일제강점기 東海線 3線과 지역 (The third line of the Donghae line and Local under the rule of Japanese imperialism)

초록

일제강점기 동해선의 계획과 건설과정은 조선총독부의 조선 산업개발과 한반도 종관철도라는 ‘제국의 이해’와 함께 3선 연선지역, 즉 강원도, 경상남북도 지역의 개발과 그 수혜로서 원산, 대구, 부산지역의 번영이라는 ‘지역의 이해’가 반영되어 있었다. 그러나 만주사변 이후 전시체제에 따른 조선총독부의 철도건설 우선권이 북부조선으로 이동하면서 차일피일 미뤄진 결과, 동해선은 조선의 산업개발이라는 측면에서 부분적으로 제국과 지역의 이해에 복무할 수 있는 3선 체제의 지역철도에 머무르고 말았다. 그런데 중부선과 남부선의 연결은 거점지역 간의 경쟁을 불러일으켜 종속 관계로 재편시키는 등 ‘지역의 이해’도 큰 틀에서는 ‘제국의 이해’ 관계 속 산물이었다.
이는 제한적이기는 하지만 동해선 3선의 운영에서도 그대로 나타났다. 우선 동해선은 뒤늦은 개통과 3선 모두 연결되는 간선 형태가 아니라 지선에 그쳤기 때문에 운영 면에서 간선철도로서의 식민지적 역할은 상당히 제약되어 있었다. 5대 간선을 제외하면 여객수송이 화물수송보다 두드러졌는데, 이는 지역교통과 관광에 의한 것이었다. 특히 여객수송에서 새롭게 ‘제국의 이해’에 복무하는 ‘관광식민주의’적 역할을 부분적으로 담당했다고 할 수 있다. 한편, 화물수송에서는 북부선을 통한 임산물, 수산물, 광산물의 유출과 남부선을 통한 미곡 등 농산물의 유출, 그리고 전 선로의 공산품 유입이 두드러졌다. 이는 동해선 개통이 지역개발과 문명의 확산이기도 했지만 결과적으로 농촌 경제의 도시 종속과 함께 식민지 경제의 제국 종속을 심화시키는 과정이기도 했다.

영어초록

The planning and construction process of the Donghae line during the Japanese colonial period reflected the ‘understanding of the empire’, which was the industrial development and the railroad on the Korean peninsula of the Chosun Governor General. And it reflected the ‘understanding of the local’, which is the prosperity of Wonsan, Daegu, and Busan as the development and benefits of Gangwon-do and Gyeongsang-do. However, after the Manchurian Incident, the Chosun Governor General decided to build the railway to North Korea, and the Donghae line was delayed. As a result, Donghae line has stayed in the three-way local railway that can partly serve the empire and local understanding in industrial development. However, the connection between the Jungbu Line and the Nambu Line led to a rivalry between the base cities and reorganized into subordinate cities. This means that the ‘understanding of the local’ was the product of ‘understanding of the empire’.
Although this is limited, the same was true for the operation of the third line of the Donghae line. First, the Donghae line was opened not by the connected trunk line but by separate branch lines, so the colonial role of the trunk line was insignificant in terms of operation. Passenger traffic, however, was more prominent than cargo traffic except for the five trunk lines, which was due to local traffic and tourism. Particularly, it can be said that it was partly responsible for the new role of 'tourist colonization' in passenger transport. On the other hand, in cargo transportation, the outflow of forest products, aquatic products, minerals through the Bugbu Line, the outflow of agricultural products through the Nambu line, and the influx of industrial products from the whole railway stand out. In the end, the opening of the Donghae line is also a process of regional development and the spread of civilization, but as a result, it deepened the subordination of the rural economy or the imperial dependency of the colonial economy.
