초록

지역문제 해결에서 핵심주체인 지방자치단체는 개인적 차원의 사회적 관심과 참여를 확장시켜 지역사회 공동체 구성원들 간 네트워크를 구축함으로써 협력적 문제해결을 꾀하고 있다. 지역사회 공동체를 중심으로 한 공식적, 비공식적 조직의 네트워크와 협력을 활용한다는 점에서 지역사회 구성원들의 상호협력, 참여, 네트워크, 상호 약속(규범)으로 구성되는 사회자본 개념이 마을의 문제해결을 위한 핵심으로 소환되고 있다.
<신길3동 한뼘공원 만들기> 사업은 서울특별시 녹색서울시민위원회가 추진한 녹색서울실천공모사업의 일환으로서 지역사회 전문가를 허브로 하여 시민단체, 동 주민센터, 공공디자인 및 지역사회 교육 전문가, 관련 시공 업체, 봉사인력과 작업 장소 등을 지원하는 협력 기관들이 네트워크를 구성하였다. 노인대학, 초등학교, 치안센터의 정확한 현황과 필요를 파악하였고, 길거리 홍보와 부스 운영을 통해 마을 구성원들이 디자인, 조성을 위한 손바닥 타일 만들기, 의견 수렴 등에 참여하였다.
사업 시행 결과, 신길3치안센터에 대형 화단, 일러스트 타일 벤치, 타일 기둥이 조성되었고, 새생활장수 노인대학 벽에는 약 가로 15m, 세로 2m의 30 일러스트 타일 벽화가 조성되었다.
설문 분석 결과, 소득수준에 따른 한뼘공원 만들기 사업에 대한 인식 정도의 차이는 소득이 가장 낮은 집단에서 부정적인 답변이 가장 높게 나타났으며, 참여 태도에서도 소득 수준이 가장 낮은 집단에서는 상대적으로 긍정적인 답변이 가장 낮게 분석되었다. 사회자본이 한뼘공원 만들기 참여 경험에 미치는 영향은 신뢰, 네트워크, 규범, 공동체 참여의 모든 하위 요인에서 통계적으로 유의미한 결과를 나타냈다. 참여 태도에 대한 부분은 신뢰, 네트워크, 공동체 참여의 하위 요인들이 유의미한 영향력을 보였다.

영어초록

A local government is the main agent in solving local problems, and it purses to solve the problems through cooperation by building social networks between the members of the local community that broadens social interests and participations of the individual members. Since the concept of social capital is to utilize the cooperations between the formal and informal groups of networks, with local communities at its heart, social capital has become the key to solve local problems. This is especially true as social capital is formed with cooperations, participations, networking, mutual agreements and norms of the members of local communities.
The project of making a ‘handspan’ park in Shingil 3-dong is pursued as parts of Green Seoul Implementation Public Funding Project by the Green Seoul Citizen Committee of Seoul Metropolitan city. With a local community expert as the communication hub, a network has been formed for the project that include a civic group, a local community centre, experts in space design and education for local community, construction firms and other cooperative organizations that provide volunteers and the venue. The status of the colleges for senior citizens, elementary schools, and community security centres in the neighbourhood is studied to gauge the needs to build more. Through launching street promotions and opinion-gathering booths, community members have participated in the design of the park let alone making tiles themselves for the park grounds and formed opinions on the overall procedure.
As a result, a big flower garden, tiled benches and tiled columns are built in Shingil 3-dong Community Security Centre and a tiled mural of large size, xxm by xxm, is added to the wall of Neo-Longevity Senior Citizen’s College. According to the survey on the recognition of the project of making a ‘handspan’ park in Shingil 3-dong, based on the income level, the group with the lowest income answered negatively at the biggest rate. Similarly, the low-income group answered least positively for questions about participation attitudes. The impact of social capital on the participation experience of the ‘handspan’ park project is statistically significant in all sub-factors such as Trust, Network, Norms and Participation of community. Meanwhile, the impact of social capital on the participation attitude of the project is statistically significant in sub-factors such as Trust, Network and Participation of community.
