초록

Joseon hurried up to push for the enactment of a bill related to welfare aiming to quickly cope with confusion according to a change in dynasty right after the establishment and to stabilize public sentiment. Jeong Do-jeon(鄭道傳）and others, who had led the political situation in an early stage, arranged a system of operating welfare that focused primarily on an economic issue. Through this, it was tried to maximally protect even a criminal within a possible limit, targeting the social weak and the poor. And, its relevant bills were contained in GyeongGukDaeJeon (經國大典)，which is the initial code of laws. However, because of having failed to rightly liquidate the past remnants, it was operated with a double or multi-layered structure such as the upper part relying on the law or system that was enacted based on an ideology of Neo-Confucianism, and the lower part relying on Buddhist temple or monk, and the Shaman in folk religion. When literally leaving this alone, it was highly possible to come to confront great confusion. In particular，it also could lead to a trouble for new dynasty to achieve the pursued ideological goal. Also, due to having been concentrated on an economic issue，it brought about a result that increases only excessive dependency on a nation. Accordingly, the education(敎化）through courtesy was desperately needed in a bid to make it possible to proceed with living while fulfilling reason, which needs to be naturally observed，in addition to an economic aid. Due to this，in the process of compiling GyeongGukDaeJeon that was aimed to establish the basis of a ruling system, it was arranged an opportunity, in which the provisions related to welfare were greatly compiled in Yejon. GyeongGukDaeJeon needs to be supplemented as the partial text in Daejeonsokrok(Expanded National Code，大典續錄）centering on Yejon, but implemented a welfare system that allows human life to be managed even minimally focusing on the social weak or the alienated bracket over the whole sphere in Living- Old-Sickness-Death(生老病死). A welfare system, which was established on the basis of the laws in GyeongGukDaeJeon, was equipped with a new aspect while being dominantly realized especially by the nation`s administrative organization over the whole sphere. The newly-established operating network was transformed into the concentrated system up and down, not with a form of the upper part by national organization and a government official, and of the lower part of including religion and folk religion. The operating core at that time is the administrative organization, and a government official in charge of the field. And, that directly became the basis of a welfare system in Joseon.
