초등학교 목적사업비 배분의 형평성 분석 (An Analysis of the Equity in the Allocation of Elementary School Categorical Grants)

초록

이 연구는 2022년 충북교육청이 공립 초등학교를 대상으로 학교에 배분한 목적사업비 중 교수학습활동지원비와 교육복지비의 수평적 형평성과 수직적 형평성을 편차계수, 분산분석, 다층모형, 다중회귀모형을 사용해 분석했다.
분석 결과, 첫째, 학교 수준에서 학교 규모별로 목적사업비의 규모를 단순 비교한 수평적 형평성에서 교수학습활동지원과 교육복지 목적사업비는 학교간 편차가 크게 나타났다. 둘째, 방과후 자유수강권 비율이 상대적으로 높은 학교군(저소득층 학생 비율이 높은 학교군)과 낮은 학교군(저소득층 학생 비율이 낮은 학교군)의 목적사업비를 비교 분석한 결과, 13학급 이상 규모의 학교에서 저소득층 비율이 높은 학교군이 교수학습활동지원과 교육복지 목적사업비를 더 적게 배분받은 것으로 나타나 수직적 형평성의 관점에서 문제로 보인다. 셋째, 다층모형과 다중회귀모형을 사용해 수직적 형평성을 분석한 결과, 학교의 방과후 자유수강권 수혜 학생 비율이 높을수록, 특수학급이 많을수록 교수학습활동지원 목적사업비가 증가했다. 교육복지 목적사업비는 학교의 방과후 자유수강권 학생 비율과 특수학생 수가 증가할수록 늘어났으며, 학교가 속한 교육지원청(시·군)의 가구 평균 월소득이 증가할수록 교육복지비가 낮게 나타나 수직적 형평성 관점에서 긍정적이었다. 교육적 필요가 높은 학생에게 더 많이 목적사업비가 배분되었다는 분석을 뛰어 너머 향후 수직적 형평성을 충족하기 위해서는 어느 정도 교육비가 추가적으로 더 필요한지에 대한 연구가 수행될 필요가 높다.

영어초록

This study analyzes the horizontal and vertical equity of the categorical grants allocated by the Chungcheongbuk-do Office of Education to public elementary schools in 2022. Specifically, it examines the equity of grants designated for teaching and learning activity support and educational welfare. The analysis employs coefficient of variation, analysis of variance (ANOVA), multilevel modeling, and multiple regression modeling.
The results of the analysis are as follows: First, the analysis of horizontal equity, which compared the size of categorical grants by school size at the school level, revealed significant discrepancies between schools for grants designated for teaching and learning support as well as educational welfare. Second, a comparative analysis of categorical grants between schools with relatively high and low percentages of after-school program free vouchers (a proxy for the proportion of low-income students) indicated that schools with 13 or more classes and a higher proportion of low-income students received less grants for teaching and learning support and educational welfare. This finding suggests an issue from the perspective of vertical equity. Third, the analysis of vertical equity using multilevel modeling and multiple regression modeling showed that the higher the proportion of students benefiting from after-school program free vouchers and the greater the number of special classes, the higher the amount of categorical grants allocated for teaching and learning support. For educational welfare categorical grants, the increase in the proportion of students with after-school free vouchers and the number of special needs students correlated with higher allocations. Furthermore, educational welfare grants decreased as the average monthly household income in the school district increased, which is positive from a vertical equity perspective.
Beyond the analysis indicating that students with higher educational needs received statistically significant higher allocations of categorical grants, further research is necessary to determine the additional amount of educational funding required to meet the needs of the low socio-economic status students in order to satisfy vertical equity in the future.
