GIS를 이용한 옥천 이성산성의 기능과 역할 재구성 (Reconstructing the Function and Role of Okcheon Yiseong Fortress Using GIS)

초록

옥천 이성산성은 삼년산성과 함께 개축된 굴산성으로 비정되고 있다. 굴산성은 삼국 격전기에 소백산맥 이서에서 신라의 정치·경제·군사 거점이며, 행정 치소인 동시에 군사적 요충지로서 중요한 기능과 역할을 한 것으로 인식되고 있다. 특히 『삼국사기』에 등장하는 굴산성의 개축 기사는 신라의 대외 진출 전략과 지방지배체제, 변방지역의 관방체계를 살펴볼 수 있는 중요한 역사적 사건으로 거론되고 있다.
본고에서는 이러한 이성산성의 위상에 대해 GIS의 공간분석법을 이용하여 검토해 보았다. 먼저 행정 치소적 성격과 관련하여 이성산성은 지형·지리적으로 접근성과 통제력을 갖추고 있었다. 이성산성은 저평한 구릉에 위치하여 고지의 산성에 비해 비교적 접근성이 용이하였다. 이는 주변의 인적·물적 자원을 보다 효율적으로 통제할 수 있는 조건을 갖추고 있다는 것을 의미한다. 또한 성-촌 간의 시인관계를 통해 지역민과 농업생산기반에 대한 효과적인 통제도 가능하였다.
한편 이성산성은 옥천·보은에서 유일하게 육로와 수로가 교차하는 결절지에 위치하여 경제 거점으로 작용할 수 있는 유리한 지점에 위치하고 있었다. 신라가 대외 진출로로 삼았던 추풍령로 주변의 성곽에 대한 근접분석 결과, 이성산성이 최근접한 사실을 확인할 수 있었다. 이는 신라가 간선도로망을 개척하면서 거점산성을 중심으로 지방조직체계를 완성하고 관방체계를 정비하였다는 역사적 사실과 부합한다. 이와 더불어, 이성산성은 금강 상류에서 운영되었던 수로망을 이용할 수 있는 이점도 지니고 있었다. 이성산성은 수륙교통망의 중심지로서 보은 또는 청산에서 확보한 물자를 수로를 통해 확보하거나 공급하는 역할을 하였을 것이다.
이성산성의 군사적 거점으로서의 기능과 역할은 옥천지역 관방체계의 재구성을 통해 살펴볼 수 있다. 이성산성은 백제와 대치하며 최전선을 형성하고 있었던 옥천지역 성곽군에 포함되었다. 이것은 지역단위 관방체계로 상정할 수 있는데, 네트워크 분석을 통해 이성산성의 공간적 위상을 검토해 보았다. 분석결과, 이성산성은 성곽들로 구성된 관계망에서 권력과 영향력 확보에 유리하고, 인적·물적 교류와 정보 교환을 위한 중개자로서의 역할을 할 수 있는 위치를 점하고 있었다.

영어초록

It is estimated that Yiseong Fortress was renovated along with Samnyeon Fortress. Gulsan Fortress has been discussed as an important strategic point for Silla in the west region of the Sobaeksan Mountain during the battle of the Three Kingdoms. In particular, the article on the renovation of Gulsan Fortress in the Samguksagi is mentioned as an important historical event that can examine Silla's strategy for external expansion, provinces governance, and depense system in the surrounding area. Specifically, it is believed that Yiseong Fortress served as an administrative and military base for Silla as well as a military base.
In this paper, the status of Yiseong Fortress was examined using the spatial analysis method of GIS. First, in relation to the characteristics of the administrative ruling place, Yiseong Fortress had accessibility and control in terms of topography and geography. Yiseong Fortress was located in a low hill, so it was relatively easy to access compared to the mountain fortresses of the highlands. This means that it is equipped with conditions to more efficiently control the surrounding human and economic resources. In addition, it was found that effective control of the local people and the agricultural production infrastructure was also possible through the analysis of the relationship between the provinces and settlements.
Yiseong Fortress was the only one located in Okcheon and Boeun in a nodule where land and waterways intersect. As a result of a proximity analysis of the fortresses around Chupungryeong-ro, which Silla used as an diplomatic expansion route, it was confirmed that Yiseong Fortress was recently in close proximity. This is consistent with the historical fact that Silla pioneered the arterial road network, completing the local organizational system around the Hub Fortress, and reorganizing the government ruling system. In addition, Yiseong Fortress also had the advantage of using the waterway network that was operated upstream of the Geumgang River. In other words, Yiseong Fortress would have played a role in securing or supplying goods secured in Boeun or Cheongsan through waterways as the center of the amphibious transportation network.
Yiseong Fortress was included in the fortress group in the Okcheon area, which was at the forefront of confrontation with Baekje. This can be assumed as a regional government-level system, and the spatial status of Yiseong Fortress was examined through network analysis. As a result of the analysis, Yiseong Fortress advantageous in securing power and influence in the network composed of fortresses, and occupied a position to exert a strong ripple effect using his power as well as his role as an intermediary. This spatial status of the Okcheon Yiseong Fortress is considered to have served as the background for the renovation of Gulsan Fortress during the period between Soji-maripgan.
