‘예향(藝鄕)’ 광주의 탄생: 전두환 정부의 ‘새문화정책’과 지역정체성 (Birth of ‘Ye-Hyang’(‘City of Arts’) Gwangju: The New Culture Policy of the Chun Doo-Hwan Government and Local Identity)

초록

오늘날 광주의 도시상징과 정체성은 서로 다른 계기와 결을 함축한 역사적 사건들이 병진하거나 마주친 과정에서 형성되었다. 그 결과 광주를 재현한 여러 상징이 혼재한 채 광주의 정체성을 둘러싼 경쟁과 충돌이 발생했다. 그리고 그 과정에서 경쟁하는 도시상징 및 정체성 간에 상호개입과 조정의 양상이 일어났다. 광주를 ‘의향·예향·미향’의 고장으로 부르고 있는 현상은 이와 같은 혼종적인 지역성을 실증한다. 이 글은 ‘지역’을 ‘다양한 정치·경제·사회·문화적 관계들과 그것이 낳은 힘들이 교차하는 갈등과 협상의 장소’로 바라보는 가운데, ‘광주’의 정체성을 구성하는 도시상징 중 하나인 ‘예향’의 탄생 과정을 살폈다.
이를 위해 본고는 ‘국가-지역’, ‘지역 내 중심-주변’의 중층적 권력구조 속에서 1980년대 전두환 정부의 ‘새문화정책’이 예향론의 등장과 그것을 축으로 벌어진 지역 내 상징정치에 미친 영향을 살펴보았다. 이 과정에서 지배 권력과 일정한 공모관계 속에서 지역 내 자신의 이해관계를 관철시키려 했던 집단은 물론, 그들과는 다른 예향론에 대한 입장을 취한 주체들의 실천적 맥락 역시 검토했다. 더하여 예향론을 둘러싼 논쟁과 경쟁이 역으로 지역정체성의 재편에 미친 영향을 분석했다.
결국 이 글은 1980년대 광주의 지역성을 새롭게 재구성해갔던 ‘예향’이라는 상징이, 그 내부에 복합적인 계기와 실천이 뒤엉켜져 만들어졌음을 밝혔다. 그것은 전두환 정부의 지배전략과 그에 대응한 지역의 권력집단, 그리고 ‘예향’이라는 기표에 그들과는 상이한 가치와 지향을 담고자했던 지역 내 또 다른 세력 간의 공모와 경쟁과 조정의 결과였다. 즉 ‘예향’ 광주의 탄생은 지역 내·외부의 또 다른 상징들과의 경쟁과 조정을 통해 구성되었을 뿐만 아니라, 예향론 그 자체 역시 혼종적인 것이었다.

영어초록

Gwangju's urban symbol and identity today were shaped by the process of historical events, which imply different motives and textures, either moving side by side or colliding into each other. As a result, competition and conflict over Gwangju's identity arose while various symbols representing Gwangju were mixed together. And in the course of such competitions and conflicts, patterns of mutual intervention and coordination have occurred between competing urban symbols and identities. The phenomenon of calling Gwangju as the ‘city of righteousness(’Ui-Hyang’), city of arts(‘Ye-Hyang’), or·city of taste(‘Mi-Hyang’) demonstrates the hybrid locality of Gwangju. Looking at ‘local’ as ‘a place of conflict and negotiation where various political, economic, social and cultural relationships and the forces they have produced, intersects each other, this paper reviewed the process of the creation of ’Ye-Hyang’, one of the city-symbols that constitutes the identity of ‘Gwangju.’ For this purpose, this paper reviewed how the ‘New Culture Policy’ of the Chun Doo-hwan administration in the 1980s affected on the symbolic politics which was conducted within Gwangju region amid the stratified power structure of ‘state and region’ and ‘center and periphery’ with the emergence of Ye-Hyang discourse. In this process, we also examined the practical contexts of the groups who took different positions on the Ye-Hyang discourse, as well as those who tried to implement their own interests in the region in a certain collusion with the ruling power. In addition, we analyzed the impact of the debate and competition over Ye-Hyang discourse on the reconstruction of locality.
In the end, this article reveals that the symbol of ‘Ye-Hyang’, which reshaped Gwangju's locality in the 1980s, was created by intricate motives and practices inside it. Such fact was the result of collusion, competition and coordination between the Chun Doo-hwan administration’s governance strategy, the corresponding regional power group, and other forces in the region who wanted to incorporate different values and orientations from the region’s power groups in the signifier of ‘Ye-Hyang.’ In other words, the birth of ‘Ye-Hyang’ Gwangju was not only formed through competition and coordination with other symbols in and out of the region, but ‘Ye-Hyang’ discourse itself was also the kind of hybrid locality.
