초록

(연구배경 및 목적) 톤레삽 호수는 동남아시아에서 가장 큰 담수호로, 캄보디아에 중요한 사회·경제적 역할을 한다. 주변에는 6개의 도시와 1,000여 개의 마을이 있으며, 약 170만 명의 주민이 거주한다. 톤레삽 호수 주변의 수상마을에는 주로 베트남 전쟁 피난민들이 살고 있으며, 플로팅 하우스에서 극악한 환경에서 생활하고 있다. 이로 인해 주거, 경제, 건강, 교육, 의료 등 다양한 문제가 발생하고 있으며, 기후변화와 자연재해로 인한 안전성 부족과 경제적 어려움이 심화되고 있다. 특히, 난민들은 깨끗한 물, 의료 서비스, 교육 시설 부족 등으로 어려움을 겪고 있으며, 이에 대한 종합적이고 지속 가능한 대책이 필요하다. 본 연구의 목적은 해당 지역의 문제를 종합적으로 분석하고, 지속 가능한 마스터플랜을 제안하여 안전한 주거환경 조성, 경제적 독립 제공, 건강과 의료 서비스 향상, 교육 환경 강화를 통해 지역 사회의 삶의 질을 향상시키는 것이다. (연구방법) 캄보디아 톤레삽 호수의 Chong Kneas Floating Village 지역에서의 환경 및 수질오염에 따른 주민 삶을 조사하며, 현지 방문, 인터뷰, 문헌조사를 통해 정보 수집했다. 주요 관심사는 빈곤 종식, 기아 종식, 건강과 웰빙, 양질의 교육, 깨끗한 물과 위생, 적정한 청정에너지, 기후 변화 대응, 육상 생태계 등으로, 이를 중심으로 문제점을 파악하고 해결책을 논하였다.(결과) Chong Kneas Floating Village는 주민들의 삶이 호수의 오염과 함께 캄보디아 전체의 생계에도 영향을 미치는 문제를 안고 있다. 이를 해결하기 위해 생활환경 개선을 위한 플로팅 하우스 Docking Station 도입과 교육, 의료 인프라 강화를 제안하였다. 또한, 양식업과 수경 농업을 도입하여 식량 확보를 강화하였고, 생산물을 판매하는 지역 시장 조성과 지역 특색을 살린 관광업 개발을 통해 경제적 안정을 추구하였다. 이러한 노력을 통해 주민들은 안전하고 안정적인 삶을 영위할 수 있을 것으로 예상된다. (결론) 본 연구는 톤레삽 호수의 Chong Kneas Floating Village에 거주하는 빈곤한 주민들의 주거, 경제, 건강, 교육, 의료 등의 문제를 분석하였고, 이를 해결하기 위한 지속 가능한 마스터플랜을 도출하였다. 주요 논의는 Docking Station과 같은 새로운 주택 모델의 도입, 안전한 주거 환경 조성, 자연재해 대응 가능한 새로운 주거 개발 등이었다. 또한, 보건 시설 확충과 위생 교육 프로그램을 통한 수질오염 근본 대책을 제안하였다. 교육 인프라 개선, 경제적 고립에서 벗어나기 위한 다각화된 경제 지원 프로그램 등을 통해 사회문제를 해결하는 방안을 제시했다. 마스터플랜은 교육 및 의료시설 영역, 지역 주민 커뮤니티 시설 영역, 상업 시설 영역, 관광 시설 영역으로 나누어, 각 영역에 맞는 시설과 서비스를 제공하여 지역 발전과 주민 생활의 질을 향상시킬 것으로 예상된다. 최종적으로, 본 연구는 톤레삽 호수 지역에서 현지 정부 및 국제기관과 협력하여 실행 가능하고 효과적인 해결책을 제안하였으며, 빈곤한 주민의 생활 조건을 개선하고 지역 사회의 지속 가능한 발전에 기여할 것으로 기대된다.

영어초록

(Background and Purpose) Tonle Sap Lake, Southeast Asia’s largest freshwater lake, is vital for Cambodia’s social and economic fabric, housing about 1.7 million people across six cities and over 1,000 villages. Floating villages, primarily sheltering Vietnam War refugees, face multiple challenges, including housing, economy, health, education, and healthcare. Climate change and natural disasters have exacerbated safety and economic concerns worldwide. Addressing the refugees’ difficulties with clean water, medical services, and education requires holistic solutions. This research aims to comprehensively analyze these challenges and propose a sustainable master plan to improve community life, focusing on safe living conditions, economic autonomy, better healthcare, and enhanced education infrastructure. (Method) This study investigated the lives of residents in the Chong Kneas Floating Village around Cambodia’s Tonle Sap Lake, focusing on environmental and water quality issues. Information was gathered through on-site visits, interviews, and literature reviews. The key concerns include ending poverty and hunger, promoting health and well-being, ensuring quality education, providing clean water and hygiene, adopting clean energy, addressing climate change, and preserving terrestrial ecosystems. This study identifies these problems and discusses their potential solutions. (Results) Chong Kneas Floating Village grapples with the problem that residents’ lives are affected not only by lake pollution, but also by the livelihoods of Cambodia as a whole. To address this issue, the introduction of floating-house docking stations to improve living conditions, along with the enhancement of education and healthcare infrastructure, is proposed. Additionally, the introduction of aquaculture and hydroponic agriculture to enhance food security, the establishment of local markets for selling produce, and the development of tourism that preserves local characteristics are suggested to promote economic stability. Through these efforts, it is anticipated that residents will lead safe and stable lives. (Conclusions) This study analyzed the issues faced by impoverished residents in the Chong Kneas Floating Village near Tonle Sap Lake and proposed a sustainable master plan to address housing, economic, health, education, and healthcare challenges. Key discussions included the introduction of new housing models such as docking stations, creating a safe living environment, and developing new housing solutions for natural disasters. Proposals also include expanding healthcare facilities and implementing hygiene education programs to address the root causes of water pollution. Solutions for improving the educational infrastructure and implementing diversified economic support programs have been suggested to address social problems. The master plan categorizes areas into education and medical, community, commercial market, and resort zones with the aim of enhancing regional development and improving residents’ quality of life. This study is expected to contribute to improving the living conditions of impoverished residents and fostering sustainable development in local communities, through collaboration between local governments and international organizations to implement practical and effective solutions.
