Cheongju, located in the central area of the Korean peninsula, is a pivotal city being larger than medium-sized city in terms of the size of population and their economic activities. The recent removal of greenbelt classification in the city signals an overhaul in the shape of the city and areas in vicinity of the city. On the verge of the expected transformation from a mononuclear city to a metropolitan area, the study on possible urban planning seems to be an essential prerequisite. And this study will focus on how Cheongju spatial structure could be properly reshaped. The main purpose of this study is to identify the current development of Cheongju's subcenters and their locations. First of all, in a way of identifying subcenter formations in the city, key components are taken into considerations -timely and spatial distributions of population, representing residence activities and production activities, and employment. The relationships between population and employment are also examined along with their historic trends. Firstly, it is noticed that outflow movement of population and employment has already been undertaking in Cheongju. The suburban migration of people preceded the expansion of economic activities to rural areas. The spatial distributions of both ingredients are differentiated from each other. As the central district of the city is relatively empty at night, the urban development to stoke a resurgence of population is required. In-migration of population and employment into the city has been growing while the widespread spatial distribution across the city is caught. With location values of certain areas making up the second bracket of prices, Cheongju is 忠北開發研究 12(2) considered to be in the process of the sub-urbanization, meaning its space structure is expanding outward. The process is also translated into the starting point to transform into a multinuciear structure. In other words, that indicates that environments are being developed to establish the city subcenters. Secondly, by using CBHI and CBII, devised by Murpy and Vance (1954), I have identified six areas being developed as the subcenters of Cheongju - Gagyeong section, Gongdan five-way intersection, Sachang intersection, Bongmyeong section, Yullyang section, and Yongam section. These areas, which are consistent with those subcenters set up by the Cheongju city government, spread out into west, north and south of the city, forming T shape from the city center. Lastly, those city subcenters consist of non-residential structures, mostly sales outlets while each subcenter has its own characteristic in terms of functional aspects. Considering that a subcenter combines all functions of a city, Cheongju's subcenters have more multinuciear characteristics than multicentric elements. The fact that the six subcenters are located in the areas whose land prices fall into the second highest level in the city also qualifies them as subcenters. The findings of this study call for the policies that encourage a resurgence of population in the central business district to curve city emptiness at night and eliminate the gap arising from differential spatial distribution patterns of population and employment. In addition, Cheongju's urban development planning needs to concentrate on creating a multinuciear type for its spatial structure while maximizing the efficiency of the city space.
