한･일 중･고교 역사 교과서의 ‘위안부’ 서술 비교 (A Critical Review of Comfort Women Descriptions in Korean and Japanese Middle and High School History Textbooks)

초록

‘위안부’ 문제를 둘러싼 한･일 간 인식 차이는 정치 지도자들과 언론계 등의 오피니언 리더들은 물론 일반 시민들 사이에서도 광범위하게 나타나고 있다. 이처럼 과거사에 대한 관련국(가해국과 피해국)의 현저히 다른 인식이 현재의 정치･외교 상 첨예한 갈등 요소가 되고 있을 때, 역사 교과서는 그 문제를 어떻게 서술해야 하는가? 한국과 일본의 중･고교 역사 교과서는 동일하게 검정제도로 발행되고 있지만, 일본군 ‘위안부’ 서술을 둘러싼 상황은 많이 다르다. 한국은 집필 기준(2011년)과 교육 과정(2015년)에 일본군 ‘위안부’를 명기하고, ‘위안부’의 연령과 규모에 대한 일정한 기술 지침을 제시하는 등 서술을 강화하려는 경향을 보이고 있다. 반면 일본은 정치･사회적 압력으로 관련 서술이 약화되는 추세 속에서, 학계와 관련 단체로부터 비판을 받고 있는 정부의 견해를 기술하라는 요구까지 받고 있다.
화해는 고통스런 과거를 점차 망각하는 것이 아니라 어떤 식으로든 책임을 묻는 과정을 포함해야 하며, 이를 통해 가해자가 마땅히 치러야 할 대가를 치러 사태를 바로잡고 사회에 다시 통합될 수 있게 해야 한다. 이 점에서 마나비샤의 중학교 교과서와 짓교출판사의 고교일본사처럼 교과서 집필자들의 고민과 분투로 일본군 ‘위안부’의 역사적 실태와 최근 동향에 대해 상당히 균형 잡힌 서술이 이루어지고 있는 사실은 분명히 평가받아야 한다. 그러나 보다 일반적이고 광범위한 수준에서 갈등을 해소하고 화해로 나아가기 위한 서술이 이루어지기 위해서는 일본의 정치･사회적 분위기의 변화, 그것의 제도적 결과인 검정 기준의 변경이 필요하다.
한국 사회에서 일본군 ‘위안부’는 비교적 최근에 사회적 의제로 등장해서 진상이 밝혀지고 있는 과정에 있기 때문에 잘못 알려진 부분과 오해, 편견 등이 적지 않다. 이런 요인들로 인해 형성된 선입견－근로정신대와 일본군 ‘위안부’의 관계 등－에서 벗어나고, 한일관계만이 아닌 보다 보편적인 관점에서, 현재 세계 도처에서 자행되고 있는 여성에 대한 체계적이고 조직적인 폭력의 역사적 선례로서 이 문제를 서술할 필요가 있다.
나아가 한국과 일본의 교과서 집필자들이 양국 교과서의 관련 내용을 검토하고 일본군 ‘위안부’ 문제를 어떻게 기술한 것인가에 대해 논의하여, 이에 대한 서술 권고안을 마련해 볼 필요도 있다. 12.28 한일 합의를 둘러싸고 양국 정부 사이의 이견이 확대되고 있는 지금, 민간 차원의 이러한 활동이 갈등을 해소하고 화해로 나아가는 긴 도정의 마중물이 될 수 있을 것이다.

영어초록

The difference between Korea and Japan in perceiving the Japanese military "comfort women" issue is emerging not only among political leaders and government offices, but more extensively among opinion leaders including journalists as well as the general public. When an aggressor nation's perception of a past wrongdoing starkly differs from that of a victimized nation and even functions as a current source of political and diplomatic conflict, how should the issue be covered in history textbooks? Middle and high school history textbooks in Korea and Japan are both published through a screening system, but there is an obvious difference in the criteria each country applies toward descriptions regarding the Japanese military comfort women. In Korea, the criteria for textbook authoring (2011) and teaching the curriculum (2015) shows indications of reinforcing comfort women descriptions by stipulating the inclusion of such descriptions and suggesting certain (descriptive) guidelines regarding the age and the number of comfort women. In Japan, on the other hand, political pressure and social pressure has been diluting descriptions about comfort women in textbooks. This has even led to requests for the inclusion of government opinions on the issue, and such requests have been criticized by scholars and related organizations.
Reconciliation is not to gradually forget about a painful past. It needs to be accompanied by a process that determines the entity responsible for the pain. And through such a process the perpetrator must atone in order to bring closure and facilitate social unification. In that sense, the travails and struggles that authors go through to offer a balanced description of the historical reality behind the Japanese military comfort women and recent developments associated with the issue should be highly regarded, including the efforts of the authors of Manabisha's middle-school history textbook and Jikkyo's high-school Japanese history textbook. Yet, creating descriptions aimed at achieving a broader and general degree of conflict resolution and reconciliation requires a change in Japan's socio-political atmosphere that would result in a change in Japan's textbook screening criteria.
Because the comfort women issue somewhat recently emerged as a topic of discussion in Korean society and is still undergoing investigation, the issue continues to be surrounded by a considerable amount of misconceptions and misunderstandings. Descriptions about the issue must therefore break away from such misconceptions, for example, regarding the difference between comfort women and the Korean Women's Labor Corps. They should instead be featured through a more general perspective that goes beyond Korea-Japan relations as a historical case of systematic, organized violence against women, which is still being committed all over the world.
In addition, textbook authors in Korea and Japan should together review how the comfort women issue is being described in textbooks from both countries, discuss how the issue should be described, and come up with a jointly devised guideline for descriptions about the issue. At a time when the Korean and Japanese government are drifting further apart from one another on how they each regard the comfort women agreement made on December 28, 2015, civilian exchanges like discussions between Korean and Japanese textbook authors should be able to serve as priming water for the lengthy process headed toward conflict resolution and reconciliation.
