커뮤니티 아트 유형 개발 전략과 네트워크 모형 연구 - 경기 북부지역 사례를 중심으로 - (Strategy research upon developing models for a community art and networking - With focus on the example of the Northern Area of Gyeonggi-do Province -)

초록

본 연구는 커뮤니티 아트의 효과적인 정책 추진 및 지속적이며 자생적인 동력의 선순환 시스템을 제시하는데 목적이 있다. 커뮤니티 아트의 진흥과 정책의 실효성을 거두기 위해 다음과 같은 내용을 제시하였다. 종래의 지원 정책에서 유지하고 있는 지원 방식과는 달리 지역 대상 커큐니티 아트 사업의 추진을 위한 정책적 입안과 설계의 방법론으로 전략적 기획(Strategig planning) 방식을 적용하였다. 첫째, 지역을 중심으로 환경 분석, 수요 조사, 수요 종합분석의 논리적이고 합리적 방법을 통해 지역의 커뮤니티 아트 프로젝트를 유형별로 도출하고, 지역적 환경과 특수성에 기반한 커뮤니티 아트의 유형별 전략목표와 추진 전략의 모형을 경기북부지역의 실증적 사례로 제시하였다. 둘째, 지역의 커뮤니티 아트의 활성화와 자생적이고 지속가능한 방법론으로 커뮤니티 아트 지원센터의 설립, 운영의 모형을 제시하였다. 지원 사업의 수혜자 입장에서 나타나는 공공지원 정책의 의존성 문제를 극복하고 지역 내부의 동력을 지속적으로 유지하여 공적 지원사업의 종료 이후에도 지역 내에서 스스로 커뮤니티 활성과 발전이 이루어지는 것이 무엇보다 중요하기 때문이다. 향후 본 연구를 바탕으로 정책 영역에서의 커뮤니티 아트 중장기 발전계획과 지역의 지속가능한 자생적 노력이 더해진 네트워크로서의 커뮤니티 아트센터로 발전되기를 기대한다.

영어초록

The purpose of this study is to present the effective policy promotion of community art, and the virtuous cycle system of continuous and spontaneous engine virtuous cycle system of an engine. This study presented the contents as follows in a bid to reap the effectiveness of promotion and policy of community art. Unlike the supporting method maintained by the existing supporting policy, this study applied the Strategic Planning method as a policy planning and design methodology for promoting community art project targeting regions. First, this study deducted the regional community art project by type through the logical, reasonable method of environmental analysis, demand survey and comprehensive analysis of demand centering on a region, and presented the strategic goal of community art by type based on regional environment and specificity, and a model of the promotion strategy with an empirical case of the norther region of Gyeonggi-do Province. Second, this study presented a model of establishment and operation of a community art center through the regional community art revitalization, and spontaneous, sustainable methodology. That’s because it’s more important than anything else for community activity & development to be achieved by itself in a region even after the public supporting project termination by overcoming the dependency problem on a public supporting policy, which is shown from the position of a beneficiary of a supporting project, and by continuously maintaining the engine of the inside of a region. It is hoped that a community art cent could be developed into the one as a network added by the medium and long term development plan for community art in a policy area, and sustainable spontaneous efforts of a region on the basis of this study for the time to come.
