동서양의 결혼관(結婚觀) 변천(變遷) 연구-헝가리의 부(富)의 분배(分配)를 중심으로 (A Study on the Change of Marriage Views in East and West -Focusing on the Distribution of Wealth in Hungary)

초록

한국 사회는 언제부터 결혼을 하지 않는 나라가 되었다. 혼인을 하지 않으므로 출산율도 감소하고 인구소멸의 문제로 인하여 국가의 존망을 걱정하는나라가 되었다. 세계 석학들이 한국의 국가 소멸을 우려하는 최악의 상황에직면을 하였다. 마찬가지로 유럽이나 서양도 결혼을 하지 않아서 출산율 감소가 심각한 상황이다. 이러한 상황에서 동양과 서양의 결혼관의 변천이 어떻게 이루어졌는지를 조사를 하면서 미혼 남녀가 결혼을 하지 않는 이유를파악을 하고자 한다.
각종 논문들을 통하여 결혼률 감소와 출산율 감소에 대하여 다양한 원인과 분석을 하고 있지만, 인구 감소는 매우 심각한 상황이다. 이는 서양과 동양의 공통적으로 심각한 문제이다. 유럽도 출산율 감소가 매우 심각한 상황에서 최근 헝가리의 결혼과 관련한 분배가 주목을 받고 있다. 헝가리는 결혼과 관련하여 파격적인 분배를 시행하고 있다. 즉 소득세 면제, 대출 적극지원, 자동차 구매 비용 지원, 건강보험 투자 활성화, 주거비 보조 등의 출산 지원정책을 적극적으로 펴고 있다. 이러한 부의 분배가 이루어지는 정책 시행이후의 헝가리는 역대 최고의 혼인 건수를 기록하고 있다. 헝가리 사례에서보듯이 부의 분배가 활성화 되면서 개인의 혼인율 증가와 출산율이 증가 되고 있고 개인의 결혼관에도 영향을 미치고 있다. 이러한 헝가리의 사례들을주목하여, 경제적 분배를 하였을 경우에 혼인율 증가에 대한 상관성을 연구하게 되었다.
연구과정에서 인구 감소가 뚜렷한 한국에서는 더 늦지 않게 시급하게 검토, 도입을 하여야 한다는 유의미한 결론에 이르게 되었다. 동양과 서양의 개인들의 결혼관은 현재 많은 변화를 보이고 있다. 분명한 사실은 앞으로 국가는 개인들의 결혼관에 대하여 적극적으로 간여를 하여야 한다. 이는 동양과서양의 공통적인 문제이다.
이번 연구 과정에서 선행 논문들도 경제적인 문제가 결혼에 부정적인 영향을 미치는 주된 문제임은 확인이 되었지만, 헝가리식의 파격적인 분배 도입에 대한 연구 결과는 보이지 않았다. 그러한 사실에 비추어, 인구 소멸 국가 1순위인 한국은 혼인율 증가를 위하여 헝가리의 분배 정책을 적극적으로도입을 하여야 한다. 예산 등은 국가의 예산을 효율적으로 지출을 한다면 충분히 가능하고, 국민적인 합의를 거쳐서 한다면 아마도 성공할 가능성이 매우 높다고 본다.
따라서, 국가에서 적극적으로 헝가리식의 부의 분배를 도입을 하여 한국의 출산율을 높일 수 있도록 적극적인 도입을 하여야 한다. 더 나아가서는 동양과 서양의 개인의 결혼에 대하여도 헝가리식의 결혼 분배 정책은 반드시필요한 정책임을 제안을 하고 싶다.

영어초록

Since when Korean society has become a country that does not marry.
Since they are not married, the fertility rate decreases and the country has become a country concerned about the survival of the country due to the problem of population extinction. World scholars have faced the worst situation concerned about the disappearance of Korea. Likewise, Europe and the West are not married, so the fertility rate is declining seriously. In this situation, by investigating how the transition of marriage views between the East and the West took place, we want to find out why unmarried men and women do not get married.
Various causes and analyses are being conducted on the decline in the marriage rate and the fertility rate through various papers, but the population decline is very serious. This is a serious problem in common in the West and the East. In Europe, too, the decline in the fertility rate is very serious, and the distribution of marriages in Hungary has recently attracted attention. Hungary is implementing unconventional distribution related to marriage. In other words, it is actively implementing childbirth support policies such as income tax exemption, active loan support, car purchase cost support, health insurance investment activation, and housing cost support. After the implementation of this wealth distribution policy, Hungary recorded the highest number of marriages ever. As seen in the Hungarian case, as the distribution of wealth is activated, the individual marriage rate and fertility rate are increasing, affecting individual marriage. By paying attention to these Hungarian cases, the correlation between the increase in the marriage rate in the case of economic distribution was studied. In the course of the study, it was concluded that in Korea, where the population decline is evident, it is necessary to urgently review and introduce it no later. The marriage views of individuals in the East and the West are currently showing many changes. What is clear is that in the future, the state should actively intervene in individuals' marriage views. This is a common problem between the East and the West. During this study, previous papers confirmed that economic problems were the main problem that negatively affected marriage, but there were no research results on the introduction of Hungarian-style unconventional distribution. In light of that fact, Korea, the number one country in the population extinction, should actively introduce Hungary's distribution policy to increase the marriage rate. The budget, etc., is sufficient if the state's budget is spent efficiently, and it is likely to succeed if it is agreed upon by the people.
Therefore, the state should actively introduce Hungarian-style wealth distribution to increase the fertility rate in Korea. Furthermore, I would like to suggest that the Hungarian-style marriage distribution policy is an essential policy for individual marriages in the East and the West
