러-우 전쟁과 러·북 밀착 관계가 한·미·일 삼각관계에 미치는 영향과 시사점 (The impact and implications of the Russia-Ukraine war and the deepening of North Korea-Russia relations on the South Korea-U.S.-Japan strategic triangle)

초록

러-우 전쟁에 따른 러·북 밀착 관계는 국제질서 및 한반도 지역균형의 구조적 변화를 촉발하며 한·미·일 전략적 삼각관계 변화를 추동하고 있다. 러-우 전쟁 발발 이후 러·북 간 국가이익(national interest) 일치는 양국의 관계 발전으로 이어졌으며, 이는 한반도와 한국, 일본을 비롯한 역내 국가들의 안보위협 가능성을 증대시키는 결과로 작용하였다. 이에 따라 러·북 밀착 관계에 직접적인 영향을 받는 한국과 일본 양국의 전략성이 강화되면서 한·미·일 3개국의 공조로 이어질 수밖에 없는 환경을 조성하고 있다는 것이 본 연구의 주장이다. 따라서 본 연구는 이러한 주장에 대한 두 가지의 연구가설을 제시하였고, 로웰 디트머(Lowell Dittmer)의 전략적 삼각관계의 이론적 관점으로 가설을 검증 및 연구목적을 달성하고자 하였다.
그 결과, 주요한 점은 한반도 변화에 핵심적이고 직접적인 영향을 받는 국가인 한국과 일본은 북한과 러시아와의 밀착 관계로 인한 대외적 불확실성이 더 높아진 상황에서 안보 위협에 대응하기 위해 대립적 관계에서 벗어나 전략적인 관계 재정립에 나섰다. 즉 북한과 러시아의 밀착 관계는 한·일 양국의 안보 불안정성을 증강시키는 요인으로 작용하면서 러·북 밀착 관계에 따른 위협에 대응하기 위해 양국 관계를 중시하는 전략적인 입장으로 선회하면서 이들의 관계는 우호적으로 변화하였다. 나아가 이는 구조적 측면에서 기존 로맨틱 삼각관계의 한·미·일 삼각관계를 삼자공존관계로 변화시켰다고 볼 수 있다. 따라서 한국은 2022년 2월 발발 이후 3년을 넘긴 러-우 전쟁과 그에 따른 러·북 간 관계 심화에 대한 동향을 지속적으로 분석 및 수집하여 이러한 안보위협에 대응해야 할 것이다.

영어초록

The deepening of North Korea-Russia relations in the wake of the war between Russia and Ukraine is triggering structural changes in the international order and regional balance on the Korean Peninsula, and is driving changes in the South Korea-U.S.-Japan strategic triangle. Since the outbreak of the war between Russia and Ukraine, the convergence of national interests between North Korea and Russia has led to the development of bilateral relations, which has increased the potential for security threats to the Korean Peninsula and other countries in the region, including South Korea and Japan. Accordingly, this study argues that the strengthened strategicity of both South Korea and Japan, which are directly affected by the evolving relationship between North Korea and Russia, is creating an environment that is bound to lead to trilateral cooperation between South Korea, the United States, and Japan. Therefore, this study proposes two research hypotheses in response to these arguments, and uses Lowell Dittmer's theoretical perspective of the strategic triangle to test the hypotheses and fulfill the research objectives.
As a result, The main finding is that South Korea and Japan, as key and directly affected countries by the changes on the Korean Peninsula, have moved from a confrontational relationship to a strategic one in order to respond to security threats in the face of heightened external uncertainty caused by the evolving relations between North Korea and Russia. In other words, while the evolving relations between North Korea and Russia acted as a factor that increased security instability in South Korea and Japan, their relationship became friendly as they shifted to a strategic stance that emphasized bilateral relations in order to respond to the threats posed by the relations between North Korea and Russia. Furthermore, it can be seen as a structural transformation of the existing romantic triangle into a trilateral coexistence relationship. Therefore, South Korea should continue to analyze and collect trends on the Russian-Ukrainian war, which has been over three years since its outbreak in February 2022, and the subsequent deepening of relations between North Korea and Russia to respond to these security threats.
