초록

조선은 명이 강력한 규제와 제한된 교류라는 기존의 대일 원칙과는 달리 1593년 상반기 교섭의 재개 이후 유화적(宥和的)인 대일 외교 노선을 추구하자 긴장했다. 본 논문은 조선이 이러한 명의 새로운 외교 방식에 대응해서 일본군의 완전 철수 불이행을 전시 상황의 연장으로 전제하고 명의 유화적인 대일 노선을 일본군의 철병 불이행과 분리시킬 사안이 아님을 역설하며 조명 간 군사 협력의 강화를 주장한 점에 주목한다. 구체적으로 두 시기로 나누어 조선의 대응 양상을 탐구해 본다. 1594년 한 해 동안 명과 일본 모두 책봉의 성사를 위해 긴밀하고 원활한 교신을 원했고 이 과정에서 일본인 사자(使者)의 조선 왕래 문제가 불거지자 조선이 자국의 안보와 명의 국방을 이유로 이들에 대한 철저한 통제의 필요성을 명에 제기하면서 교섭 성사에 보다 적극적인 자국의 협력을 요구하는 명과 일본에 대해 대일 강경론의 입장을 표방한 사실을 재조명한다. 다음으로 명의 책봉사(冊封使)가 파견되는 1595년 상반기부터 책봉사와 조선의 통신사(通信使)가 도해(渡海)한 1596년 하반기까지 약 1년 6개월 간 교섭의 막바지를 들여다본다. 특히 책봉식 전후로 조선이 일본 사은사(謝恩使)가 조선을 경유해 북경을 방문할 것이라는 명의 계획에 대해서 완전 철수를 이행하지 않을뿐더러 재침 능력까지 충분히 갖추고 있는 남해안 일본군의 상황을 지속적으로 명에 직고(直告)하며 일본군의 완전 철수 불이행이라는 교섭 성사의 아킬레스건을 집요하게 공략한 사실에 초점을 맞춘다. 그리고 철수 불이행 문제를 일본 사은사의 자국 경유 계획과 연계시켜 또 다른 위협 가능성을 제시하고 명과의 군사 협력을 강화하고자 노력한 사실을 자국의 외교적 입지 약화에 대한 조선의 능동적 대응력의 일환으로 새롭게 해석한다. 이러한 주제 의식은 공동의 적을 앞에 두고 각자의 안보를 위해 연대하면서도 대립각을 세운 조명 간 선택과 타협이 전쟁의 전개에 어떻게 영향을 미쳤는가를 심찰하는 연구와 국제전으로서의 임진왜란이 지닌 상호작용성에 대한 후속 연구에 있어서 하나의 활로를 열어 줄 것이다.

영어초록

After the resumption of Ming-Japan negotiations in the first half of 1593, Ming China’s (1368-1644) new conciliatory diplomacy with Japan contradicted the established principle of strong regulations and limited exchanges. This greatly upset Chosǒn (1392-1910), which maintained a intransigent anti-Japanese stance throughout the East Asian War (1592-1598). This article explores Chosǒn’s reaction to Ming China’s new diplomatic direction, which was designed to bring the negotiations to a successful conclusion. The article emphasizes the interconnection between Ming's conciliatory diplomacy toward Japan and the Japanese troops that remained on the southern coast of Chosǒn, which appealed to Ming China to strengthen military collaboration between the two states against Japan. Specifically, the article examines Chosǒn's opposition to the Ming-Japan rapprochement in two stages. First, both Ming China and Japan wanted close, smooth communications to resolve the investiture matter throughout 1594. Then, the issue of Japanese envoys passing freely through Chosǒn on their way to Peking arose. Chosǒn asked the Ming to control these envoys strictly for mutual security. Notably, Chosǒn expressed its hard stance against Japan openly to both the Ming and Japan, both of whom yearned to get Chosǒn involved in their negotiations. In so doing, Chosǒn sidestepped any official support for the Ming's accommodative attitude toward Japan. Next, the paper addresses the second stage of the negotiations, beginning in the first half of 1595, when Ming China’s investiture envoy (冊封使) was dispatched, and continuing to the second half of 1596, when Ming China’s investiture envoy and Chosǒn's transmit-trust envoy (通信使) crossed the Korea Strait and visited Japan. The paper probes Chosǒn’s reaction to diplomatic amiability between Ming China and Japan, focusing on the Japanese envoy’s expression of gratitude for Ming China’s (謝恩使) investiture, which developed into a heated diplomatic agenda among the three states before and after the investiture ceremony held at Osaka in the ninth month of 1596. Ming China informed Chosǒn of a new plan to allow the Japan envoy to pass through Chosǒn and visit Peking in return for an investiture from the Ming. Chosǒn rebutted the plan and highlighted for the Ming the precarious situation where Japanese troops were prepared for another invasion of Chosǒn from the southern coast as they had not completely withdrawn to Japan. By so doing, Chosǒn continued problematizing Japan’s noncompliance with the result of the negotiations, specifically the stipulation of immediate and complete withdrawal of Japanese troops from the southern coast of Chosǒn after the investiture ceremony. Hence, Chosǒn asserted that the war had not ended even though the ceremony had been performed. Importantly, Chosǒn linked Japan’s breach of the agreement with legitimate opposition to the Ming’s plan regarding the Japanese envoy’s visit to Peking via Chosǒn. Chosǒn stressed another possible Japanese military threat and strove for a solid military collaboration with the Ming. This strategic move demonstrated Chosǒn’s active response capabilities as opposed to the weakening of its diplomatic position with the appearance of a Ming-Japan affinity. Taken all together, this paper contends that renewed attention to Chosǒn’s adaptive approach to the changing diplomatic climate described above will enable us to promote research that charts how tensions and compromises between Chosǒn and Ming China against Japan, a militarily strong enemy, impacted the war as a whole. It will also open an avenue to rediscover dynamic interactions among Chosǒn, Ming China, and Japan during the war and characterize the war as one of the major international wars in sixteenth-century East Asia.
