대한제국기 임실군수 박시순의 관직일기와 고문서에 대한 고찰 (A Study on the Official Diary and Documents of Park Si-Soon, County Magistrate of Imsil during the Korean Empire Era)

초록

본 논문은 대한제국기 관료 박시순이 임실군수로 재직했던 시기 가운데 1895년부터 1897년 사이에 기록한 관직일기와 관련 고문서에 대하여 살펴본 연구이다.
박시순은 고위 관직을 역임하며 그의 관직 수행과 관련된 내용을 일기로 기록하였다. 그중 임실군수 시기의 자료는 7종 22책으로 일기 중 가장 많은 분량을 차지하고 있으며, 관련된 고문서가 함께 남아있는 특수한사례이기도 하다. 또한 일기에는 박시순이 군수로서 직무를 수행하면서 업무 전반과 일부 문서 내용을 선별해 놓아 당시 임실군의 상황을 상세하게 파악하는 데 도움이 되는 중요한 자료이다.
일기와 고문서 자료를 통해서는 많은 변화가 일어났던 시대적 배경 속 임실군의 혼란이 여실히 드러나고 있었다. 특히 동학농민군의 약탈은 세금 징수가 원활하지 못한 요인으로 계속 보고되었는데, 이를 통해 동학농민운동의 여파가 임실군의 세금 문제에 큰 원인으로 작용했음을 확인할 수 있다. 더불어 갑오개혁 이후새로 성립된 제도가 임실군민에게 쉽사리 수용되지 못한 상황 등을 통해 신식 제도가 지방 사회에서 많은혼란을 빚었던 모습을 살펴볼 수 있었다.
마지막으로 임실군과 관련된 고문서 자료와 박시순의 일기 자료를 비교 검토함으로써 고문서가 일기에어떤 식으로 수록되었는지를 파악할 수 있었다. 사적인 교류에 해당하는 경우는 보낸 사람의 이름과 문서명만 기록하였으며, 군정과 관련된 경우 원문서의 내용은 수정ㆍ요약해서 기재하였으며 제사(題辭)는 특별한가감 없이 그대로 기재하였음을 파악할 수 있었다.
이상과 같이 임실군 관련 고문서와 박시순의 일기 자료를 통해 많은 혼란과 급격한 변화를 동시에 겪으며발생한 지방 사회의 어려움과 행정상 혼란 등 당시 사회적 일면을 함께 살펴볼 수 있었다. 더 나아가 기존연구와 달리 고문서를 중심으로 일기 자료를 함께 활용함으로써 상호보완적 연구가 가능하였고, 박시순이고문서를 일기에 기록한 방식을 검토하여 그 특징을 정리할 수 있었다는 의의가 있다

영어초록

This paper is a study that examines the official diary and related ancient documents recorded between 1895 and 1897 by Park Si-soon, a bureaucrat during the Korean Empire, when he served as the governor of Imsil-gun.
Park Si-soon served as a high-ranking government official and kept a diary of information related to the performance of his official duties. Among them, the data from the period of the Imsil-gun period are 7 types and 22 volumes, making up th e largest portion of th e diaries, and it is also a special case in th at related ancient documents remain togeth er. In addition, th e diary contains selected information about Park Si-soon’s overall work and some documents while performing his duties as the county governor, making it an important material that helps to understand the situation of Imsil-gun at the time in detail.
Through diaries and ancient documents, th e confusion of Imsil-gun was clearly revealed in th e context of a time when many changes occurred. In particular, the plunder by the Donghak Peasant Army was continuously reported as a factor in the difficulty of tax collection, which confirms that the aftermath of the Donghak Peasant Movement was a major cause of tax problems in Imsil-gun. In addition, we were able to see how the new system caused a lot of confusion in local society through the situation in which the newly established system after the Gabo Reform was not easily accepted by the people of Imsil-gun.
Lastly, by comparing and reviewing the ancient documents related to Imsil-gun and Park Si-soon’s diary, it was possible to understand how the ancient documents were included in the diary. In the case of private exchanges, only the sender’s name and the name of the document were recorded, and in cases related to county administration, the content of the original document was revised and summarized, and the title was recorded as is without any special additions or subtractions.
As mentioned above, through the ancient documents related to Imsil-gun and Park Si-soon’s diary, it was possible to examine aspects of the society at the time, such as the difficulties and administrative confusion in local society that occurred while experiencing a lot of confusion and rapid change at the same time. Furthermore, unlike previous studies, it was possible to conduct complementary research by using diary materials centered on old documents, and it was meaningful that Park Si-soon was able to review the way she recorded ancient documents in his diaries and summarize their characteristics.
