역사 속의 환경과 경제 : 그 당연하지만, 불편한 관계 (Environment and Economy in History : Their Natural and Uncomfortable Relationship)

초록

경제와 환경의 관계가 따로 거론하는 것이 불필요할 정도로 떼려야 뗄 수 없는 관계임에도, 시간적 흐름 속에서 물질 세계와 인간의 상호작용을 연구하는 공통분모를 가지고 있는 경제사와 환경사의 관계는 그리 친밀하지 않다. 환경사는 “과거에 인간과 환경 간의 상호작용”을 역사학의 전통적인 문헌 연구 방법만이 아니라 다양한 환경 관련 과학(기후학, 생물학, 식물학, 해양학, 등등)의 방법을 동원하고 그 결과를 적극 활용하여 이해하고자 한다. 반면에 경제사는 지금까지 과거의 경제 현상을 탐색하여 시간순으로 서술하는 과정에서 ‘부존자원’의 경제적 역할을 중요 요소 중 하나로 다루었지만, 생태･환경적인 측면에서 접근하지 않았다. 경제사는 언제나 자연 환경을 경제의 ‘외부효과’의 하나로 두었으며, 한 사회의 경제 현상의 발현을 토지, 노동, 자본 등의 시장적 요소와 사회 구성원의 제도적･문화적 동기 같은 ‘내재적 요소들’의 결과로 보고자 했다.
이런 관계가 발생한 원인은 크게 두 가지로 말할 수 있는데, 그것은 바로 관점과 분석 단위상의 차이이다. 경제사는 역사를 경제적 ‘성장’과 ‘발전’의 과정으로 보고자 하지만, 환경사는 인류 발생 이후 그 전체 역사를 인간과 환경의 상호작용 속에서 일어나는 ‘쇠퇴의 과정으로 보는 경향’이 있다. 그리고 분석 단위 면에서 경제사는 오늘날의 국민 국가 단위를 과거로 치환해서 보는 습성이 있는 반면, 환경사는 환경 현상 자체가 인위적인 국가나 영역 단위를 넘어서 나타나기에 국민 국가 단위를 넘어서 보고자 하는 경향을 가진다. 특히 경제사는 이런 분석 단위에 입각하기에 자연 환경을 외부효과로 둘 수밖에 없는 것이다. 아울러 최근 두 학문 분야 모두에서 보이는 ‘문화적 전환’의 경향성은 물리적 데이터에 근거한 실증 연구를 중시하면서도 역사학의 하위 분야임을 분명히 하기 위해서는 꼭 필요한 것이다. 그렇지만 이런 문화 개념 활용의 해석 결과가 자기 우월성의 단언이나 극우 보수주의의 이론적 기초 제공으로 나타나기도 한다. 이를 통해 물리적 데이터의 해석을 위해 ‘문화’ 개념을 활용할 때, “해석적 다원주의”가 꼭 필요함을 확인할 수 있다.

영어초록

The relationship between economic and environmental histories, which have a common denominator of studying the material world and human interaction over time, is not so close, even if they are inseparable. Environmental history seeks to understand the “interaction between humans and the environment in the past” by mobilizing not only traditional literature research methods of history but also various environmental-related sciences. In contrast, economic history has so far dealt with the economic role of “factor endowments” as a important factor in the process of describing past economic phenomena in chronological order, but has not approached them in terms of ecology and environment. Economic history has always positioned the natural environment as an “externality” of the economy, and has seen the emergence of economic phenomena as a result of “internal factors”, such as market factors and institutional and cultural motivations of social members.
There are two main reasons for this relationship: Their perspectives and analysis units. (1) Economic history have seen history as the processes of economic ‘growths’ and ‘developments’, but environmental history has the “declensionism” in that it has described the human history as a process of steady declesion in the interaction between humans and the environment. (2) In terms of analysis units, economic history tends to transpose today's nation-state into the past, while environmental history tends to look beyond it because the environmental phenomena have appeared beyond the artificial national or regional borders. In particular, economic history could not only position the natural environment as an externality, in so far as it is based on this analysis unit. On the other hand, the recent trend of ‘cultural turn’ in both is essential to make it clear that they are the subfields of history while emphasizing empirical researches based on the physical data. However, the results of the interpretation by this use of ‘culture’ concept may appear as the assertion of self-superiority or the provision of a theoretical basis for the extreme right conservatism. Thus, it can be confirmed that “interpretive pluralism” is required when using ‘culture’ concept for the interpretation and analysis of physical data.
