    초록

    It is necessary to research on the organization and personnel of the Korean Mine Worker’s Union to illuminate characteristics of the Sabuk Incident. Being aware of that point, I examined the organizaion of the Dongwon Consolidated Coal Mine Branch, its activities, organizational and personal problem of the Korean Mine Worker’s Union(KMWU), and interrelation between the KMWU and the Dongwon Consolidated Coal Mine Branch in detail.
    Lee Jaegi, who was called a ‘company union leader’, played the main role to organize the Dongwon Consolidated Coal Mine Branch. He organized the Branch in 1964 and was elected head of the Branch. The growth of the Branch expanded considerably during his incumbency. He left the Branch because of labor union’s insurance incident in 1969 October and then Park Gyuseop and Sim Jingu succeeded the office of the Branch.
    Lee Jaegi became the head of the Branch again in 1976 on basis of the relationship among company(Lee Yeon, president), the KMWU(Choi Jeongseop, president) and himself. However, friendly relationship between Lee and Choi did not last until the KMWU’s president election in 1978. Each of Han Gisu’s line and Choi Jeongseop’s line, which formed two big personal connections in the KMWU, backed each of candidate Lee Jaegi and candidate Lee Wongap invisibly in the election of the Dongwon Consolidated Coal Mine Branch in 1979. Therefore, personal relationship between the KMWU and the Dongwon Consolidated Coal Mine Branch was the key point to understand the Sabuk Incident.
    The KMWU was not a perfect industrial union, but it had considerable authority on union branches by approving collective agreement or ratifying branch head. Nevertheless, the KMWU did not handle the organization’s dispute, then things became worse. Even though Lee Jaegi arbitrarily concluded collective agreement with the company, the KMWU could not react to it appropriately .
    After Lee Jaegi came back to the Branch since 1976, he operated the union in the collaboration with the company rather than devoting himself to union work for union members, so the union fell into representative of the company. Workers distrusted the union and workers’ discontent against the union was accumulated. Workers organized a big resisting force against Lee Jaegi’s group in the dispute of the Dongwon Consolidated Coal Mine Branch in 1979. They resisted powerfully against structural contradiction and the company union in the Sabuk Incident in 1980 April.
