비/국민의 차별과 배제－재일한센인의 수기와 한일 요양소 기행 (Discrimination and exclusion of non[非]/people : The autobiographical records written by Korean Hansens Disease Patients residing in Japan, and Journey essays to the leprosarium by Korean and Japanese )

초록

이 글에서는 ‘나병 계몽 잡지’ 『새빛』에 수록된 재일한센인의 수기(手記)와 한일 한센병 요양소 기행문에 주목한다. 수기와 기행문을 기록한 주체들은 서로 다른 위치에 있는 사람들이었다. 재일한센인의 수기가 일본에 거주한 한센인들이 남긴 자전적 기록이라면, 한국과 일본의 한센병 요양소 기행문은 의학계, 종교계, 출판계 인물들이 양국의 요양소를 다녀온 후 감상을 덧붙여 쓴 보고서이다.
『새빛』 1965년 6월호에는 ‘일본 장도애생원 한국인동지회’(1965.4.22)가 보낸 「在日僑胞 患友의 呼訴」라는 글을 게재해 “韓國人이라는 까닭으로 實際로 差別待遇를 받고 있”는 재일한센인들의 실상을 알렸다. 이어서 ‘在日僑胞患者의 生活記錄’ 혹은 ‘在日僑胞 患友 手記’라는 코너를 마련해 장도애생원(長島愛生園)과 읍구광명원(邑久光明園) 등지에 거주한 재일교포 한센인들의 생활을 소개했다. 이 ‘生活記錄’ ‘手記’에는 식민지 조선에서 일본으로 건너간 한센인들의 생존 투쟁과 투병 생활이 담겨 있는데 그 중의 일부는 『외딴 섬－孤島:在日韓國人癩患者들의 生活手記』(1961)의 글들을 다시 게재한 것이다.
재일한센인들의 ‘생활기록’에서 우리는 다음 두 가지 점에 우선 관심을 둔다. 이 기록은 일본에서 조선인이자 한센인으로서 차별과 배제의 경험에 대한 상세한 보고라는 점이다. 재일한센인들의 자전적 기록은 국민이면서 국민이 아닌 존재, 혹은 국민이 아니면서 국민이라고 할 수 있는 경계인, 즉 비/국민의 위치에서 발언한 것이기에 더욱 예민한 논점을 제기한다. 오랜 동안 연재된 川野順의 『在日僑胞 患友 手記:荊棘의 半生記』(1971; 1973.2∼1974.10)에서 그 한 단락을 읽을 수 있다. 다음으로 한센인들의 자기서사는 발병 전과 후의 체험을 지진과 식량 부족, 중일전쟁, 태평양전쟁, 해방과 한국전쟁 등 재난의 상황과 함께 서술되어 있는 것이 특징이다. 질병이 악화되는 과정을 재난이 야기한 현실의 고통과 교차 서술한다. 그런 점에서 한센인의 자전서사에서 재난은 단순한 은유가 아니라 한센병에 걸린 몸을 가리키는 다른 말이다.
잡지 『새빛』 발간 이후, 한일 한센병 관계자들 간의 교류는 더욱 활발하게 진행되었다. 이 시기, 한국과 일본의 한센병 관계자들이 남긴 요양소 기행문은 한일 한센인 요양 시설의 상황을 접할 수 있는 기회를 제공한다. 柳駿의 「日本의 癩病을 보고」(1965.6∼9)와 辛定夏의 「日本癩界見聞記」(1968.6∼10)는 일본의 요양소 및 기관을 탐방해 관계자들과 나눈 이야기를 기록하였다. 한편, 濱野規矩雄의 「韓國의 癩病」(1965.7∼9)과 山崎宗太郞의 「韓國 癩園 訪問記」(1969.8∼1970.4)에서는 한국의 나병 관리정책 및 정착촌 사업 등에 관해 언급하였다.
바깥에서 본 한국과 일본의 한센병 요양소 풍경은 어떠했을까. 그들이 외국인의 눈으로 기록한 양국의 요양소 풍경은 실제 현실과 어떤 차이가 있었을까. 이 물음은 양국의 한센병/한센인 연구가 진척되면서 차츰 응답할 수 있길 기대한다.

영어초록

The study focuses on the daily notes written by Korean Hansen's Disease patient[HDP] residing in Japan, and the travel essays to the leprosarium, which are in Korea and Japan. Those were included in the ‘Leprosy Enlightenment magazine’ THE VISION. The subjects who recorded the notes and the articles were people in different positions. The memoirs of the daily notes are autobiographical records left by Korean HDPs residing in Japan. On the other hand, the travel reports to a leprosarium in Korea and Japan are that were written by Korean and Japanese people involved Hansen’s disease who added impressions after visiting organizations in both countries.
In the June 1965 issue of the magazine THE VISION published an article titled Appeal of Korean Japanese by the Nagashima-Aiseien Korean Friend Association(1965.4.22), which reported the reality of the Korean people who discriminated against for being Korean. The magazine also introduced the lives of Koreans living in Japan, including Nagashima-Aiseien[長島愛生園] and Oku-Komyoen[邑久光明園]. The daily records describe the survival of HDPs who moved to Japan from colonial Korea, and the life of fighting the disease, some of which reprinted the writings of The Lonely Island(1961).
In the record life of Korean Japanese with Hansen’s disease, we first pay attention to the following two points: The record is a detailed report of the experience of discrimination and exclusion as a Korean and HDP in Japan. The autobiographical records of the Korean Japanese raise a more sensitive point because they spoke from the position as the Non[非]/people, which is the boundary of the people, not the people, or the people, who are not the people.
One paragraph can read in A half-life of hardship[荊棘의 半生記](1973.2∼1974.10) by Kawano Jun[川野順]. Next, Hansen’s disease patient self-description shows pre/post disease occurrence experiences with disasters such as earthquakes and food shortages, the Sino-Japanese War, the Pacific War, liberation, and the Korean War. They cross-narrated the process of the deterioration of a disease with the suffering caused by disasters. In this regard, in Hansen's disease patient autobiography, disasters are not just a metaphor, but another term referring to the sick body.
Since the publication of the magazine THE VISION, exchanges between Hansen's disease officials in Korea and Japan have been more brisk. A trip to a nursing home by Hansen's disease officials in Korea and Japan provided an opportunity to experience the situation at care facilities for HDPs in Korea and Japan. Yoo Jun[柳駿] and Shin Jeong Ha[辛定夏], they toured sanitarium and recorded conversations with officials in Japan. Meanwhile, Hamano Kikuo[濱野規矩雄] and Yamazaki Sotaro[山崎宗太郞] refer to leprosy management policy and settlement projects in Korea.
How was the view of leprosarium in Korea and Japan from the perspective of the outside? What difference did the scenes of leprosarium in Korea and Japan recorded in the eyes of a foreigner differ from a realistic situation? The question expects to be answered through progressing researches on Hansen’s disease/HDP in both countries. This consideration leaves for a further task.
