조선후기 고군산 유배지와 유배인 (A study on the Place of Exile on Gogunsan island during the Period of late Chosun Dynasty)

초록

고군산이 유배지로 지정된 것은 1624년(인조 2) 고군산진 설립 이후였다. 이후 고군산진은 확장을 거듭하여, 19세기 초에 편찬된 만기요람에서는 전선 6척, 병선 6척, 방선 2척, 사후선 10척이 배치되었다고 기재되어 있다. 당시 전라우수영이 전선을 2척 보유한데 반해, 고군산진은 6척의 전선을 보유하고 있었다. 이것은 고군산진이 조선에서 최대의 군선을 보유한 수군 진이었음을 의미한다. 고군산은 “주민들은 모두 부유하고 집과 의복, 음식의 호사스럽고 사치스러움이 성읍보다 훨씬 더하다.”라고 기록될 만큼 풍요로운 생활을 누렸다. 섬 주민들이 돈을 받고 수군 역을 대신 지거나, 군인들을 상대로 음식업이나 숙박업에 종사하면서 여유를 누릴 수 있었던 것으로 보인다. 이에 고군산에는 많은 유배인들이 들어왔다.
조선후기에 고군산에 어떤 사람들이 유배 왔는지를 구체적으로 알려주는 사료는 없다. 단지 조선후기 관찬사서에서 고군산 유배인을 찾아보면 대략 103명이 확인된다. 물론 이들은 전체 유배인의 극히 일부이지만, 이들을 통해 고군산 유배인들에 대한 개략적인 특징을 살펴볼 수 있다. 우선 고군산에 유배 온 사람들은 대부분 양반 신분으로서 정치적 이유 때문에 유배 왔음을 확인할 수 있다. 그리고 정치적 이유 중에서도 영조 대에는 주로 무신란에 연루되어 온 사람들이 많은 것이 특징이다. 영조 대 이후에도 많은 사람들이 정치적 이유로 고군산에 유배 왔으며, 1905년 을사조약 이후에는 많은 의병들이 체포되어 유배오기도 하였다.
고군산으로 유배 온 사람 중에는 고군산 주민과 결혼을 하여 정착한 사람들도 상당수에 달할 것이라고 추측된다. 한편 양반 출신의 유배인들은 고군산에 귀양 와서 많은 글을 남겼을 것으로 생각되지만, 현재 고군산에 관한 글을 남긴 것으로 확인되는 사람은 이건창뿐이다. 앞으로 각종 문집을 통해 더 많은 작품을 찾는 것이 과제로 남아있다.

영어초록

Exile is a punishment of keeping a serious criminal away from the hometown permanently until his death. An island quite away off the land was an appropriate place for exile. There were a small number of islands used as a place for exile as of the early age of Chosun Dynasty, but thereafter a lot more were designated as a place of exile as the number of political prisoners increased due to the intensified party strifes at the end of Chosun Dynasty. Gogunsan as well was used as a place of exile at the latter years of Chosun as Gogunsan military camp was established.
Gogunsan camp was the largest naval forces camp late in the age of Chosun Dynasty. Gogunsan is described in Daedongjiji(大東地志) as “with residents who all have a wealth of houses, clothes, and food as well as be extravagant and luxurious more than common towns”, It seems that the residents in the island became rich as they served on behalf of the naval forces or ran restaurants and lodging businesses for soldiers. Accordingly, many exiles came to Gogunsan late in the age of Chosun since it was economically wealthy enough to accommodate all of them.
There is no historical documentation that indicates how many exiles came to Gogunsan in the latter part of Chosun except the history book of Chosun Dynasty which lists 103 Gogunsan exiles. Although there are just some of the Gogunsan exiles in time, the general characteristics of Gogunsan exiles could be reasoned based on them. First of all, most of the Gogunsan exiles were noblemen who were exiled due to their anti-political activities. In particular, those in time of King Yeongjo(英祖) were involved in Musinlan(戊申亂). During the time of King Yeongjo, the number of known Gogunsan exiles was 18, 16 among whom came to there since they were involved in Musinlan(戊申亂). Thereafter, a lot more were exiled to Gogunsan for political reasons, and after Eulsa-Treaty(乙巳條約) in 1905, many loyal troops were arrested and exiled to Gogunsan.
It seems that many of Gogunsan exiles married women in Gogunsan and settled down there although their descendants were unknown. It is also thought that many of noble exiles would write while exiled in Gogunsan, but Geonchang Lee(李建昌) is the only one known to leave writings about Gogunsan. The future study may seek a lot more from various collections of works.
