朝鮮時代 昌原都護府 圈域 越境地 檢討 (Examination on Wolgyeongji in the Sphere of Changwondohobu during late Joseon)

초록

본 논문은 所屬邑과 떨어진 채 다른 지역에 위치하고 있는 특수행정구역인 越境地의 실체를 밝히고, 이를 통해 조선시대 군현제도의 특징 및 지방사회의 구조와 실태를 파악하는 것에 목적을 두고 있다. 연구대상은 昌原都護府圈域에 소재했던 네 곳의 월경지이며, 시기는 1018년(현종 9)이후부터 한말까지로 한정하였다.
문헌기록에 따르면 창원도호부권역에는 莞浦縣･龜山縣･內浦鄕･大山面 등 네 곳의 월경지가 형성되어 있었다. 이들은 각각 형성된 시기, 위치 등에 따라 형성요인에 차이를 보인다. 완포현과 구산현의 경우 해안에 위치한 곳으로 1108년(예종 3), 내포향과 대산면의 경우 각 각 내륙과 강가에 위치한 곳으로 여말선초 월경지로 형성된 것으로 보인다. 형성요인은 감무파견에 따른 속현의 독립, 수취체제의 운용, 인구의 이동, 荒地開墾 및 재지세력의 이해관계 등에 영향을 받았다.
이들은 鄕･部曲이거나 향･부곡에서 속현으로 성장한 지역이었으므로 영역규모 및 호구수가 주변지역에 비해 상대적으로 열악하였다. 이러한 邑勢의 차이는 이들이 월경지로 형성･존속하는 하나의 요인으로 작용하였고, 소속읍과의 관계에도 영향을 주었다. 실제 이 지역을 지배하던 토성집단의 경우 주변지역에 비해 열악한 읍세와 더불어 향･부곡이라는 성분으로 인해 중앙에 진출하여 대성으로 성장하는 것에 한계가 있었다. 주민들 역시 당시 수취체제 구조상 속현으로서 소속읍의 경제적 수탈의 대상이 되었을 뿐 아니라 향･부곡으로서 특수한 역역도 담당하여야만 하였다. 이들은 월경지인 탓에 가까운 거리의 관부를 두고 멀리 떨어져 있는 소속읍의 관아를 왕래하는 등의 이중고를 겪기도 하였다.
이러한 월경지는 조선시대 지방제도 개혁을 거론할 때 마다 정리되어야 하는 1차적 대상이었음에도 불구하고 한말까지 존속하였다. 창원도호부권역의 월경지 역시 완포현만이 정비되어 소멸하였고, 나머지 구산･내포･대산 등 세 곳은 한말까지 존속한 것으로 보인다. 주목할 만한 것은 정리되어 소멸 된 것 역시 합리적인 행정구역의 정비라는 측면 보다는 그 지역의 지리적･역사적 조건에 영향을 받은 것이었다. 소멸되지 않고 존속한 것 역시 군현제 변동 외에 당시 정부의 이중적 태도와 해당지역인 소속읍･소재지･월경지, 특히 그중에서도 소속읍의 입장에 영향을 받은 것으로 짐작된다.
이상과 같이 창원도호부 권역에 소재한 월경지는 조선시대 지방통치체제라는 큰 틀에서 사회현상, 경제적 관계, 재지세력의 존재 등 다양한 요인에 영향을 받으며 형성･존속하였다. 이는 다양하고 복잡하게 유지되었던 조선시대 지방사회 구조 일면을 보여주는 사례가 된다.

영어초록

The purpose of this study is to examine wolgyeongji, a special administrative district, which was located in the area distant from the eup it belonged to and also figure out the characteristics of the gun-hyeon system and the structure and actual status of the local society during the Joseon period. The subjects of this study are four wolgyeongji located in the sphere of Changwondohobu, and the period is limited to from 1018 till the end of Joseon.
According to the literatures, there were four wolgyeongji, Wanpohyeon･ Gusanhyeon･Naepohyang･Daesanmyeon, in the sphere of Changwondohobu. The four wolgyeongji are different in terms of the factors regarding the period of formation or location. Wanpo and Gusan were located in the seashore while Naepo and Daesan were positioned in the land and also river in 1108, and they seem to have been formed as wolgyeongji around the end of Goryeo and the beginning of Joseon. The factors of formation include the independence of the affiliated hyeon due to the dispatch of gammu, operation of the collection system, movement of population, reclamation of the wasteland, and also interests between the land owners.
They were developed as an affiliated hyeon in either hyang･bugok or hyang･bugok, so the scale of their sphere and number of households were relatively inferior to those of the rest areas. Such difference of the town’s status worked as a factor that allowed them to be formed and maintained as wolgyeongji and also influenced their relationship with the eup they belonged to as well. In fact, the toseong group which had control over that area could hardly grow as daeseong entering the center on account of the eup weaker than the others and also its limitation as hyang ? bugok. And the residents, too, were subject to the economic exploitation of the eup it belonged to as it was an affiliated hyeon according to the structure of the collection system then and also had to provide special labor for hyang･bugok. Also, they faced a double torture for living in wolgyeongji; they had to visit a government office distantly located at the eup it belonged to though there was one near their residence.
Wolgyeongji was pointed out as the object of primary reformation whenever they talked about how to improve the local system in Joseon; however, it continued to exist until the end of Joseon. About wolgyeongji in the sphere of Changwondohobu, too, only Wanpohyeon became arranged and then abolished whereas the rest three, Gusan･Naepo･Daesan, seem to have existed until the end of Joseon. What is noticeable here is that about the one that was arranged and then abolished, reasonable maintenance on the administrative district was not performed, but there was influence of the geography and history of Joseon on that region. And about the ones that did not disappear but continued to exist, too, there seem to have been the government’s contradictory attitudes aside from the variation of the gun-hyeon system and influence of the position of the eup it belonged to especially among the influence of the region’s superordinate eup-site-wolgyeongji.
As written above, wolgyeongji located in the sphere of Changwondohobu was formed and maintained while being influenced by various factors within the great frame of the local ruling system in Joseon such as social phenomena, economic relations, and the presence of land owners. Therefore, this is a case that shows one aspect of the structure in the local society of Joseon that was maintained diversely as well as complexly.
