피란수도 부산의 고아원과 고아의 삶- 한국 사회복지의 제도적 시원(始原)에 관한 연구 - (The Lives of Orphans and the Orphanages During the Periods of Provisional Capital Busan - A Study on Institutional Origin of Korean Social Welfare -)

초록

본 연구는 피란수도 부산이라는 시공간에서 나타난 고아 문제와 그에 대응했던 사회적 양식으로서의 고아원을 조명한다. 연구의 내용은 당시 발생했던 고아 문제와 고아원에 대한 실태를 정리하고, 이를 역사적 제도주의와 정치경제적 접근 관점에서 설명해보는 것이다. 연구에 활용된 자료는 정부기록물이나 법령 등 역사적 문헌들과 함께, 기존 연구들에서의 이차자료, 본 연구자의 2002년 수집 인터뷰 자료(1950년대 고아원 창설자 7개 파일)를 포함한다. 연구 결과, 당시 고아원의 발흥은 기존의 제도적 경로 하에서 국내·외 정치경제적 역할 구성자들의 다양한 이해 작용에 따른 결과로 설명된다. 이는 한국전쟁 고아와 고아원에 대한 외국원조가 일방적이고 시혜적이었다는 기존 인식의 한계를 벗어나게 하는 설명이고, 궁극적으로는 우리나라 사회복지 제도의 시원에 대한 새로운 인식을 부여한다. 비록 역사적 자료의 부재나 제한에도 불구하고, 이 연구는 역사적 사실에 대한 새로운 관점의 설명 가능성을 제시했다는데 의의가 있다.

영어초록

This study deals with the subjects of the problem of orphans and the orphanages as the social countermeasure mode at the space time of provisional capital Busan. It could contribute to the purpose of this study which is to explain the origin of the social welfare system in Korea. The content of the study consists of arranging the nature, scale, and realities of the problems of orphans and orphanages that occurred in the space time, and explaining their relationship through the institutional path dependence approach and the plays of political economy role constituents. The data used in the study include historical documents on government records and laws, secondary data from existing studies, and interview data (7 files) of the directors of the orphanage at the time collected by the author in 2002. The results of the study confirmed that the rise of orphanages at that time was a phenomenon that emerged from the interests of the constituents of political economic role constituencies at home and abroad based on the existing institutional path. It also suggests that the internal and external role constituencies themselves received considerable influences and benefits, transcending the limitations of the existing perception of unilaterally beneficial foreign aid to orphans in the Korean War. This study has several implications. One of them is to suggest that in order to understand the institutional formation of Korean social welfare at present, it is important to explain the historical institutionalism surrounding orphanages and orphanages that occurred in the space time of provisional captial Busan. This study also contributes to confirm the significance of using political-economic approach in this kind of historical studies.
