15세기 전라도 조운선의 침몰과 그 대책 (The Sinking of Jeolla-do Tax Carriers in the 15th Century and the Countermeasures against It)

초록

전라도의 세곡이 국가재정 수입의 주요한 원천이었던 만큼 전라도 조운선의 안흥량에서의 침몰 사고는 국가적으로 엄청난 손해였다. 그래서 사고 직후에 ‘육운 이납’, ‘태안 운하 공사’, ‘사선의 활용’ 등 침몰 방지를 위한 여러 대책이 활발히 논의되었다. 육운 이납은 전라도 세곡을 기존의 조창이 아닌 충청도·전라도의 또 다른 지점에 육운하는 방식으로 고려시대에는 시도되지 않았던 수송방식이었다. 태종과 세종 연간 10년 남짓 동안 일시적으로 시행되었지만, 사람과 우마(牛馬)의 피해로 인해 조운 정책으로 정착하지 못하였다. 이러한 육운 이납의 영향으로 16세기 초엽의 중종 때에 영산창이 없어지고 법성창이 전라하도의 유일한 조창으로 자리 잡았다.
대표적인 침몰 방지책으로 잘 알려진 태안 운하 공사는 빈번히 실패하였다. 비록 공사가 성공하였더라도 인공 수로에 작은 배를 이용하여 여러 번 옮겨 싣는 방식은 전라도의 대규모 세곡의 수송방식으로는 부적절하였다. 또한 이들 침몰 대책에 비해 일정한 효과를 거둔 사선의 활용은 조운선의 침몰 대책이기보다 ‘관선 조운’의 폐단을 보완하는 조운 정책의 성격을 지닌다.
이처럼 15세기에 조운선 침몰 방지 대책이 실효성의 논란 등으로 제대로 실행되지 못하는 상황 속에서 운영 기반의 확충, 규정 및 조직의 보완과 같은 조운제 정비에 필요한 기본적인 조치의 중요성이 주목받기도 하였다. 조운선 침몰 방지 대책이 기대만큼 큰 효과를 거두지 못하였지만, 침몰 사고 직후에 반복하여 논의된 점은 전라도 조운의 위상을 짐작할 수 있는 대목이다.

영어초록

As grain paid as taxes in Jeolla-do served as a key source of revenue for the state treasury, the sinking of tax carriers at the Anheung Headland was a huge loss for the state. Thus, after an accident, various countermeasures including ‘payment by land transportation’, ‘construction of the Taean Canal’, and the ‘use of privately owned ships’ were discussed in order to counteract these sinkings. Payment by land transportation involved the transportation of grain by land to a different location in Chungcheong-do and Jeolla-do rather than to existing tribute granaries. This was temporarily implemented for just more than 10 years during the reigns of Taejong and Sejong but failed to be established as shipping policy due to the harm done to humans as well as oxen and horses. As a result of payment by land transportation, the Yeonsan granary disappeared by the reign of Jungjong in the early 16th century, and the Beopsung granary established itself as the only tribute granary in Jeolla-hado.
Known as the representative countermeasure against sinkings, the construction of the Taean Canal failed every time. Even if construction were to have succeeded, transporting the large amount of grain from Jeolla-do by loading it onto small boats on an artificial waterway would have been inadequate. Furthermore, the use of privately owned ships, with their limited effectiveness in contrast to the other countermeasures against sinkings, served rather as a shipping policy that made up for the harm done by ‘shipping by government owned ships’ rather than as a real countermeasure against the sinking of tax carriers.
While these countermeasures for preventing the sinking of tax carriers in the 15th century failed to be properly executed due to the controversy surrounding their effectiveness, basic measures necessary to the overhaul of the shipping system, such as the expansion of operating infrastructure and the supplementation of regulations and organization, did indeed receive attention with regard to their importance. Although countermeasures for preventing the sinking of tax carriers failed to achieve as huge an effect as expected, the fact that they were repeatedly discussed immediately after sinkings reveals the status of Jeolla-do shipping.
