「集安高句麗碑」의 建立 목적과 守墓制 (The Purpose of Erecting Koguryo Tablet at Jian and System for Tending Royal Tomb)

초록

본고에서는 『집안고구려비』(이하 집안비)가 광개토왕대에 각 왕릉의 수묘인 관련 내역을 銘記하여 세운 石碑 가운데 하나라는 입장에 따르는 가운데 수묘제의 성격과 운영 방식을 검토해보았다. 고구려의 수묘제는 종이나 木簡 등의 문서를 통해 수묘인을 파악·관리하는 방식을 기본으로 하여 운영되었을 것이다. 또한 고구려는 국내성 지역으로 遷徙시킨 수묘인들을 대상으로 정기적인 호구현황을 파악하고, 이를 기본으로 하여 課戶를 편성하였다. 집안비의 ‘연호두’는 바로 이러한 課戶의 대표자를 의미하는 것이었다고 생각된다.
집안비에 보이는 20인의 ‘연호두’는 각 호의 구성원 현황을 官員에게 신고하는 역할을 수행했는데, 이들이 家戶 구성원의 避役 혹은 매매 사실을 숨길 목적으로 호구현황을 허위로 보고하면서 ‘差錯’, 즉 국가가 파악한 호구현황과 실제 사이의 차이가 발생했다. 이는 장기적으로 수묘제 운영에 심각한 문제를 야기하는 폐단이었을 것이다. 이에 고구려는 ‘差錯’과 ‘매매’ 현상을 방지하기 위해 ‘연호두’를 1차 감시 대상으로 설정했던 것이며, 이것이 곧 ‘연호두’의 인명이 기록된 이유라고 보았다.
한편 집안비에 새겨진 ‘연호두’의 인명이나 능비에 <출신지역명+國烟·看烟의 烟戶數>형태로 새겨진 기록들은 立碑 당시의 현황을 보여줄 뿐이며, 후대에 발생할 다양한 변수들을 감안할 때 실효성 있는 관리대장으로 기능했다고 보기는 어렵다. 중앙 정부의 입장에서 ‘차착’과 ‘매매’ 문제에 대응하기 위한 가장 근본적인 조처는 철저한 문서행정과 관리·감독의 강화였을 것이다. 그 과정에서 석비에 銘記된 내용을 관리대장으로 한 장기적인 운영 방식은 상정하기 어렵다. 석비의 용도는 향후에도 국가가 수묘인의 관리·감독에 지속적으로 관심을 갖는 가운데, 위반자에 대해서는 엄중하게 처벌할 것임을 현장에 천명하기 위한 용도로 봐야할 것이다. 즉 광개토왕대에 비롯된 ‘墓上立碑’ 조치는 원활한 문서행정을 위한 ‘부가’ 조치에 불과했던 것이다.

영어초록

Based on the view that “Koguryo Tablet at Jian”(hereinafter referred to as Tablet at Jian) is one of the steles erected during the Gwanggaeto period by specifying the details of each guardian of royal tomb(守墓人), this paper examines the characteristics and operation of system for tending royal tomb. The basic form of this system of Koguryo is to identify and manage the guardian of royal tomb through documents such as paper or wooden tablets, but it is difficult to judge that the operation was conducted with the stele as a management register. Koguryo grasped the status of the number of households on a regular basis through the guardians who was moved to Gungnaeseong(國內城) provinces, and organized Gwaho(課戶) based on this. “Yeonhodu(烟戶頭)” mentioned in the Tablet at Jian means the representative of Gwaho.
Twenty Yeonhodu’s role shown on Tablet at Jian was to report the status of members of each household to the officials. However, as they falsely reported it to conceal the evasion or trading of forced labor, there was “Chachak(差錯)”, which means difference between the status of the household members and the actual situation. It is presumed that this was a negative effect which causes serious problems in the operation of system in the long term. In this regard, Koguryo set Yeonhodu as the primary surveillance target to prevent “Chachak” and “trading”, and this was the reason why the name of Yeonhodu was recorded in the tablet.
However, the records of Yeonhodu's name on the Tablet at Jian and records written in the form of <region of origin + the number of Yeonho(烟戶數) of Gukyeon(國烟)·Ganyeon(看烟)> on the tombstone only show the situation when it was erected. It is difficult to consider that it functioned as an effective management register. This article considers that the most fundamental measures of the central government to cope with the problems of “Chachak” and “trading” were thorough document administration and strengthening of management and supervision. The purpose of the stele was to clarify that the state will continue to pay attention to the management and supervision of the guardians of royal tomb, and that violators will be severely punished. In other words, stele was just an “additional” measure for stable document administration.
