태평양전쟁기 일제의소형용광로건설사업 추진과 귀결 (A Study on the Promotion and Conclusion of the Small Blast Furnace Construction Project by the Japanese Empire during the Pacific War Period)

초록

이 글은 태평양전쟁기 일제의 대표적 전시정책 중 하나였던 ‘소형용광로건설사업’의 전모를 밝히려고 한 것이다. 구체적으로 1942년 하반기부터 시작된 계획의 입안과정, 사업의 전개과정, 그리고 그 실적과한계를 분석하였다.
동 사업을 추진한 목적은 핵심군수물자인 철강의 증산, 그리고 나날이 심각해지는 운송난에 대한 대책이었다. 철광석 산지에 소규모 용광로를 건설하여 선철(銑鐵)을 생산, 증산을 도모하는 한편으로 일본에공급하여 철광석 수송의 부담을 경감시키겠다는 구상이었다.
사업의 내용은 1943년 연내에 주로 20톤급 소형용광로 181기를 조선, 중국(화북, 화중), 몽고, 대만 등지의 철광석, 석탄 산지에 집중 건설, 완공하여, 50만 톤을 선철을 생산, 일본에 공급하는 것이었다. 건설과 경영 주체는 국책회사 일본제철이 중심이었고, 일본 재벌 및 현지제철소 및 탄광회사 등 제철 관련회사가 맡았다.
사업의 실적은 생산목표 대비 30% 미만으로 저조했다. 그나마 생산된 선철조차도 운송난으로 50% 정도만 일본에 공급되었다. 사업이 저조했던 이유는 용광로 조업상의 기술적 문제, 건설에 필요한 기자재의공급난, 기술자, 숙련공의 인력 부족 등이 원인이었다. 지역별로는 조선의 경우 무연탄을 연료로 사용하는 문제가 해결되지 않았고, 중국의경우 담당 기업의 문제와 현지 사정에 의한 잦은 계획 변경이 부진의원인으로 작용했다.

영어초록

The purpose of this paper is to disclose the full account of the ‘Small Blast Furnace Construction Project’, which was one of the major wartime policies of the Japanese Empire during the Pacific War period. The study specifically analyzed the planning process, beginning from the second half of 1942, the unfolding of the project, and its results and limitations.
The purpose of promoting the said project was to increase the production of the critical war supplies of steel, and to counteract the increasing seriousness of transportation difficulties. While the Japanese aimed at increasing production of pig iron by constructing small scale blast furnaces at iron ore production areas on the one hand, they also conceived of a plan to mitigate the burden of iron ore transportation by supplying it to Japan.
The content of the project involved completing the concentrated construction of mainly 181 twenty-ton small blast furnaces at the iron ore and coal production areas in Joseon, China (Northern and Central China), Mongolia, and Taiwan within the year 1943, in order to produce 500 thousand tons of pig iron that was to be supplied to Japan. The main agent of construction and management was the state-run Japan Iron & Steel Co., Ltd., and steel manufacturing companies including Japanese zaibatsu, local steel mills and coal-mining companies were in charge.
The results of the project were poor, with below 30% of the intended production goal, and only 50% of the pig iron produced was supplied to Japan. The reasons for the poor results included the technological problems of blast furnace operation, supply difficulties for tools and materials necessary for the construction, and the shortage of personnel including engineers and skilled workers. By region, the failure to resolve the problem of using anthracite as fuel resulted in poor performance in Joseon, while issues with the company in charge and the frequent change in local circumstances factored as the reason for poor performance in China.
