초록

아베가 존경하는 요시다 쇼인은 ‘정한론’에서 “한국, 중국. 필리핀을 지배하고 일본의 판도를 넓히라”고 일본의 ‘대동아 공영론’을 최초로 펼친 사람이다. 따라서 요시다 쇼인의 ‘정한론’사상을 보면 아베정권의 향후 방향을 짐작 할 수 있다. 아베는 고노 무라야마 담화 계승에 대해서 왔다 갔다 애매하나 야스쿠니신사 참배, 독도 영토도발, 일본군‘위안부’ 등 과거사 문제와 관련해서는 일관된 역사수정주의를 지니고 있다.
미래 밝은 한일관계의 전망은 일본이 독일과 같은 반성적 역사인식과 실천을 따를 수 있는가에 달려 있으며 앞으로도 일본에게 독일의 ‘역사인식’을 제시하면서 지속적으로 각성시켜나갈 필요가 있다고 보는 것이다.

영어초록

IN the summit talks between Korea’s president Kim Dae Jung and Japan’s prime minister Keizo Obuchi held in Tokyo in 1998, “The Declaration of Korea-Japan Partnership toward the 21st Century” was made. This year, 2018, marks the 20th anniversary of the declaration. The declaration between president Kim, an expert on Japan, who was known to be opening the nation’s door to Japanese culture and prime minister, Obuch, who was known as a dove in the Liberal Democratic Party and a pro-Korea politician, was meant to be a resolution to move forward as genuine partners, going beyond the historical enmity between the two in the coming 21st century.
The declaration was every bit future-bound. Now, 20 years later, where does Korea-Japan relations stand? Have Japan and Korea forged a genuine partnership? Unfortunately, the relations have been worse off without mutual trust. There may be many reasons for it. Not least of them is the incorrect historical perception of Japanese leaders, including Abe and their inaction to change. On the contrary, Japanese leaders are reverting to imperialism of the past.
The long economic recession from 1990 to 2010 in the wake of the bursting of the bubble in 1989 gave Japanese people a sense of depression and loss, especially because they had enjoyed sustained rapid economic growth up until 1980s thanks to the surge in demand during the Korean War. Against this background, Japan tilted toward the right characterized by such organizations as “The Group for Making a New History.” Prime Minister Abe, as an executive of the organization, led the history distortion even before becoming the prime minister.
What about Germany, another war criminal country which invaded other countries? Germany has defined the massacre of Jews by Nazis as a crime without statute of limitation and continued to indemnify the victims. The reason is that the Germans have a diametrically different perception of history. That is why it is a leader of the EU. Japan is called upon to shift its historical perception as Germany did.
