efforts to preserve the tradition of national culture are ongoing in North Korea. Since 2012, which marked the beginning of the Kim Jong-un regime, non-material heritage has been discovered, much of which includes dietary culture. North Korea has designated four main food cultures as national non-material cultural heritage: daily foods that are distributed nationwide, seasonal foods related to holidays, traditional liquor, and local foods. North Korea's attempts to promote dietary culture include holding cooking contests so that participants and spectators can discover the various elements of dietary culture.
Policies for evaluating traditional dietary cultural heritage in the South and the North and industrialization policy are quite similar. Specifically, policy similarities exist in terms of positive evaluation of the dietary culture of the two Koreas, active discovery, and protection at the national level.
However, there are differences regarding the specific objects that the two Koreas want to inherit and preserve. This is because differences in the respective systems are reflected in the purpose and orientation of and the evaluation criteria applied to traditional culture. These differences predict conflicts regarding living culture. In the process of inter-Korean exchange, it is necessary to establish human and material infrastructure to facilitate active information exchange, joint investigation, academic exchange, and communication regarding living culture, including dietary culture.
