중국 역사교과서의 개편과 자국사 및 세계사의 ‘현대’ 서술 (The Revision of Chinese History Textbook and the “Contemporary” Description of its History and World History)

초록

최근 중국 교육부는 중학교, 고등학교의 사상정치, 어문, 역사 과목에 대한 당 중앙의 요구를 관철하기 위해 전국 학교에서 통용되는 교과서인 ‘통편 교재’를 사용하고, 중학교 교과서를 개발한 기초위에 고등학교 교과서를 일률적으로 편찬했다고 밝혔다. ‘통편 교재’는 시진핑의 ‘신시대 중국특색의 사회주의 사상’을 구현하고 중화 우수 전통문화를 널리 알리기 위함이라고 강조하고 있다.
‘통편 교재’를 사용하는 사상정치, 어문, 역사 중 역사교과서는 차세대의 역사인식 형성에 가장 큰 영향을 주는 직접적인 매체라 할 수 있다. 역사교과서는 국가의 정체성과 미래 구상을 진단할 수 있으며 주변국의 상호 이해를 위해서도 중요한 의미를 갖기 때문이다.
중국이 교과서를 통해 국가의 의지를 전달하고자 국정화로 전환하여 시행하고 있는 시점에서 중국 미래세대의 역사 인식에 대해 고려하지 않을 수 없는 것이다.
2019년 3월을 기준으로 2016년과 2017년 중국 교육부 검정을 통과한 중학교 역사교과서 7·8·9학년 상·하가 모두 간행되었다. 자국사인 7·8학년 『중국역사』 상·하책에 이어 2019년 3월까지 9학년 『세계역사』 하책을 마지막으로 의무교과서가 완간되었다. 새롭게 개편된 중국 역사교과서는 중국 당대 정치 및 사회 현황과 최신 연구성과를 갱신하여 반영하였음을 알 수 있다. 특히 9학년 『세계역사』 하권의 경우 2019년 1월 출간된 이래 국내학계에 자세히 다뤄지지 않았다.
이러한 맥락에서 본고는 중국 당대 국가 전략을 가장 많이 서술한 중국현대사에 해당하는 『중국역사』 8학년 하권과 『세계역사』9학년 하권을 집중하여 살펴보았다. 『중국역사』8학년 하권은 중화인민공화국의 성립이후 2017년 10월 제19차 중국 공산당 전국대표대회까지 소개하였다. 특히 ‘중국몽’의 청사진으로서 ‘두 개의 백년’이라는 목표, ‘네 개의 전면적 전략 배치’ 등을 상세히 설명한 뒤 중화인민공화국 성립 100년 때 부강·․민주·․․문명·․․화해의 사회주의 현대화 국가를 이루는 것이 중화민족의 위대한 부흥을 실현하는 것임을 강조하였다. 대외적으로는 ‘인류운명 공동체’와 같은 협력 윈윈을 핵심으로 하는 신형 국제관계를 추구하고 있음을 드러냈다. 전반적으로 중화인민공화국시대를 다루면서 당대 중국의 변화와 국가 이데올로기를 강화하는 현실을 소개하고 있고 중국의 미래 전략과 당 지도부의 국가발전 플랜을 명시하고 있음을 살펴볼 수 있었다.
『세계역사』 9학년 하권에서도 중국은 적극적으로 전 세계 파트너 관계를 발전시켜 각국의 이익을 확대시키고, ‘인류운명공동체’를 건설할 것이라고 부연하였다. 국제사회에서 중국의 정치적․경제적 영향력을 강조하는 가운데 자본주의 체제와 미국에 대한 부정적인 서술 내용이 구판에 비해 많이 추가되었다. 또한 ‘제2차 세계대전의 종결’ 소주제에서 ‘중국 동북, 대만, 팽호열도(彭湖)는 모두 중국으로 귀속된다.’는 서술을 통해 알 수 있듯이 일본이 불법으로 중국 영토를 차지하고 있음을 보여주는 증거를 소개하고 있다. 이어 ‘국제 신질서를 세우기 위한 노력’이라는 소주제에서 중국은 세계 정치의 변화를 적극적으로 추진하여 인류 문제를 해결하되, 중국의 지혜와 중국 스타일로 기여할 것임을 시사한 바와 같이 국제사회에서 중국의 역할의 당위성을 확대할 것으로 전망된다.
이상의 내용을 토대로 개편된 중국 역사교과서는 학생들이 국가의 번영, 민족의 자강을 위해 자발적인 충성을 유도하도록 설계되었음을 확인할 수 있다.
중국 중고등학생들이 민족의 자신감과 자존감이 중시되는 가운데 애국주의를 강조하는 역사교과서를 지속적으로 배운다면 그들이 차세대 리더가 되었을 때 동아시아 교류와 협력에 방해가 되는 외교적 마찰을 일으킬 수 있다. 따라서 중국의 새로운 역사교과서에 대한 이해를 높이고 지나친 자국사 중심의 역사 서술의 문제점 및 역사 인식의 차이를 극복할 수 있는 학문적 근거에 대한 지식 축적이 필요하다.
아울러 자라나는 미래세대가 좀 더 넓은 시각에서 세계를 이해하고, 주변국을 존중하여 새로운 미래 창조에 앞장설 수 있도록 국내외 학계의 연구자와 교육자들의 학술교류를 지속적으로 확대해야 할 것이다.

영어초록

The Ministry of Education of China has recently announced that it has used the national textbook that is employed in all schools nationwide and compiled high-school textbook based on the foundation of the middle-school textbook, in order to fulfill the demands of the Central Party in regards to Social Political Education, Language, and History courses for middle and high schools. It further emphasizes that the objective of the national textbook is to exercise Xi Jinping’s “Thought on Socialism with Chinese Characteristics for a New Era,” and to promulgate the extraordinary Chinese cultural heritage.
Among Social Political Education, Language, and History national textbooks, History textbook is a direct medium that impacts the historical perception of the next generation the most—because it diagnoses the identity and future plans of a nation and plays a pivotal role to mutually understand its neighboring countries. Now that China is standardizing the textbooks to convey the volition of the nation, it is inevitable to envisage the historical perception of its future generation.
As of March 2019, 7th, 8th, and 9th grade history textbook vol. 1 and vol. 2 were published upon the approval of the Ministry of Education of China in 2016 and 2017. Following the 7th and 8th grade Chinese History vol. 1 and 2, in March 2019, the 9th grade World History vol. 2 completed the compulsory textbooks. The revised Chinese History textbook has updated Chinese politics of time as well as its current social status and recent research outcomes. In particular, the 9th grade World History Vol. 2 has not been assessed in detail in the domestic academia since its publication in January 2019.
In such context, this paper focuses on the 9th grade World History Vol. 2 as well as the 8th grade Chinese History Vol. 2, which is considered as Contemporary History of China as it describes its national strategies of the time the most. The 8th grade Chinese History Vol. 2 describes from the establishment of the People’s Republic of China up to the 19th National Congress of the Communist Party of China held in October 2017. It especially explains in detail the blueprint of the “Chinese Dream” including the objective of “Two Centenaries” and “Four-pronged Comprehensive Strategy”. Then it emphasizes that realizing a socialist modernized nation of Prosperity, Democracy, Civilization, and Reconciliation at the centennial anniversary of the establishment of the People’s Republic of China will be like realizing the great revitalization of the Chinese people. Externally, it reveals that it thrives to establish a new international relationship with the cooperative win-win outcome as its core, such as community of common destiny. Overall, it assesses the era of the People’s Republic of China, introducing the changes of China of the time and the reality of reinforcing its national ideology. Furthermore, it specifies the future strategies of China and the national development plan of the party leadership.
The 9th grade World History Vol. 2 also elaborates that China will proactively establish worldwide partnerships and expand the profit of each country, and then found a “community of common destiny”. As it accentuates the political and economic influence of China in the international scene, it includes negative description of capitalist system and of the United States more so than the older version. Moreover, the statement of “Northeast China, Taiwan, and the Penghu Islands all belong to China” under the subtopic of “The End of the World War II” reflects that it presents the evidence of Japan illegally occupying the Chinese territory. As observed in the implication under the subtopic of “Efforts to Establish a New International Order,” describing how China will proactively promote changes in international politics and solve problems of the mankind with the Chinese wisdom and style, it is expected to expand the justification of the role of China in the international scene.
The revised Chinese history textbook as above has been designed to prompt the students to voluntarily pay allegiance to the prosperity of the nation and strenuous efforts of the people.
If the Chinese middle and high-school students continue to study the history textbook that asserts patriotism while confidence and dignity of the people are emphasized, they may create diplomatic conflicts that impede exchanges and cooperation between East Asian countries when they become the next leaders. Therefore, it is necessary to have a deeper understanding about the revised history textbook and gain more knowledge on the academic grounds that may overcome the differences in historical perceptions and the problems of the historical narratives that are excessively centered around the nation’s own history.
In addition, academic exchanges between domestic and international researchers and educators should be expanded so that the next generation may understand the world with a wider view, respect the neighboring countries, and lead the creation of a new future.
