북아일랜드 통합교육이 한반도 평화교육에 주는 함의 (Implications of Integrated Education in Northern Ireland for peace education on the Korean Peninsula)

초록

본 연구는 한반도형 평화교육 모델을 개발하기 위한 첫걸음으로 오랜 시간 분쟁과 갈등을 겪었으나 교육을 통해 평화의 문화를 만들어내고 평화를 정착시키려고 노력하는 사례를 북아일랜드의 통합교육 경험을 중심으로 살펴보았다. 이를 통해 향후 우리나라 평화교육이 나아가야 할 방향을 찾는 한편, ‘한반도형 평화교육’ 모델을 구축하는데 필요한 시사점을 찾는 것이 본 연구의 궁극적인 목적이다. 그 결과 북아일랜드의 통합교육 사례가 한반도 평화교육에 주는 시사점을 다음과 같이 도출하였다.
첫째, 분단의 사회화, 사회화를 통한 분단의 재생산을 멈추고 평화의 사회화, 탈분단의 사회화가 ‘지금’, ‘여기’에서 시작되어야 한다. 둘째, 북아일랜드의 통합교육운동은 학부모들이 전면에 나서서 내 아이를 위해, 내가 속한 지역공동체를 위해 모두가 배제되지 않고 차별받지 않는 아래로부터의 공교육 개혁을 이루어낸 성공적인 사례로 평가할 수 있다. 교육으로 평화를 구현하려는 시도는 정부, 교육전문가, 지역사회 구성원, 학부모, 학생에 이르기까지 모든 교육 주체들의 역량과 열정, 의지가 결집되어야 비로소 의미있는 성과를 도출할 수 있음을 알 수 있다. 셋째, 북아일랜드 통합교육은 유네스코를 비롯한 국제사회가 추구하는 보편적 가치와 민주적 포용성을 지향하는 교육을 실현했다. 넷째, 분쟁 시기에 종파분리주의로 분단된 사회를 극복하기 위해 적극적으로 장려되었던 통합교육이 오히려 평화협정 체결 이후에 경직되었을 뿐만 아니라 그 의미가 퇴색된 상황을 통해 우리의 평화교육 역시 종전선언 또는 평화협정과 같은 정세의 변동에 따라 목표와 성격의 변화가 요청될 것임을 알 수 있다.

영어초록

As the first step to developing a Korean peninsula-type peace education model, this study looked at the case of efforts to create a culture of peace and establish peace through education, focusing on the experience of integrated education in Northern Ireland, despite long-standing conflicts and conflicts. Through this, the ultimate purpose of this study is to find the direction that Korea’s peace education should go in the future, and to find the implications needed to build a model of ‘Korean Peninsula-style peace education’. As a result, the following implications were derived from the case of integrated education in Northern Ireland for peace education on the Korean Peninsula.
First, the socialization of division and the reproduction of division through socialization should be stopped, and the socialization of peace and the socialization of de-division should start from ‘now’ and ‘here’. Second, the integrated education movement in Northern Ireland can be evaluated as a successful case in which parents took the lead and achieved public education reform from the bottom up, in which everyone is not excluded and discriminated against for their children and the local community to which they belong. It can be seen that attempts to realize peace through education can produce meaningful results only when the capacity, passion, and will of all educational subjects, including the government, education experts, community members, parents, and students, are combined. Third, integrated education in Northern Ireland realized universal values and democratic inclusiveness pursued by the international community, including UNESCO. Fourth, integrated education, which was actively encouraged to overcome a divided society due to sectarian separatism during times of conflict, not only stiffened after the signing of the peace treaty, but also lost its meaning. It can be seen that our peace education will also require changes in its goals and character according to changes in the situation, such as the declaration of the end of the war or a peace treaty.
