노후주택단지개조 과정 속 주민참여를 위한 서비스디자인 모형 제시 연구 -중국 정저우시(郑州市) 중심으로- (A study on the presentation of service design models for resident participation in the process of remodeling old houses -Central to Zhengzhou City in China)

초록

중국은 현재 도시화가 빠르게 진행되면서 중국 중앙정부와 지방정부가 잇따라 노후주택단지개조를 위한 정책을발표하고 있다. 정부의 노후주택단지개조 정책은 주민들이 행복하게 잘 살 수 있도록 하기 위한 도시화 관리 핵심과제 중 하나가 되었다. 이러한 배경을 바탕으로 본 연구는 향후 노후주택단지개조 사업의 발전 촉진과 올바른 정책으로 실현시키기 위해 주민 참여를 위한 노후주택단지개조 과정을 공동건설과 협동관리 하고 그 후 실적·평가·성과 등의 결과를 공유하는 것을 목적으로 하였다. 연구 방법은 먼저 2020년 10월부터 2021년 4월까지 중국 정저우시에서 시범사업으로 지정한 3곳의 현지 조사연구결과를 바탕으로 노후주택단지개조에 대한 주민들의 참여의지, 참여능력, 참여경로, 참여수준 등의 참여현황을 조사하였다. 그 후 문제점 분석을 위해 서비스디자인 방법론을 적용하여 중국 정저우시 실제 주민들의 참여현황을 파악하였다. 특히 정저우시의 대표적인 노후주택에 대한 현장조사를 통해 주민참여 방법을 ①사업준비, ②조직실행, ③기초강화 총 3단계로 나누어 주민참여 이론에 근거하여 현재 주민참여 수준까지 분석하였다. 분석 결과 현재까지는 주민참여의 수준이 현저히 낮기 때문에 반드시 향상되어야 하며 주민참여 경로와 방법에 변화가 필요하다고 판단되었다. 본 연구는 이와 같은 문제점을 개선하기 위해 ‘더블 다이아몬드 프로세스’ 이론과 중국의 정책적 요구사항을 결합한 것으로, 최종적으로 노후주택단지개조 과정에서주민참여를 위한 서비스디자인 모델을 제시하였다. 노후주택은 중국의 새로운 도시화 과정에서 중요한 구성적 부분으로 시간이 흐를수록 도시는 끊임없이 생겨나기 때문에 주민들이 노후주택단지개조 과정에 참여함으로써 전면적인 개조 작업 효과를 높일 수 있고, 이를 통해 주민들의 참여도, 성취감을 높이는 데에 도움이 될 것이다. 향후연구를 통해 모델에 대한 끊임없는 개선과 보완을 진행하여 체계적인 서비스디자인 폐쇄루프를 형성하고 사회적관리비용을 절감하여 노후주택 주민들의 삶의 만족도를 높여줌으로써 진정한 민생 개선에 나설 수 있기를 기대한다. 또한 이 같은 연구결과는 이해관계자 간의 대등한 대화경로를 구축하여 주민협동 참여능력을 강화하고 지속가능한 관리체계를 구축하여 주민참여의 선행적, 이론적 의의가 있음을 제시하고 있다.

영어초록

In China, with rapid urbanization, the central and local governments are announcing policies to renovate old housing complexes one after another. The government's policy to renovate old housing complexes has become one of the core tasks of urbanization management to ensure that residents can live happily ever after. Based on this background, this study conducted joint construction and cooperative management of the aging housing complex renovation process for the participation of residents in order to promote the development of the aging housing complex renovation project in the future and realize it as a correct policy. intended to be shared. The research method was first based on the results of field research at three sites designated as pilot projects by Zhengzhou City, China from October 2020 to April 2021, residents' willingness to participate in the remodeling of old housing complexes, participation ability, participation path, and participation. The status of participation such as level was investigated. After that, for problem analysis, the service design methodology was applied to identify the actual participation status of residents in Zhengzhou, China. In particular, through a field survey on the representative old houses in Zhengzhou, the resident participation method was divided into three stages: ①Project preparation, ②Organizational execution, and ③Basic strengthening, and analyzed up to the current level of resident participation based on the resident participation theory. As a result of the analysis, it was determined that the level of resident participation has been significantly low so far, so it must be improved and changes in the resident participation path and method are necessary. This study combines the theory of the ‘double diamond process’ and the policy requirements of China to improve these problems, and finally presents a service design model for resident participation in the remodeling process of old housing complexes. Aged housing is an important constituent part of China's new urbanization process, and since cities are constantly created as time goes by, residents can participate in the process of remodeling old housing complexes, thereby enhancing the effect of the overall renovation work, and through this, residents' participation is also increased, which will help increase a sense of achievement. Through future research, it is expected that continuous improvement and supplementation of the model will be carried out to form a systematic service design closed loop, reduce social management costs, and increase the life satisfaction of the residents of old houses, thereby improving people's livelihood. In addition, the results of this study suggest that there is a precedent and theoretical significance of resident participation by establishing an equal dialogue path between stakeholders, strengthening the ability to participate in resident cooperation, and establishing a sustainable management system.
