조선 후기 水原府留守의 문서 행정 연구 (A Study on Document Administration of Suwon-bu during the Late Joseon Period)

초록

본 논문에서는 수원부유수 관련 고문서와 수원부유수 서유구가 기록한 『華營日錄』을 통해 조선 후기 수원부유수의 문서 행정을 살펴보았다. 1793년(정조 17)에 정조가 수원부에 정2품 유수를 임명하면서 수원부의 문서 행정은 변화하였다.
국왕은 수원부사에게 임명장인 告身과 군사권을 운용하는 내용이 수록된 密符諭書를 내렸지만, 수원부유수가 임명된 이후에는 고신·밀부유서와 함께 敎書를 내려주었다. 국왕이 수원부유수에게 명령할 때에는 승정원의 有旨를 통해 국왕의 명령을 전달하였다. 수원부유수가 국왕에게 上達하는 경우에는 사안에 따라 上疏·啓本·狀啓·箋文을 올렸다. 수원부사 시절에는 국왕에게 상소와 장계를 올렸으나, 수원부유수가 임명된 이후에는 국왕에게 상소·장계와 함께 계본·전문을 올렸기 때문에 수원부유수의 위상이 높아진 것을 확인할 수 있다.
수원부유수가 중앙의 비변사·六曹와 주고받은 문서 행정은 『경국대전』의 규정에 따라 牒呈과 關이 행용되었다. 수원부유수는 상급 아문인 비변사에 보고할 때에 첩정을 올렸고, 비변사는 수원부유수에 關을 내려 공적인 업무를 명령·지시하였다. 수원부유수와 동등한 六曹 사이에는 關을 통해 공적인 업무를 주고받았다. 수원부유수와 소속 관원 사이에는 傳令·甘結·牒呈이 행용되었다. 수원부유수가 소속 관원에게 명령할 때에는 전령과 감결을 통해 명령하였고, 수원부에 소속된 관원이 수원부유수에게 보고할 때에는 첩정을 올려 보고하였다.

In this article, an effort was made to examine document administration of the Governor of Suwon-bu during the late Joseon period through the old documents related to the Governor of Suwon-bu and Hwayeong Il’log (Daily Recordings of Suwon Garrison) written by Seo Yu-gu, the Governor of Suwon-bu. A change was made in document administration in 1793 (Jeongjo 17) when King Jeongjo appointed a Governor of the 2nd Degree A rank to Suwon-bu for the first time.
In Joseon, the King granted Goshin, a Letter of Appointment, to the Prefect of Suwon together Milbu Yuseo, a Certificate of Military Command, containing specifics of military authorization. But after the appointment of the Governor of Suwon-bu, the King granted Gyoseo, a Certificate of Good Governance, along with Goshin and Milbu Yuseo. When the King issued an order to the Governor of Suwon-bu, the order was delivered to the Governor through Yuji of Seungjeongwon or an order of the Royal Secretariat. When the Governor of Suwon-bu wanted to forward an official bottom-up communication to the King, the message was submitted to the king in the form of Sangso, Gyebon, Janggye or Jeonmun depending on the case. When Suwon was a Prefecture, the Prefect submitted a Sangso or Janggye to the King, but after Suwon was renamed as Suwon-bu, the Governor submitted a Gyebon or Jeonmun along with Sangso and Janggye, signifying that the status of the Governor of Suwon-bu was enhanced.
For document administration between the Governor of Suwon-bu and Bibyeonsa or Six Ministries of the central government, Cheopjeong and Gwan were used in accordance with the stipulations of Gyeongguk Daejeon (the Legal System of Gyeongguk Daejeon). The Governor of Suwon-bu submitted Cheopjeong for bottom-up report to Bibyeonsa of the central government whereas Bibyeonsa sent a top-down order or instruction to the Governor of Suwon-bu using Gwan. For official communication with Six Ministries of the central government, the Governor of Suwon-bu used Gwan as an equal in administrative hierarchy. For official communication between the Governor of Suwon-bu and his subordinates, Jeonryeong, Gamgyeol, and Cheopjeong were used. When the Governor issued an order to his subordinates, the order was delivered through Jeonryeong and Gamgyeol whereas, when his subordinates wanted to send a report to the Governor, Cheopjeong was submitted.
