일본의 독도편입과 한국의 항의 부존재에 대한 역사적 검토 (Historical Review on Japan's Annexation of Dokdo and Korea's Protest Absence)

초록

나가시마 히로키(永島広紀)는 통감부 시기를 한일 사이의 외교가 내정이 되는 시기로 판단하였다. 통감부는 내정화의 핵심 기구인 것이다. 즉 통감부를 통해 한일간 모든 외교문제는 원활하게 소통할 수 있는 구조가 되었다고 본 것이다. 이에 따라 일본의 독도 편입에 대해 한국은 손쉽게 항의할 수 있었음에도 불구하고 항의하지 않았다고 단정지었다. 나아가 항의하지 않은 것은 곧 묵인이라는 주장이다. 이에 대한 근거로 한일 사이의 교섭 상대가 되는 부서의 왕복 문서를 제시하고 있다.
본 연구는 이러한 나가시마의 주장을 역사적 관점에서 검토한 것이다. 그 결과 통감부는 일본이 한국의 내정에 대해 점진적으로 ‘간섭’, ‘주도’, ‘장악’해 간 침탈기구였음을 확인하였다. 통감부 설치 이후 한일 양국은 대등한 관계를 유지한 것이 아니라 한국이 일본의 내정에 예속되어 갔다. 이러한 상황에서 양국의 교섭 상대가 대등하게 성립했을 가능성은 없다. 이는 한일간 왕복문서의 내용에서도 확인되었다. 당시 왕복문서에는 공무에 관한 내용보다는 사적이고 사소한 문제만 거론되었고 양방향 소통이 아니라 일방적인 부탁 혹은 요청이 전부였다. 또 고종에 의한 ‘황실외교’ 역시 일본의 감시와 방해 속에서 잠시 존재했었지만 이마저도 ‘궁금령’에 의해 유명무실해졌다. 이처럼 한국은 불법 부당한 통감부의 한국 내정 장악에 의해 어떠한 저항도 할 수 없었다. 또 일본은 한국에게 독도 편입 사실조차 공식적으로 고시하지 않았다. 고시하지 않은 사실에 대해 항의하지 않았다고 주장하는 것은 어불성설일 뿐이다.

영어초록

Nagashima Hiroki believed that when the period of the residency-general would come, the diplomacy between Korea and Japan should be handled by domestic administration. The residency-general is described as a core organization of this domestic administration system. In other words, it was considered that in terms of any of the diplomatic matters between Korea and Japan, the residency-general should be in charge as a channel of peaceful communication. He, consequently, got to predicate that regarding Japan's Dokdo incorporation, Korea hadn't tried to protest even when Korea still had a chance to protest without hesitation. He, after all, is arguing that Korea's protest absence is equivalent to acquiescence. In order to support his own argument, he has been offering correspondences between these departments as evidence which had been working as negotiation opposites between the two countries.
This study looked into such arguments of Nagashima from a historical perspective. The findings, as a result, confirmed that the residency-general was the encroachment organization that had gradually 'interfered', 'manipulated', and 'dominated' Korean domestic administration. It was learned that since the establishment of the residency-general, the both nations, Korea and Japan, had not been equal in their relations while Korea was put under the control of Japanese domestic administration. Taking that into account, there is only a slim chance for the both nations' negotiation opposites to be approved equally. That was what has been also confirmed in the contents of Korea-Japan correspondences. In the correspondences of those times, rather private, trivial matters than official ones were mentioned, and to top it off, it was not two-way communication but merely unilateral requests or demands. Add to that, as for 'the imperial family diplomacy' by King Gojong as well, it ended up being nominal by 'the palace prohibition' after it had existed for a while in the midst of Japan's vigilance and interruption. As described so far, Korea was unable to protest in any way against the residency-general's unlawful, unjust domination over Korean domestic administration. Not only that, Japan didn't provide Korea with any official notification of Dokdo incorporation. It is only believed to be lack of logic when you want to blame others for their not having protested against something which you hadn't notified of in the first place.
