섬 어촌 국화도의 지역재생과 청년문화 활동 연구 (A study on the Regional regeneration and youth cultural activities in the island fishing village of Gukhwado)

초록

우리나라는 인구감소와 고령화로 인해 지역소멸이 가중되고 있다. 이를 해결하기 위한 국가 차원의 다각적인 정책과 방안을 모색 중인데, 큰 효과를 거두지 못하고 있다. 지역소멸에 가장 큰 문제는 청년은 사라지고 고령화는 가중된다는 점인데, 청년이 수도권 등 대도시로 유입되고 지역은 자연스럽게 소외되기 때문에 벌어지는 현상이다. 이러한 문제는 일반 농어촌보다 섬 어촌이 더욱 심각하다. 경기도 귀어⋅귀촌종합지원센터는 2020년 풍도, 2021년 국화도를 중심으로 지역재생 사업과 청년을 대상으로 문화어활 활동을 진행했고 유의미한 성과를 거두었다.
특히, 국화도 홍보와 관광 활성화를 위한 대안을 청년의 시각으로 문제점을 분석하고 지역재생 사업의 일환으로 색다른 청년문화 활동을 전개했다. 대학생들이 중심이 된 청년들은 국화도의 강점과 약점을 분석하고, 이를 기반으로 활성화 방안 등을 내놓았다. 예를 들면, 안내판 문제, 해양쓰레기, 전판 수신 문제 등 소외 지역에서 빚어지는 문제들을 지적했다. 이러한 불편을 해소하고 하드웨어 중심의 개발인 어촌뉴딜 300 사업을 추진하면서 동시에 ‘친절한 국화씨’ 프로그램 진행, 디지털 관광안내 표지판 설치, 캠페인과 교육활동, 스마트 아일랜드 에코투어리즘(Smart Island Ecotourism), 스마트 도시 서비스 구축, 공공 무선인터넷(Wi-Fi)을 설치, 관광객의 편의를 제공할 수 있는 스마트 도시 서비스 방안을 제시했다.
문화어활을 통해 국화도의 문제를 해결하고 이를 통해 섬 어촌에 겪고 있는 지역소멸을 해결할 수 있는 새로운 해결방안을 제시했다는 점에 큰 의의가 있다. 국가가 중심으로 어촌뉴딜300을 진행 중인데, 이러한 하드웨어 중심의 개발도 중요하지만, 문화어활을 통해 살기 좋은 섬 어촌으로 전환해 풍요로운 섬으로 자리매김해야 한다. 사례로 제시한 국화도 역시 청년이 소멸하는 대표적인 지역인데, 이 문제를 청년의 시각으로 문제를 지적하고 해결안을 도출해서 청년이 “왜” 섬 어촌을 외면하는지 근본적인 문제를 진단하고 있다. 이러한 점에서 국화도는 참신한 문화어활 성공 사례라고 볼 수 있다.

영어초록

Korea is facing a declining population and an aging population, which is leading to a rise in sprawl. Various policies and measures are being explored at the national level to solve this problem, but they are not having much effect. The biggest problem with regional decline is the disappearance of young people and the aging population, which is caused by the influx of young people into large cities such as the Seoul metropolitan area and the natural marginalization of rural areas. This problem is more severe in island fishing villages than in general rural areas. The Gyeonggi-do Fishermen’s and Fisherwomen’s Support Center conducted capacity-building projects for fishermen and cultural activities for youth centered on Pungdo Island in 2020 and Gukhwado in 2021, and achieved significant results.
In particular, the center conducted unconventional youth cultural activities by analyzing problems from the perspective of young people and exploring alternatives for promoting Gukhwado and revitalizing tourism. The youth, mainly university students, analyzed the strengths and weaknesses of Gukhwado and came up with revitalization plans based on them. For example, they pointed out problems in marginalized areas, such as signage problems, marine garbage, and problems receiving electronic boards. In order to resolve these inconveniences and promote the hardware-oriented development of the Fishing Village New Deal 300, the government proposed a plan to implement the ‘Friendly Chrysanthemum Seed’ program, install digital tourist information signs, campaigns and educational activities, Smart Island Ecotourism, establish smart city services, install public wireless internet (Wi-Fi), and provide convenience for tourists.
It is of great significance that it solved the problem of Gukhwado through youth cultural activities and presented a new solution to solve the disappearance of island fishing villages. The government is carrying out the Fishing Village New Deal 300, and while such hardware-centered development is important, it is also necessary to transform the island fishing village into a livable island through cultural activities and establish it as a prosperous island. Gukhwado, which was presented as an example, is also a representative area where young people are disappearing, and by pointing out the problem and deriving solutions from the perspective of young people, we are diagnosing the fundamental problem of “why” young people are turning away from island fishing villages. In this respect, Gukhwado can be seen as a novel youth cultural activity success story.
