섬주민기본소득제 도입을 위한 탐색적 연구 －전라남도를 사례로－ (An exploratory study on the introduction of basic income guarantee for island residents －A case study of Jeollanam-do province－)

초록

본 연구는 오늘날 섬지역의 현실에서 섬주민기본소득제의 필요성을 제시하고 그 실행방안을 탐색적으로 고찰하였다. 이를 위해 연구의 범위를 전국 섬의 65%를 보유하고 있는 전라남도로 제한하여 섬주민을 대상으로 기본소득의 가능성을 살펴보았다.
섬주민기본소득제는 섬에 거주하는 주민들을 대상으로 인구소멸과 소득감소, 삶의 질 저하 등 복합적 문제에 보다 적극적으로 대응하기 위한 목적에서 출발하였다. 오늘날 섬지역은 공간적 제약 및 급격한 인구고령화에 따른 지역 재생산성 등의 문제로 인하여 지속가능성을 담보하기 어렵고, 인구 유입 촉진 및 섬 거주에 대한 공익적 가치의 지속 측면에서 일정 수준의 소득보장책인 섬주민기본수당제는 필요하다.
섬주민기본소득제는 시행의 우선순위가 높은 지역을 1차 정책대상으로 설정하고, 이에 대한 성과평가 후 점증적으로 대상지역을 확대하는 형태로 운영하는 것이 적절하다. 정책대상은 연륙교 등의 내륙과의 접근성이 개선된 섬을 제외한 220개의 유인도로 총 46,805명으로 설정하였다. 인구소멸지수가 낮은 지역을 1단계로 시작으로 하여 3단계에는 모든 시․군의 섬지역으로 확대하는 방법을 설계하여 섬주민 개인당 월 10만원(지역화폐)을 지급하는 방식으로 설계하였다. 이러한 방식으로 1단계 3개 군의 17,936명의 주민이 대상이 되어 연 215.2억원이 소요되고, 2단계 7개 군의 39,166명의 주민이 대상이 되어 연 469.9억원, 3단계 10개 시․군의 46,805명의 주민이 대상이 되어 연 511.6억원이 소요된다. 모든 섬 주민이 대상이 되는 3단계의 예산은 2021년 전남 총 예산액의 0.6% 수준으로 재정적 부담이 크지 않은 것으로 판단된다. 섬주민기본소득제의 도입을 통해 커먼스(commons)의 재발견, 지속가능한 경제와 자급모델의 개발, 지속가능성을 확보하기 위한 정책조합 탐색 등의 과업들로 확산될 수 있기를 기대해 본다.

영어초록

This study suggested the necessity of the basic income system for the people residing in islands under the current situation and explored the implementation plan. To achieve these objectives, this study limited the spatial scope to Jeollanam-do, which accounted for 65% of South Korea's islands, and evaluated the possibility of social experimentation for the islanders in Jeollanam-do.
The basic income system for the people residing in islands was initiated to more actively respond to complex issues such as demographic extinction, income decrease, and uninhabited islands for the residents of islands. It is difficult to guarantee the sustainability of island regions due to problems such as spatial restrictions and regional reproductive ability due to rapid population aging. In terms of facilitating population inflow and continuing the public value of island residents, the basic income system for the people residing in islands, which secures a certain level of income, is necessary.
It is appropriate to establish the area with high priority for implementation as the primary policy target for the basic income system for the people residing in islands and expand the implementation gradually after evaluating the performance in the primary policy target area. This study targeted 46,805 subjects living in 220 inhabited islands after excluding islands with improved accessibility to inland due to bridges and other means. This study designed to start to implement the system in areas with a low demographic extinction index (stage 1) and cover all islands in the region (stage 3) and planned to pay KRW 100,000 per person. According to this plan, stage 1 targets 17,936 residents of three counties and costs KRW 21.52 billion per year, stage 2 targets 39,166 residents of seven counties with a budget of KRW 46.99 billion per year, and stage 3 covers 46,805 people of ten cities and counties and requires KRW 51.16 billion per year. The budget for stage 3, which would cover all islanders, accounted for 0.6% of Jeollanam-do's annual budget for 2021. Therefore, the financial burden would not be large. It is hoped that the introduction of the basic income system for the people residing in islands can be expanded to other tasks such as the rediscovery of the commons, the development of a sustainable economy and self-sufficiency model, and the exploration for the policy mix to secure sustainability.
