우리나라 도서개발정책의 성찰과 지속가능한 섬만들기 전략 (The reflection on the Islands Development Policies and Alternatives for Sustainable Islands Making)

초록

우리나라는 삼면이 바다로 둘러싸인 반도국가로 약 3천여 개의 크고 작은 도서들이 산재해 있다. 도서는 환해성, 격절성, 협소성을 갖는 한계지역(marginal area)이지만 생태, 문화, 해양의 자원 측면에서 높은 잠재력이 있다. 우리나라는 1986년에 도서개발촉진법을 제정한 이후 다양한 도서개발 사업을 추진해 왔다. 최근 국토계획에도 ‘매력적인 국토개발’ 측면에서 바다와 섬을 주목을 하고 있다. 국제적으로는 유엔해양법협약이 제정된 후 영해와 배타적경제수역에 대한 관심이 높아지면서 섬을 주목하고 있다. 특히 한․일, 중․일 간의 독도와 센카큐 열도 영토분쟁으로 국가는 물론 시민들도 섬에 대한 관심이 높아지고 있다. 무엇보다 해양관광, 해양산업, 미래식량자원, 생물종다양성 등 다양한 요인에 의해서 바다와 섬과 갯벌에 대한 관심도 크게 향상되었다. 도서와 해양에 대한 인식변화로 인해 우리나라에서도 도서종합계획, 특정도서, 국토끝섬, 가고 싶은 섬, 명품섬, 에너지 자립섬 등 다양한 섬개발을 위한 도서정책을 추진하고 있다.
이러한 도서정책에도 불구하고 도서지역의 현실은 녹록치 않다. 우선 섬사람들이 떠나고 있다. 자식을 '섬놈'으로 키우고 싶지 않은 것이다. 그 동안 섬사람으로 살아오면서 느낀 국가나 사회로부터 받아온 소외의 결과이다. 반면에 섬과 어촌 그리고 독특한 문화를 찾아 섬여행을 하는 관광객은 늘어가고 있다.
국가는 도서종합개발계획을 수립해 각종 도서개발을 추진해 왔지만 ‘섬사람이 없는 섬정책’인 경우가 많았다. 섬의 정체성(islands community)을 훼손하는 개발계획은 육지의 관광지 개발계획과 다를 바 없어, 경쟁력을 갖기 어렵다. 지역에 기반하고, 주민들의 삶의 질을 높일 수 있는 정책은 ‘지속가능한 섬만들기’를 위한 전제조건이다. 지역주민의 삶의 지속성, 경제적 지속성, 생태적 지속성 등 커뮤니티의 지속성을 중요하게 검토하는 것도 이 때문이다. 이를 위해서 몇 가지 제안을 하고자 한다.
첫째, 도서의 육지 접근성개선은 어민들에게 절박하다. 위급한 상황에서 오고 가지 못한 경험을 해 본 어민들에게 다리를 건설하는 것은 주민숙원사업이었다. 하지만 다리를 놓는 것은 또 다른 문제를 낳고 있다. 급격한 섬성(islands community)의 붕괴를 가져오고 있기 때문이다. 다리가 놓이면서 섬의 역사와 문화, 바다와 섬의 독특한 생태계 스펙트럼이 급속히 무너졌다. 최근에는 해상택시, 연안크루즈,호버크래프트 등 다양한 대체교통수단이 마련되고 있다. 실제로 섬관광의 측면에서 본다면 육지와 섬을 연결하는 종적 항로보다는 섬과 섬을 연결하는 횡적 항로를 마련하는 것이 더 필요하다. 또 섬 주민들에게 지원해주는 여객선 운임을 관광객이나 외지인들에게도 확대해야 한다.
둘째, 주민들의 삶의 질 향상을 우선하는 섬개발정책이 수립되어야 한다. 과거 섬사람들이 섬을 떠나는 가장 큰 이유는 자식교육이었다. 최근에는 문화․복지 욕구가 더 큰 원인이다. 여객선이나 뱃길을 육지의 버스나 도로처럼 SOC차원에서 접근을 해야 한다. 뿐만 아니라 도서지역의 특성을 고려한 정책지원이 필요하다.
셋째, 국토종합계획처럼 국가계획 수준에서 도서종합계획을 수립해야 한다.
도서지역은 도서개발촉진법에 근거해 개발정책들이 수립되고 있다. 그 동안 하드웨어 중심의 개발들이 이루어졌다. 이 법은 정책의 우선순위와 효율성 측면에서 열악한 도서지역을 지원하고 개발하는 근거였다. 최근 국내는 물론 국제적으로 어느 때보다 해양과 해양자원의 중요성이 강조되고 있다. 하지만 우리나라는 국토계획에서 바다는 제외되고, 섬은 우선순위에서 밀려나고 있다. 도서개발촉진법도 예산확보가 어려워 실효성을 갖지 못하고 있다. 반대로 정치적 요구에 따라 각종 특별법를 만들어 섬성을 무시한 정책개발들이 남발되고 있는 실정이다. 영토보다 넓은 영해와 배타적 경제수역 그리고 섬들을 대상으로 국토계획이 수립되어야 한다. 섬정책은 국토종합계획과 다른 차원에서 수립되어야 한다. 지역 간 경계도 없고 국가 간 물리적 경계도 존재하지 않는 해양과 바다의 특성을 고려해야 한다. 또 섬사람들과 해양생태계를 고려한 계획이 되어야 한다.
넷째, 바다와 섬을 통합․관리할 부처의 부활이 절실하게 요구된다. 이명박 정부가 출범하면서 해양수산부가 해체되고 항만과 물류와 연안관리는 국토부에 수산은 농림수산식품부로 이관되었다. 이후 어민․어업․어촌 관련 정책들은 표류하기 시작했다. 정책통합을 위한 부처의 신설이 필요하며 이를 뒷받침할 민간기구도 마련되어야 한다.
다섯째, 대규모 민간자본 중심의 도서개발보다는 지역 커뮤니티 중심의 섬개발이나 발전전략이 수립되어야 한다. 도서지역개발은 철저한 섬의 생태환경 보전, 육지와 차별화된 프로그램, 지역주민의 참여가 이루어져야 한다. 특히 미래가치가 우선적으로 고려되어야 한다. 섬과 바다는 무한한 자원을 갖고 있는 것이 아니다.
마지막으로 개발압력이 높아지고 있는 도서지역에 육지와 다른 보전 및 관리계획이 필요하다. 중장기적으로 국토의 핵심 축이 될 도서지역의 생태축 강화를 위해 연안습지, 갯벌, 사구 등 보전가치가 있는 생태자원의 거점 확보, 멸종위기 야생동식물 및 한국고유종 서식 도래지 보전을 위한 계획이 수립되어야 한다.

영어초록

Korea is a peninsula with the three thousands of islands of various sizes. In geo-political aspects, islands are the marginal areas due to their propensities of being surrounded by the sea, isolated from land and limited space. On the other hand, it has powerful potentials for ecological, cultural and marine resources. Korean government has initiated various development enterprises for islands in accordance to the facilitating development Act of Island which was enacted on 1986.
People started to recognize the importance of marine resources, ocean and islands so that they stepped up national land planning recently. Internationally, the political interest of territorial waters and exclusive economic zones has increased with the UN Convention on the Law of the Sea being introduced.
Many territorial disputes have arisen between countries like Korea and Japan,China and Japan over Dokdo and Pinnacle Islands archipelago(尖閣列島) and citizens' interest of each nation has also keen.
The importance of islands and mud-flats have increased through the marine tourism and industry, future foods and bio-diversities above all. And because of the changed understanding about islands and marines, such various island development plan as are laid out as following; the comprehensive plan for island, specific island project, land edge island project, wish-to-go island project, royal island project, energy independence island project and so on.
But many people are leaving islands in spite of the supporting plans and strategies. In the past, the reason people left islands was due to the education problems of their offsprings. The local residents in islands wanted for their offsprings to live on main lands. The number of tourists searching for islands and marine cultures increased and so do Marine leisures these days.
The comprehensive plan to develop islands was set up long time ago, but there were not adequate plans for people forcing the to leave. The plan without considering the identity of islands is like a tourist attraction project or a plan for marine resorts. These days, it's essential to develop them in terms of ecology, healing and local culture. We have to take into consideration the sustainability of community, local resident life, economy and ecology. This study suggests some policy implications for sustainability of community as following.
First, it is urgent to improve accessibilities among islands and lands. This is long-cherished wish not just of people that have spent a hard time in waiting boat in the emergency situation. The solution of bridge construction to connect islands to lands have caused problem. It brought about collapses of islands community. The history of islands, culture, and the spectrum of unique marine ecology have rapidly collapsed. The various alternative vehicles like marine taxi and hovercraft were recently introduced. In terms of island tourism, it is more necessary to improve horizontal sea routes to connect between islands than to connect vertically between islands and lands. And also it is needed to support the fares of passenger ships to islands.
Second, it needs development plans to improve the quality of life for local resident. The main reason of leaving islands lies in the education problem of their children in the past. To meet the needs of culture and welfare for their residents is an important factor affecting their decision to leave or not these days. Passenger boats and sea routes are considered as the SOC like bus and road system on lands. And also, the support system based on the feature of islands is in need politically. If it were concerned only with developing cost and the effect of investment, island should have been isolated.
Third, it need to create a comprehensive development plan for islands. It is based on the facilitating development Act of Islands. Developing hardware for islands has been carried for 20 years. Poor islands have been developed by the core standard of development in this act; order of priority and effectiveness. Even though the importance of marines is emphasized, marin areas and ocean aren’t selected as sites for developing in the national land plan. Government issued policies that neglected islands community and makes various special laws whenever they need special solutions. It must be made as national land plan for territorial waters, exclusive economic zones and islands. This kind of plan is being prepared in different levels of the comprehensive land plan.
The characteristic of ocean which has no boundaries between regions and nations needs to be considered in this plan. This plan is based on local people who have been living on ocean and marine ecology.
Fourth, it needs a government department exclusively responsible for marine and island operations. Ministry of Maritime Affairs and Fisheries disintegrated and ministry of Land, Transport and Maritime Affairs’s tasks of harbor distribution and coast management were transferred to the Ministry for Food, Agriculture, Forestry and Fisheries in the President Lee's administration. The policies for fisherman and fisheries started to drift after these changes. It is necessary to set up a government department to integrate policies and to found private organizations for Ocean, fishery, island and marine transportations.
Fifth, when it come to developing islands, it should be on the community based development rather than on a large scale estate development project by private investments. The island development project consists of a close preservation plan of environments, that is, a differentiated program from land's and community participation. The values of future should be considered above. Resources of islands and oceans must be limited. We can not make physical borders, so we should consider the comprehensive plan in new eras and the spacial cognition.
Lastly, the pressure to islands development rises, so the different preservation and management plan from land is in need. The plans should be secured for ecological resources which have values to protect the habitate of endangered wild fauna and flora and Korea's indigenous species. Those plans can be the cores of national lands in the medium and long term, which is the reason we should intensify the ecosystems of islands.
