‘조리사’의 탄생: 박정희 시기 조리사 자격제도의 도입과 시행과정을 중심으로 (The Birth of Korean Licensed cook: Focusing on the introduction of the Japanese cook qualification system in Korea during the Park Chung-hee period and the implementation process of the system)

초록

이 논문은 박정희 정권기 탄생한 조리사 자격제도의 시행과정과 의미, 성과 를 법령과 언론매체를 통해 살펴본다. 조리사 양성기관 지정 및 면허시험 도입, 조리사 의무 고용을 골자로 한 이 제도는 당시 심각한 사회 문제로 부상한 식품 위생 및 보건 문제의 해결을 위해 1962년 식품위생법 제정 및 후속 규칙들의 공포를 통해 시행되었다.
한국전쟁기 보건의 공백으로 확산되었던 음식 섭취 관련 전염병, 식중독 사 건의 발생은 전후에도 지속되었다. 특히 생활양식의 변화로 인구밀도가 높아지고, 집단급식이 점차 확대되면서 집단식중독의 발생 빈도가 증가했다. 조리사 자격제도의 시행은 이러한 문제의 해결책이었다.
그런데 이 제도는 일본의 것을 거의 그대로 도입한 것이었다. 일본 조리사 자 격제도의 일차적인 목적 또한 식품위생 및 보건 문제의 해결이었지만, 동시에 조리인력 양성의 공적 교육과정 편입, 조리인력 사회적 지위의 보장 및 향상이라는 목적을 지녔다. 한국 정부는 이 제도를 도입하면서 조리인력의 대우에 관한 내용을 배제하고, 식생활 개선을 수행할 인력을 확보하고자 하는 의도를 강조하였다.
시행 초기, 조리사 자격제도는 높은 진입장벽 때문에 제대로 작동하지 않았고, 필요한 만큼의 조리사를 양성하지 못했다. 그럼에도 불구하고 시행 수년 후, 전염병 및 식중독의 발생이 유의미하게 감소하였으며, 이는 일본에서도 동일했다는 점을 볼 때 조리사 자격제도가 일정한 성과를 거두었다고 할 수 있다. 한편, 제도의 시행은 조리사 양성 및 관리 사업의 등장을 촉발하기도 했다.

영어초록

This paper examines the implementation process, significance, and achievements of the cook qualification system which began during the Park Chung-hee administration, through laws and media. The system, which aimed to designate a cook training institution, introduce a license examination, and enforce the hiring of licensed cooks, was implemented through the enactment of the Food Sanitation Act(1962) and the promulgation of follow-up rules to solve food hygiene issues and public health problems that emerged as serious social problems at the time.
The outbreak of food intake-related legal contagious disease and food poisoning incidents, which spread due to the absence of health administration during the Korean War, continued even after the truce. In particular, the number of group food poisoning incidences increased. This was due to the increased population density and expansion of communal feedings that emerged with lifestyle changes. Consequently, the implementation of the cook qualification system was suggested as a solution to this problem.
However, this system was almost identical to the one that had been implemented in Japan before. The primary purpose of the Japanese cook qualification system was also to solve food hygiene issues and public health problems. At the same time, it aimed at incorporating cooking-related labor force into the public curriculum, guaranteeing and improving the social status of cooks. When the Korean government introduced this system, it excluded the treatment of cooking-related labor force. In addition, the intention to secure manpower to improve national dietary life was emphasized.
In the early stages of implementation, the cook qualification system did not work properly due to high barriers to entry, and did not train Licensed cooks as much as necessary. Nevertheless, several years after implementation, incidences of contagious diseases and food poisoning decreased significantly. Considering that this decrease similarly occurred in Japan, it can be said that the cook qualification system has achieved some results. Meanwhile, the implementation of the system also prompted the development of cook training and management businesses.
