어디까지가 사실이고 허구인가?-제주신보 김호진 편집국장과 인민군사령관 이덕구 명의의 삐라인쇄사건 기록을 중심으로- (How far is it true and false? : Based on records of the propaganda leaflets under the names Ho-jin Kim, the executive editor of Cheju Sinbo and Deok-gu Lee, the commander of People's Army)

초록

이 연구는 제주신보 김호진 편집국장 등이 1948년 10월 24일 제주읍내에 살포된 것으로 알려진 인민군사령관 이덕구 명의의 선전포고문과 호소문 또는 포고문을 인쇄해준 혐의로 군경 토벌대에 의해 처형당했다는 일화에 대한 기록들이 어디까지가 사실이고 허구인지를 밝혀내기 위해 시도되었다. 이를 위해 이 사건의 내용을 기록한 국내외 16개 문헌을 비교 분석한 결과, 다음과 같은 새로운 사실이 발견되었다.
첫째, 김호진 편집국장 등이 인쇄해 주었다는 삐라(유인물)의 종류는 예상외로 매우 다양했다. 대표적인 것으로 △이덕구 명의의 선전포고문·호소문·포고문 △재산공비의 불온삐라(선전삐라) △무장대 최고 지휘자의 포고문과 담화문 △유격대의 선전(불온)삐라 등을 들 수 있다.
이 가운데 삐라의 내용이 전해지는 것은 일명 인민군사령관 이덕구 명의의 ‘호소문’과 ‘포고문’ 등 두 개이다. 하지만 <이덕구 명의의 포고문>은 여러 각도에서 볼 때, <선전포고문>의 대용품으로 삼기위해 가공해 낸 모조품인 것으로 보인다.
이외에 각종 문헌에 가장 많은 등장하는 <이덕구 명의의 선전포고문>과 기타의 명칭의 삐라들은 처음부터 그 실체가 없었던 것으로 확인되었다. 그렇기 때문에 김호진 편집국장 등이 인쇄해 준 유인물(삐라)는 일명 <인민군사령관 이덕구 명의의 호소문>이 유일하다고 볼 수 있다.
둘째, 김호진 편집국장 등이 처형당한 시기는 지금까지 정설 비슷하게 알려진 10월말경이 아니고, 11월 25일 이후일 것으로 추정된다.
셋째, 이덕구 명의의 삐라를 신문사의 시설을 이용해 인쇄한 것이 사실이라고 한다면, 김호진 편집국장, 조판공장장 공모씨와 직원 양경운 등 3인이 인쇄해 주었다는 가설이 맞을 가능성이 가장 높다.
이를 종합하면, “제주신보 김호진 편집국장 등이 1948년 10월 24일 제주읍내에 뿌려진 인민군사령관 이덕구 명의의 선전포고문과 호소문 또는 포고문을 인쇄해준 혐의로 10월 말경에 처형당했다”는 기록들 가운데 일부는 허구인 것으로 확인되었다.
따라서 이 사건 관련, 사료(史料)의 원형은 다음과 같이 수정·정정되어야 한다.
김호진 편집국장 등은 1948년 10월 24일 제주읍내에 뿌려진 인민군 사령관 이덕구 명의의 호소문을 인쇄해 준 혐의로 군경당국에 체포되어 동년 11월 말경 제주여고 근방에 위치한 박성내 다리 또는 사라봉 근처에서 처형당했다.

영어초록

The objective of this study is to verify whether the record is true or false, to what extent, that a group of people led by the executive editor Ho-jin Kim were executed by the punitive force of the military and police on the charge that they printed the declaration of war and other petition callings and declarations in the name of Deok-gu Lee, the commander of People’s Army. It is known that these materials were distributed over Jeju-eup on October 24, 1948. To this end, 15 documentary records at home and abroad regarding this incident were analyzed comparatively, and as a result, the following facts were newly revealed: First, it turned out that there were more various types of bills (handouts) known to be printed out by a group of people led by the executive editor Ho-jin Kim more than expected. Major examples include △ the declaration of war and other petition callings and declarations in the name of Deok-gu Lee △ disturbing bills (propaganda bills) by Red guerrillas in mountains △ declarations and statements by the chief commander of the formed forces △ (disturbing) propaganda bills by guerrilla units.
Among these, the actual contents that still remain are only of the two: the petition calling and declaration in the name of Deok-gu Lee, the commander of People’s Army. When viewed in various perspectives, however, <the declaration in the name of Deok-gu Lee> seems to be a counterfeit made up as a substitute for <the declaration of war>.
<The declaration in the name of Deok-gu Lee> and other bills called otherwise that appear frequently in various documents turned out to be unsubstantial from the beginning. For this reason, it seems to be certain that the <petition calling> is the only handout (bill) printed out by a group of people led by the executive editor Ho-jin Kim.
Second, it is assumed that the executive editor Ho-jin Kim and his companions were executed sometime after November 25, not around the end of October as stated in general opinions.
Third, if it is true that bills in the name of Deok-gu Lee were printed at printing facilities of the newspaper publishing company, it is most likely that they were printed by the three—the executive editor Ho-jin Kim, Mr. Gong who was the composition plant manager, and the employee Gyeong-un Yang.
In summary, regarding the anecdotes about a group of people led by the executive editor Ho-jin Kim who are known to have been executed by the punitive force of the military and police on the charge that they printed the declaration of war and other petition callings and declarations on behalf of Deok-gu Lee, the commander of People’s Army and that these materials were distributed over Jeju-eup on October 24, 1948, some of these records are false.
Hence, the substantial proposition in historical records regarding this incident needs to be revised and corrected as below: A group of people led by the executive editor Ho-jin Kim were executed arrested by punitive force of the military and police on the charge that they printed petition callings in the name of Deok-gu Lee, the commander of People’s Army, which were distributed over Jeju-eup on October 24, 1948. They were then executed near Bakseongnae Bridge or Sarabong located around Jeju Girls’ High School around the end of November.
